CALL TO ORDER Meeting called to order at 5:30 p.m. II. ROLL CALL The roll was called and a quorum was present. I. ADOPTION OF MINUTES Minutes from the June 1, 2017 meeting were distributed for review and approval. Jay made a motion to accept the minutes as presented, Cliff seconded, unanimously approved. Motion passed. IV. HEAR FROM THE PUBLIC—There were 3 people in attendance, but only 2 provided comment. The first observer wanted to complement the committee for their recommendations for North Beach because they have been implemented and it has made a "world of difference". Another observer wanted to say the same thing; "really appreciate the help". This person also wanted to compliment the trash pickup services but would recommend using larger trucks for less trips and also maybe the city could put up netting along the bollards to catch the trash before it blows into the private properties. V. BUSINESS FOR DISCUSSION/ACTION 1 New Business a. Placement of Beach Watch sign at N. Packery Channel Cliff commented that even though the signs are posted at the entrances to the beach nobody notices them and wanted to know if maybe different signs should be used. Cameron relayed that the GLO handles those signs and everything about them; not the City. b. North Beach Parking Plan Update and Grant Josh is on vacation but left the information on this topic with Russ and attached to the minutes were Josh's responses. Carrie reiterated what the Public stated and explained the Parks and Recreation has been working with the property owners and the bollards have been installed. She also really likes the boardwalk idea. c. North Beach New Signs Status Carrie says the signs are beautiful but she is not sure why the signs say"No BBQ Pits" because there is not an ordinance that states that. She thinks that maybe North Beach should adopt the same camp fire rule; "250 Feet from a permanent structure"that the Gulf Beach has. Regarding the educational signs: the holdup seems to be in getting bilingual signs and Carrie would rather skip that request and just get the signage with the one correction being that the sign reads "North Beach" and not"Corpus Christi Beach". With regards to the sign for the pavilion and BBQs, Josh is working on getting them. Cameron suggested that Josh add "no pets" to the no BBQ signs. d. North Beach Crews and Enforcement Officer Status Carrie wanted the committee to know that because of the employment status that North Beach is "back to square one"with regards to the State HOT Funds. Carrie also relayed that back in 2015 North Beach was asked if they would like a fulltime lifeguard or enforcement officer and the response was an enforcement officer. Carrie wants that position to be titled "North Beach Park Enforcement" and that officer to have an ATV. Russ explained that the vehicles have been ordered but that it just takes time. 2 Russ explained that he thought it would be better to have a pool of employees not just one and also that the City is looking for a way to store an ATV. Jay explained that the City is going through some tough time right now. Russ will get together with Josh on some of these items. Cameron explained that the City has set positions and set pay scales that must be worked with. Carrie thinks it would be good if Parks and Recreation did exit interviews to assist the City in possibly identifying problems. Russ relayed information about the increasing insurance premium cost and that is directly related to keeping/getting employees. Cliff suggest that this committee's members take a tour of North Beach and the problems are evident. 2 Old Business a. Packery Channel ATON (aids to Navigation) Update Russ contacted James Rizzo regarding the lights at the end of the Packery and James contacted the Coast Guard and the Coast Guard was not aware of the jetties or need for private aids to navigation. The Coast Guard wants proof that we had permission to have jetties. Cameron explained that the Corps of Engineers built it and therefore do not have to get a permit. A copy of the letter turning this over to the City needs to be located. Jay will work on finding that information. b. Update: ISAC ISAC did not have a June meeting. c. Update: TIRZ2 Project There was a meeting of the ISAC TIRZ2 subcommittee and the entire discussion was about the Packery Channel Marina boat patrol. After the discussion and a presentation from Jay on the personnel, a vote was taken and it was a split decision of whether or not a marina patrol was needed or wanted. Russ is waiting for the details of the "Mobi Mats" so that the City can go out for quotes. VI. STAFF LIASON REPORT • The bathrooms have been ordered and delivery is scheduled for October. • The water line for the showers is in the engineering department right now. • The Adaptive Beach Maintenance Plan is to be completed by the City by August 1 st. If anyone has changes send them to Russ and he will add/delete them before submitting the plan. • There were issues on the bollard area on the Gulf Beach. People are putting up shade structures and leaving them. They are leaving them so that others (not Island House visitors)will not use this beach. Beach Operations will remove them and this was relayed to the interested parties. • The table tent regarding seaweed has been redone and larger signs are going to be ordered. VII.
