I. CALL TO ORDER
Meeting called to order at 5:30 pm.
II. EXCUSED ABSENCES: Mukesh Subedee &Terry Palmer
Jennifer made a motion to excuse Terry's absence and Jyoti seconded, unanimously approved.
III. ROLL CALL
The roll was called and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the October 4, 2018 meeting were distributed for review. Jyoti made a motion to
accept the minutes, Jennifer seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
There was no one from the public in attendance.
VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Presentation by Sarah Tominack: Red Tide
Sarah is a PHD student at A&M Corpus. Sarah presentation has to do with red tide, specifically in
our area. The problem starts when the toxins get into the "healthy" phytoplankton. The
environment and our population play a big role in creating the harmful algae bloom which is red
tide. Karenia is responsible for the red tide in our area. Fish, wildlife (that live along the coast),
shellfish and humans that consume said shellfish, are affected by red tide. In Sarah's research
and others, weather events help to end ride tide, like cold fronts and big rains. In researching
whether red tide is happening more, Sarah went back to 1950 (using the Caller Times) and found
that red tide was happening with increased frequency in our area and is related strongly to EI
Nino events.
b. North Beach Nourishment
Darren left word that he had not heard back for FEMA or the GLO. Jennifer reported that she
attended a meeting recently with the GLO and that on their list of project to be done (but not
funded)was the North Beach nourishment. Cliff wanted to know how much this nourishment
would cost and Carrie said that last time it cost $2.5 million. Jennifer did note that the good news
was the CEPRA was at the meeting so "others" are getting the information. She also suggested
that interested individuals write to the GLO and let them know your thoughts.
c. Beach Cameras
Darren relayed that he is working with IT to get resolved.
2 Old Business
a. Update: Questions for the City Manager, Keith Selman
Cliff noted that he, nor Martha had received any more questions. The main questions, according
to Cliff, should be about the monitoring program. Cliff mentioned that ISAC has dropped this
subject completely.

Carrie thought that we should ask Keith Selman about the North Beach Infrastructure Task Force
because Margie Rose was involved with it.
Cliff relayed that this is your last opportunity to submit questions.
b. Update: City Legal's responses to does "heads and beds" apply to State HOT?
Darren has submitted questions to City legal but has not received any answers.
c. Update: County Beach Takeover
Darren relayed that there was no word yet.
d. Update: Packery Channel
Darren relayed that consultants have begun working on this project and Cliff clarified that they are
working on the design plan. He also said that he heard that there was some talk about starting
from scratch on the channel!
e. Update: Recommendations for North Beach State HOT Budgets
This is the same as "b" above.
f. Update: County Beach Takeover
Darren has relayed that there is no word yet.
g. Update: North Beach Infrastructure Task Force
We don't have any information on this one.
h. Update: Six Pack Projects
The ADA mats are in and will be installed on the south side of the Packery Channel first, once we
get the beach cleaned up from the tides and rain. An architect has been hired to start the design
on the pavilion which will be located at the boat ramp.
VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Jerry was not present.
VIII. ISAC Report
Cliff reported that ISAC discussed the study to continuing the TIRZ2 past 2022. This is important
because these funds could be used to repairs to the Packery Channel.
ISAC is really excited about the Park Road 22 Bridge but nothing is happening on it currently.
The repairs on the Packery Channel are eligible for FEMA reimbursement.
Some of the Bond 2014 funds that are leftover will be used to repair Zahn Road.
Beach Parking Stickers will remain $12.00.

8. Update from Daniel Mazoch on the new construction off of Zahn Road
XI. ADJOURNMENT
As there was no further business the meeting adjourned at 6:30 pm.
