CALL TO ORDER Meeting called to order at 5:30 p.m. II.ROLL CALL The roll was called and a quorum was present. I.ADOPTION OF MINUTES Minutes from the August 3,2017 meeting were distributed for review and approval.Cliff made a motion to accept the minutes as presented,Terry seconded,unanimously approved.Motion passed. IV.HEAR FROM THE PUBLIC—None V. BUSINESS FOR DISCUSSION/POSSIBLE ACTION 1 New Business a. Review of City Ordinance 10-66,Kite Boarding on Gulf Beaches Cliff reported that he had some beach visitors come to him and complain about the kite boarders,again. Some of those folks approached the kite boarders and there was a nasty exchange of words.Cliff passed around the ordinance to the committee members which states that the kite boarders should be 50'away from people.The sail and lines are just as dangerous to the visitors as the board.Paulette suggested that Cliff get some pictures and she will take those to Chief Markle.Terry suggested that signage might help.The best approach is educating the public and the boarders. 2 Old Business a. Update: Packery Channel ATON(Aids to Navigation) There is no update per Russ,he has been working with James Rizzo but nothing is happening.USCG want to see the Corps'permit and there is not one;they built it.Jay suggest that Russ get in touch with Andrew Smith and copy him also. b. Update: ISAC Deidre was at the last meeting and reported that she got the new City contract but the storm portion ($75,000 for post storm assessment)was removed. Keith Selman(Assistant City Manager)is working on this for the City.The Packery Channel sustain a lot of damage,Naismith Marine Services should have a damage report available by the next ISAC meeting.There was talk of the City working on plan to dredge the channel and that repairs can be done without talking to the Corps.The repairs would cost about$2 million and there are funds available in the TIRZ. Another issue discussed was that Access 3A needs to have a shoulder,it is too narrow. c. Update:TIRZ2 Project Jay is on the subcommittee(ISAC/TIRZ2)and relayed that the Packery Channel Six Pack will expire in 3 years.WBAC will be involved and should be thinking about new projects for the next TIRZ.This led to a discussion about members of WBAC that will be terming out;Martha was asked to check on this. 2 VI.STAFF LIASON REPORT • The beaches look great,there was very little erosion from Hurricane Harvey.Beach Operations removed all the Skid-o-Kans from the beach and the company picked them up.All the trash cans were removed from the beach.There was some damage to 2 Skid-o-Kans enclosures.The signs held up and so did the Seawall.There was under cutting on Newport Pass Road and the entrance is now blocked by sand that we put there. • From Access Rd 2 to Port A the dunes have returned to their previous location.Mukesh and some of his colleague did some surveying in this area and confirmed that some of the beaches are wider. • The Beach office/yard took a hit from Harvey,we lost ATV&trucks. • The C.A.S.T.event is a go for Saturday,9/23. • Regarding the TIRZ2 ADA parking mats;some were under the impression that the money were gone but Jay says not. Russ'idea is to add ADA ramps to the layout of the mats but Jay thinks that would not be possible. • Regarding the beach showers:at Access Rd 3A the City is working on an amendment to the permit for the road work to get the water lines in along the road.Another permit would be necessary to get the water from the entrance to the beach,along the dunes to the location of the showers.Russ is going to contact the Beach&Dune Committee.The plan is to do an amendment to get a water line at Access Rd.2 also.There is talk of redoing Zahn Road from the entrance to the beach,by Engineering. Jay will check with his connections in Engineering and report back at the next meeting. • As of Tuesday, Beach Operations will be on the winter schedule: 10 Skid-O-Kans(all ADA)and 1 trash can per corral. Update:TIRZ2 Project __- Commented[PC1]:s was not discussed at the meeting. VIII.ADJOURNMENT Rather,Cliff recently requested this be added to the agenda.
