CALL TO ORDER Meeting called to order at 5:30 p.m. II. ROLL CALL The roll was called and a quorum was present. I. ADOPTION OF MINUTES Minutes from the January 5, 2017 meeting were distributed for review and approval. Paulette made a motion to accept the minutes as presented, Jay seconded, unanimously approved. Motion passed. IV. HEAR FROM THE PUBLIC—There were 2 people in attendance and they were just observing. V. BUSINESS FOR DISCUSSION/ACTION 1 New Business a. Bayshore Park Updates and Re-branding initiative Stacie gave the committee an update on the Bayshore project which includes McCaughan Park parking area, McGee beach pier and Sherrill Park. Some of the improvements include parking area improvements, a new playground, fitness trails, dog park, showers, realigning some of the monuments and placing palm tree planters along Ocean Blvd. The City is also working on renaming the "footprint" of the area, which includes McGee Beach, McCaughan Park, Old City Hall Park and Sherrill Park. Paulette and others are working on re-branding the name Bayshore Park. She and the team presented several possible names. Sherrill Park would become "Sherrill Veterans Memorial Park". Waters Edge was the name that the team really liked to call the bay front area. Cliff made a motion to accept Waters Edge as the new name, Mukesh seconded, unanimously approved. Motion passed. 2 Old Business a. Update: Current City Ordinance No 21, 5-15-2003 Sec. 10-66. Vessel Operating from Gulf Beaches Cliff spoke with some of the complainers and they didn't think that increased enforcement was going to work. Cliff convinced them to give it some time. Cameron noted that this is just starting and it will take some time; we need to do our due diligence. If someone needs to notify the authorities, they should call the non-emergency police number. Russ reported that he has met with the police and they are patrolling the beach more than they have before. b. Update: ISAC Jay reported that ISAC had a very busy month. • On the 9th the TIRZ2 subcommittee (of ISAC) met and recommended to move forward on the restrooms, showers and mobi mats (parking lot, ramps and maintenance facility). The pavilion was put off for a later discussion. • On the 11th the TIRZ2 subcommittee met formally with ISAC and ISAC approved the recommendation but wants to see pricing and the bids before moving forward. • Updates on Access Road 3A&2, Bonds 2012 &2014 and changes at the State Park beach. • On the 17th the official TIRZ committee tabled 3 projects; Park Road 22 Bridge, Packery Channel monitoring contract and the Six Pack items. 2 c. Update: Packery Channel "Six Pack" Stacie reported that the Packery Six Pack (which includes the monitoring) cost request has been forwarded to Engineering. Stacie wanted to reconfirm the support of WBAC for the monitoring contract. Cliff noted that he was surprised that the contract was scaled back and Stacie explained that Engineering hold the purse string for this. Jay explained that many people have poured through the permit language and aren't sure if the City is required to continue monitoring. Deidre explained that the monitoring was associated with USACE permit requirements that the City had to perform this work. Also, there are GLO requirements to review beach width. Cameron mentioned that there is also a need to monitor so that we can accurately manage or shorelines in this area. Cameron made a motion to reaffirm our motion of support of the monitoring program and that the contract be approved. Jay noted that the monitoring &the Six Pack must get into the TIRZ long before it expires in 2022. Cameron modified his original motion to include the official project name as it appears in the "Six Pack' list of projects, "Periodic Survey of Channel Conditions and Shoreline." Cliff seconded, unanimously approved. Motion passed. d. Update: Access Road 3A Stacie relayed that there was a Notice to Proceed and if they are still working on the road by Spring Break they will stop. Russ reported that they have started digging and that the GLO Dune Permit should arrive tomorrow so that the contractor can continue down pass the old seawall. The plan is to have 2 lanes open during construction. A conduit under the roadway was also included for future utilities, per WBAC request. VI. STAFF LIASON REPORT Gulf Beach Monitoring Update: Deidre reported on what she has seen on the beaches and gave the committee members handouts. During 2016 the beach was in a "holding" pattern due to the good weather and the purposeful management by Beach Operations. The next dredge event within Packery Channel, which we are anticipating in the next 2 years, will place sand at the southern end of the seawall. Next she spoke of the management of the width of the beach and the possibility of extending the bollards by 400' in 2017. State HOT Fund Presentation & Update: Stacie presented the presentation on the State HOT Fund. There was a question about whether we could use any of these funds to repair parking lots at North Beach and the answer was no. We could use some of the money for signage if the signs were related to safety issues, like Rip Currents but not for signage for visitors or historical signs. Stacie wants to have a 6 month reserve for emergencies and create a financial policy for that reserve going forward. Regarding the McGee Beach Breakwater the City is only doing the pier part that leads out to the breakwaters and it is being funded by the Type A Board. Spring Break Traffic Control Plan: Russell is meeting with CCPD, Fire Department and Engineering tomorrow. Last year there was not a lot of beach use on the north side of Packery Channel during spring break and Russ believes this is because visitors didn't understand the traffic flow and thought Zahn Road was closed. The south side of the channel all the way to Bob hall Pier was packed. What Russ is going to propose is to leave all 3 access roads, on the north side, open with traffic flowing in both directions. Russ mentioned that it is time to review the Beach Adaptive Maintenance and make any needed updates to the plan. Therefore the subcommittee (Cameron, Jay, Cliff, and Mukesh)will plan to meet and review the document. Any updates or comments will be brought back to the full committee for review/comment, and approval. Russ reported that the Beach Lifeguards attended a USLA certification training in Port Aransas, which is the start of getting the lifeguard program certified, a yearlong process. VII.
