I. CALL TO ORDER
Meeting called to order at 5:30 pm.
II. EXCUSED ABSENCES: Jennifer Pollack &Terry Palmer
Jennifer had to accompany her children to a school function because her husband was out of
town. Philippe made a motion to excuse her and Jyoti seconded, unanimously approved. Terry
was not present for this meeting.
III. ROLL CALL
The roll was called and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the September 6, 2018 meeting were distributed for review. Meredith wanted
clarification on sending the NBCA recommendations for SHOTs to City legal and Darren said he
would do that. Meredith made a motion to accept the minutes, Jyoti seconded, unanimously
approved. Motion passed.
V. HEAR FROM THE PUBLIC
There were 9 people in attendance from the public but only Jay Ellington wanted to speak. He
relayed to the committee that this would be his last meeting; he is resigning at the end of the
month. He want to thank the committee for all they have done for the City.
VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Presentation by Roy Heistermann: Packery Channel Water Safety Issues and Possible
Solutions.
Roy, with others has started a movement to educate the growing numbers of people on the water.
The group's major concern is that there has been several minor and major surf accidents in the
water. This group has put together a pamphlet with guidelines, sort of an etiquette for the people
that have never been here before or never actually surf in the ocean. The group is hoping that
some of the local shops that deal in surfing will make these pamphlets available. There are so
many different activities that are happening on the water now, and they all want to be in the
"zone"; the same area. Roy passed out copies of the pamphlet and also presented a slide show,
showing some of the hazards that are out there on the water. The group is called Crew R & R
(responsibility and respect). What Crew R & R would like to do is put a box containing these
informational flyers on both the north and south side of the Packery Channel. Carrie suggested
that this group ask the City to install a large sign with some of this information. Cliff made a
motion that we allow the R & R Crew to place a box on each side (of the Packery Channel)with
leaflets showing basic safety information, Carrie seconded, unanimously approved. Motion
passed.
b. The Marina Project: La Vista Point
This is tabled because Lynn Frasier cannot talk about this yet, per Carrie.

2 Old Business
a. Update: Discussion of questions for the City Manager, Keith Selman
Cliff has received only 3 questions for him and will be glad to ask him those but wanted to know if
anyone had any others. If anyone does they are to send them to Martha.
b. Update: Beach Adaptive Maintenance/Management Plan
Darren reported that he had not heard back from committee members but Cliff did let him know
that Deidre will be sending him some stuff. Darren did relay that he has now changed the name to
Management and dropped maintenance from the name. Meredith did come up with questions to
fulfill that part of the plan. The questions ask specifically about visiting beaches. All the
information received will be shared with this committee.
c. Update: Recommendations for North Beach Budgets
This should be "State Hot Budget". Darren reported that the budgets are done, there were started
in March. Carrie had some pictures she had taken on North Beach. She showed a picture of a
boardwalk that was done earlier in the year and a picture of an area in need of a boardwalk.
Carrie relayed that in the verbiage for the State Hot, it basically says if it improve personal safety,
which could mean clean and maintain. Bobby Broderick, a North Beach resident, has adopted
Gulfspray Point and he is going to buy the lumber for a boardwalk and the City will build it. Carrie
relayed that there is "a whole bunch of money" not getting spent and it could be used to build
boardwalks. Darren stated that the bulk of the unspent money is in salaries and they are not able
to spend those dollars. Jay confirmed that the City is not spending all of the monies but that those
funds do not go away, they stay in SHOT funds. Carrie suggested that some of those fund be
used to hire another person. Carrie reminded the group of the need for benches. Meredith
suggested that the committee wait to hear back from City legal before taking any action.
d. Update: North Beach Infrastructure Task Force
Carolyn Vaughan just doesn't want to talk about this. Jay did add that this is an election time and
she might be busy.
e. Update: Six Pack Projects
The ADA mats are in but they have not been installed because of the rain. The pavilion is going
to design. Darren did say that he was having a meeting tomorrow with engineering and will be
asking questions about the pavilion and the water line. The new building is together and hopefully
we would be able to have the December WBAC meeting there.
VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Jerry was unable to attend this meeting.
VIII. ISAC Report
The scheduled meeting got moved to the 17th of this month.
IX. STAFF LIAISON REPORT
• Josh will be gone for a couple of months. His crews have started the winter shift, 7 to 3:30 and he
currently has 6 vacancies. Carrie did report that the Enforcement officer at North Beach quit.
• The 4Oceans cleanup is on October 13th, Saturday.
• Darren reported that he put another solar restroom back on the beach. There is now 1 at the boat
ramp and 1 at 3A.
• Cliff reported that he has been getting questions about the slope of the beach; that the driving
lane is getting deep and he has requested that Beach Ops keep an eye on it. Darren said that
Zahn Road did get fixed.
• Carrie asked about the repairs to the Packery and was told that it is being designed by
engineering, Beach Ops is not doing it. Jay says it is a 6 month design period. Darren added that
FEMA is willing to pay for it, we just have to get it all worked out.
• Darren reported that the City is having talks with the County regarding the City taking over the
County beaches on the Gulf. The City would be responsible for the sand management and

picking up trash; they would also add more Skid-O-Kans. This would be done through an inter-
local agreement. The City will probably make a little money from the arrangement.
• There has not been any responses from the County or Port Aransas on increasing the beach
parking stickers.
• Cliff has noticed that there has been a greater police presence on the beach and it is appreciated.
