CALL TO ORDER Meeting called to order at 5:30 pm. II. ROLL CALL The roll was called and a quorum was present. III. ADOPTION OF MINUTES Minutes from the June 7, 2018 meeting were distributed for review. Carrie made a motion to accept the minutes, Mukesh seconded, unanimously approved. Motion passed. IV. HEAR FROM THE PUBLIC There was no one from the public in attendance. V. BUSINESS FOR DISCUSSION/POSSIBLE ACTION 1 New Business a. Deidre Williams: Packery Channel Monitoring Process Deidre's focus tonight is the after effects from Hurricane Harvey; what happened after the event. The area of focus is the Packery project footprint; which is the area just south of Newport Pass to Viento del Mar Road (Access Road 4). On the north side there is a "feast" of sand and the design was that that excess sand would be moved to where it was needed. Deidre is hoping that WBAC would promote moving forward with an amendment to the permit so that the sand could be moved down (south)to where it is needed. Darren would like to truck the excess sand from the north to the south side. Deidre explained that the Corp built the pipeline with the intent of moving the sand from side to side; it is just not feasible to use it now. Deidre explained that one of the reason the Packery was built was to be a remedy for persistent erosion of sand at the south end of the seawall. She also noted that it is in the best interest of everyone to move the sand because it could end up in the channel. Additionally the storm surges contributed to the buildup of sand. What is wanted is the option to move the sand along the shore. The redistribution of sand happened after Hurricane Harvey, Harvey disturbed the sand but Hurricanes Irma & Nate and a full moon caused the redistribution. Deidre showed several slides demonstrating the distribution of the sand over time and after Harvey. Part of what Deidre does for the City is to give them a heads up when the beaches are less than 150' wide, which can lead to the bollards having to be moved; this is a City ordinance. Deidre also reported about the major loss of the volume of sand after Harvey. Deidre explained that the City has an adaptive management strategy but that they need to take it to the next level. What's next: Deidre is almost finished preparing the permit. The City has some work that has to be completed, dealing with engineers and that requires the permit being completed. The last survey was completed in April. There should be one done in July but the City didn't have a contract in place so Texas A& M paid for the survey as a courtesy. Cliff made a motion that the 2 City renew the Packery Channel Monitoring Program on an annual basis. Jyoti seconded, unanimously approved. Motion passed. b. Hurricane Plan Darren was assigned to rewrite the existing hurricane plan. He decided to use a 5 days "cone of probability" instead of the weather warnings. All equipment will leave the Island except for the heavy equipment. The vehicles will be moved to Park Operations on Ayers. The heavy equipment will probably go to Windward Parking Lot; it's about 13' in elevation. On day 3, of the 5 day cone, the beach will get closed. Darren's plan is that the beaches are empty on day 2. Josh explained that the bay beaches has very little to move and that that would probably happen 3 days out. c. Beach Adaptive Maintenance Plan Tabled until the next meeting. d. SHOT Funds: Review Expenses Gulf Beach Maintenance —we have spent 95% of operations and overall we at 85% of the whole budget. Gulf Beach Park Enforcement - we have spent 80% of operations and overall we at 83% of the whole budget. Bay Beach Park Enforcement — Darren says it is at 86% but that is not right. The operations is 48% but there has not been employees. There is a new employee that just came on board. Gulf Beach Lifeguard -we have spent 95% of operations. McGee Beach Lifeguards-we have spent 30% of salary, 49% of supplies. McGee Beach Maintenance -we have spent 43% of the budget. North Beach Maintenance —we have spent 53% of the budget. Josh says that this is incorrect; it is missing a vehicle purchase. e. Recommendations for North Beach Budgets Tabled until the next meeting. f. Absenteeism Cliff read a copy of Sec. 2-61, Meetings — Absences and WBAC has not been following these instructions. It was discussed that going forward the members that missed the previous meeting will relay to the board why they missed the meeting and the board will vote on whether that absence will be excused or not. 2 Old Business a. Update: Beach Pit/Holes Darren reported that this issue is now in the rules and he has instructed Enforcement to be more proactive if they encounter this situation on the beach. b. Update: North Beach Bathrooms Josh reported that he has gotten the authorization to lock the bathrooms but the issue is at what time. The City employees leave at 3pm part of the year and 6pm the rest of the year. One suggestion would be to post signs letting visitors know. These are the bathrooms at Dolphin Park and the Lexington. Josh will try this for 6 months and see how it goes. c. Update: North Beach Redevelopment Initiative Carrie reported that City Council appointed Jeff Blackard (the developer), Carolyn Vaughan and an engineer to work on a North Beach Infrastructure Task Force to look at the Redevelopment Initiative. Deidre let the committee know that she has been invited to attend one of these meetings and that she had recommended that an engineering study be done. d. Update: Six Pack Projects Still working on this; waiting for codes from Engineering; they control the TIRZ monies. VI. VII. ISAC Report • Cliff reported that they discussed the Packery Channel repairs: RESTORE funds and FEMA funds. They discussed the new Beach Operations' maintenance building: still being work on. • They discussed that the TIRZ2 funds have already been spoken for; anytime they come up with a new project, they look at the TIRZ2 for the funding. They did touch on the Park Road 22 Bridge. • Jay Ellington mentioned a survey put out by the Parks and Recreation department and is encouraging everyone to take it. VIII. STAFF LIAISON REPORT • Darren reported the beaches are ok, that we have had a couple of rescues and that we "are doing our job". Deidre and Jyoti commented on how good the beaches look. IX.
