CALL TO ORDER Meeting called to order at 5:30 p.m. II. ROLL CALL The roll was called and a quorum was present. I. ADOPTION OF MINUTES Minutes from the April 6, 2017 meeting were distributed for review and approval. Jay made a motion to accept the minutes as presented, Cliff seconded, unanimously approved. Motion passed. IV. HEAR FROM THE PUBLIC—There were 3 people in attendance. The first speaker wanted to say that the issue of the bollards and the nourishment should stay on WBAC's agenda. The second person (the president of Borders without Burners)wanted WBAC to know that they recently held a cleanup and had 150 volunteers and removed 3,800 lbs. of trash from the beach. He also wanted the committee to know that his group is against the bollards. The third person was a graduate student at Texas A&M University Corpus Christi and she had done some research on the economic value of ADA accommodation and access. She found that in 2013 having these accommodations brought in about 1.5 million in additional revenue. She also noted that these accommodations need to be advertised. V. BUSINESS FOR DISCUSSION/ACTION 1 New Business a. Mobi Mats at North Beach Russell reported that Beach Operations had received four Mobi mats from the County, three of which were going to the Tourist District to be handed over to Josh (Park Operations) and then distributed as needed at the various beaches (McGee Beach and North Beach). b. SHOTS Budgets FY18 Stacie gave the committee a presentation on the SHOTS budget and reminded the group of the fiscal responsibility for these funds: One third of the funds are for operations and two thirds are for large scale shoreline restoration projects to address beach erosion. In reviewing the first couple of periods, the revenues are basically what was expected. One of the budget items is to have a couple of mobile lifeguards for North Beach during the summer months. Next Stacie reviewed the plans for the Shoreline Projects. Carrie had a handout from the North Beach Community Association; it listed their request for State HOT Funds. 2 Old Business a. Update: ISAC • Regarding the TIRZ, the bathrooms have been ordered. • Still trying to nail down a contract on Billish Park. • There were comments on the new Access Road 3A that it was very narrow and that there was not a bike lane. • Construction will start on Access Road 2 after Labor Day. • The Marina & Packery boat patrols were discussed; it was voted down by City Council. 2 • Jay noted that he thought the subcommittee should meet before the next ISAC meeting and Cameron suggested that since the members were the same on both subcommittees they should meet once and discuss TIRZ & Beach Maintenance. b. Update: TIRZ2 Project Jay suggested that the subcommittee meet to get updated on where we are with this. According to Cliff the main item that was missing from this project when it was presented to City Council was the $4 million Park Road 22 bridge construction; all the other amenities passed. The Conrad Blucher Institute (CBI)contract for monitoring services is still in negotiations. c. Agreement between GLO and City regarding bollards on beach fronting seawall Stacie reported that the current setup of the bollards was done in 2015 with permission from the GLO. This issue had been passed in 2010 without any funding. In 2015 the City committed to apply for a CEPRA grant for re-nourishing, but the City didn't get the grant. Studies show that there is not enough sand in the Packery Channel to do a re-nourishment at this time. As a result, the monitoring study by CBI is even more critical so the City can review shoaling rates and better plan for the next project. . VI. STAFF LIASON REPORT • "Restroom trailers are on the way" per Russell, we are just not sure how long they will take, maybe Oct or November of 2017. • Showers are being worked on; engineering is working on the water line issue. • Vehicle mobi mats are not available now. Russell had not been given the green light to order these yet. • Beach wheelchairs in are; we now have 1 chair for each guard stand. • CCTV did a promotion on the new wheelchairs at Oso Bay Wetlands Preserve and the beach. Next week Channel 6 will be doing a presentation. • Russell put together some ideas for signage to educate the public on Sargussum. When the signs are completed they will be available for the local hotels and condos, and also Beach Operations will put these signs on the trash and toilet enclosures. • Cinco de Mayo is happening, the night surfing competition is on Friday night. • David Pierce called Russell and asked that Beach Operations remove all trash cans from the west side of the Packery Bridge. • Rule signs for North Beach have been ordered, it will take 2 to 3 weeks. Three new employees (hired through SHOTS) have quit and the job posting finished posting today. • Stacie is leaving, she has accepted a position as director with Lewisville Parks & Recreation VII.
