I. CALL TO ORDER
Meeting called to order at 5:30 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the September 7, 2017 meeting were distributed for review and approval. Jay made
a motion to accept the minutes as presented, Cliff seconded, unanimously approved. Motion
passed.
IV. HEAR FROM THE PUBLIC
One person was in attendance and he wanted first to thank this committee for looking into the
kiteboarding situation and secondly to speak of the beach amenities known as the "six pack". The
public has been waiting a long time for these amenities and the City is taking way too long. He
would like this committee to "turn the heat up"!
V. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Fire Regulations
Cliff says that the City's website doesn't have the latest changes that this committee
recommended. Russ had not have a chance to check but he will by the next meeting.
b. Progress on Packery Channel Amenities
Jay Ellington reported the status on the showers: the City has 2 bids and they are waiting for a
third. The quote came in for the 2 water lines and it was $200,000 from Engineering and Jay put
this on hold. Regarding the Mobi Mats: City Council &the TIRZ board reduced the amount
available and now there is not enough money to cover the quotes. The restrooms (4 of them)are
being built and should be here next month. Regarding the pavilion Jay E. will bring some
packages (wood & metal)to WBAC for recommendations. Regarding the 2014 Bond project for
the access roads; 3A is going to have the curve widened and also put a sidewalk in. The Access
Road 2 bid was awarded and that work is going to start mid-October and be completed by
Christmas.

The update on the Packery Channel repairs is that it will cost$2 million but the City has to work
through the insurance process first. The third level of financing would be TIRZs or any money that
would be in the reserves, remembering that those funds are available for emergencies.
c. Update on Zahn Road
The part of Zahn Road that will have work done is from the development to the beach and it is
being done with Bond money.
d. Committee Members Terms
Two members will be terming out in December 2017: Cameron &Jay. Three members can be
reappointed. Cameron has spoken with some of his staff about applying. Cliff suggested that at
the last meeting in December a vote should be taken to elect the Chairman &vice Chairman.
Interested individuals should contact the City Secretary's office.
2 Old Business
a. Update: Packery Channel ATON (Aids to Navigation)
Russ &James Rizzo have contacted several individuals but nothing has been received. There is
an Aids to Navigation nationwide permit that can be used according to Jay.
b. Update: ISAC
ISAC/TIRZ2 subcommittee met and discussed moving the TIRZ2 money into an interest bearing
account. ISAC also talked about the Aids to Navigation. Keith Selman was there and wanted
people to focus on new projects and ISAC wants to move forward with the reauthorization of
TIRZ2. There will be future meeting with ISAC &WBAC members. Jay will be staying on the
TIRZ/WBAC subcommittee.
c. Update: TIRZ2 Project
This is covered in "Update: ISAC".
VI. STAFF LIASON REPORT
• Josh reported that there was very little hurricane damage. The City is planning and working on
building a boardwalk from the Beach Avenue parking lot to the beach walk.
• The beaches are up and going but we don't have the visitors. GLO did do a beach cleanup a
couple of weeks ago but now the trash is back.
• The C.A.S.T. event was a big success.
• For the high tides we have moved the cans to the dunes.
• Over the summer 50 thousand trash bags were given out.
