I. CALL TO ORDER
Meeting called to order at 5:30 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the May 4, 2017 meeting were distributed for review and approval. Cliff made a motion to
accept the minutes as presented, Jay seconded, unanimously approved. Motion passed.
IV. HEAR FROM THE PUBLIC—There were 3 people in attendance. The first observer wanted to complement
beach operations for their cleanup efforts completed after the recent storm. The second person lives on the
Island and wanted the committee to know that in his opinion the best thing that has happened on the Island is
the re-digging of the Packery Channel, which resulted from several organizations working together. The third
individual wanted to thank the committee for all its support with the monitoring program which passed City
Council on Tuesday.
V. BUSINESS FOR DISCUSSION/ACTION
1 New Business
a. Subcommittee Report
The Beach Maintenance Subcommittee and the TIRZ2 Subcommittee met and Jay put together a report
for the WBAC which each member received. Jay presented a recap of the report:
• North Packery"roadway" and trash-can/portable toilet layout has been re configured and the
new layout is great, basically"great job all the way around Russ".
• One comment from the report asked that if the sargassum needs to be moved it needs to go to
the toe of the dunes not the face.
• The issue with the Fire Ordinance is that most of the action happens after Code Enforcement
has left for the day, not sure how to handle that.
• The subcommittee believes that there needs to be a Beach Management Plan and have come
up with several management principals. The idea is that this be more of a sand management
than a beach management. WBAC recommends to City Staff that there is a need for a study on
a beach management plan. The subcommittee met on the beach and had other comments to
make.
• The "Mobi" mats that the City has will not work for parking mats; they are for walking. Russ
passed out information on the proper mats for driving. Russ is just waiting for the City to give
him the funding information so that he can order the parking mats.
• Jay gave the committee an update on the pavilion, part of the Packery"Six Pack". The
proposed location would be at the south side of the Boat parking lot; Jay provided a handout
showing the location.
• Russ told the group that there was no need for enclosures around the Skid-O-Kans at the boat
ramp parking lot because the proposed location of one of the new solar restroom would be near
the proposed pavilion location and at that point the Skid-O-Kans in the parking lot go away..
• Another item that was addressed was that the boat ramp was too steep. The recommendation
is that the City look into replacing the existing ramp and also add an ADA floating ramp.

• The subcommittee also recommends that the re-authorization of the TIRZ2 be pursued for
current, new and future projects.
Cameron made a motion to submit the subcommittee's final report to City staff, Cliff seconded,
unanimously approved. Motion passed.
b. Aids to Navigation at Packery Channel
Cliff spoke on this topic; many people have commented to him that there are no lights at the end of the
jetty. He discovered that in 2012 item#7 from the TIRZ2 covered "Aids to Navigation" and that they
were installed at some point but are gone now and that this is a huge safety issue. Russ reported that
signs were replaced last year by the City because the Packery Channel is not a federal waterway. Russ
is working with James Rizzo to get the lights back.
c. CEPRA/Packery Channel Support Resolution
CEPRA stands for Coastal Erosion Protection Response Act and is administered by the GLO. This is a
funding source for the City for dredging the Packery Channel. Applications are accepted every 2 years
and Deidre Williams has been working on the current application but what is needed now is letters of
support. Cameron would like WBAC to support this application and its need. The City of Corpus Christi's
Watershore and Beach Advisory Committee is making a resolution to support this application to
CEPRA. Cliff second, unanimously approved. Resolution passed.
2 Old Business
a. Update: ISAC
• ISAC has not met since our last WBAC meeting.
• The subcommittee is meeting with the TIRZ2 subcommittee on Monday.
b. Update: TIRZ2 Project(Mobi mats)
This was discussed earlier in the meeting.
VI. STAFF LIASON REPORT
• The restroom enclosures have been completed.
• The restroom trailers are on the way, we are just not sure how long they will take.
• The Packery Channel boat patrol: the boat was never hidden. The problem is that there is no one who
wants to work for$10 per hour doing this patrol. Russ discussed this situation with Jay Ellington and the
thought is to combine the boat patrol position with a new beach & park enforcement officer's position.
This would mean that there would be 3 officers and they could take turns patrolling with a seasonal
temp person to go along with the boat. Currently there is not a plan to patrol the Island channels.
• Russ is working with Code Enforcement to have the officers get certified so that they have more code
enforcements options.
• Russ had some "table top" sign made to inform the beach visitor about sargassum. He will be getting
large sign that have the same message. He has delivered many of the table top signs to the local hotels
and condos.
