I. CALL TO ORDER
Meeting called to order at 5:30 pm.
II. EXCUSED ABSENCES: Philippe Tissot, Mukesh Subedee & Daniel Mazoch
Jennifer made a motion to excuse last month's absences and Terry seconded, unanimously
approved.
III. ROLL CALL
The roll was called and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the November 1, 2018 meeting were distributed for review. Terry made a motion to
accept the minutes, Meredith seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
There was no one from the public in attendance.
VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Keith Selman, Interim City Manager
Keith stated that he knew that WBAC had some questions about the Packery Channel repairs. He
had a presentation (handout)with the latest information, from the engineering side, for the
committee members. Keith went on to talk about needing (this being the most pressing need)to
move sand from the jetties areas to other areas that need it; the hope being that this program
would save the City some money on dredging. He briefly went through the handout. The first part
discussed how Harvey came into Corpus Christi Bay and left by way of the Packery Channel.
Basically the rest of the handout shows the dynamics of that outflow damage and what it might
look like over time.
Keith spoke about repair alternatives. FEMA is interested in repairs to get it back to its pre-storm
status but in this case it is looking at mitigation ("bigger, stronger, faster"). Cliff had asked about
drains pipes being installed and if they were still in the "plan" but Keith didn't know. Lastly he
spoke of the dollars needed and the recommendations. The plan is to go forward once FEMA
gives the City the green light and then permits have to be gotten. Keith did say that procurement
processes will need to be followed for future reimbursements from FEMA.
Cliff asked Keith for an update on the monitoring program. After soliciting bids, the Blucher
Institute was selected. The negations are still ongoing but the City did agree to a small contract
(less than $50K)so the Deidre could "finish her work". Philippe wanted the committee to know
that when ISAC states the Packery Channel is fine and doesn't need monitoring that that is
clearly incorrect! Keith solution is to take the argument/concerns to City Council.
Keith went on to explain ISAC's role versus WBAC's and there is some overlapping but they both
are advisory boards to City Council.

Darren explained that he was working with the USACE to amend/change the permit to allow the
sand to be moved to wherever it is needed. Lastly there was a discussion about the bollards.
b. Daniel Mazoch: Update on the new construction off Zahn Road
Steve Berkus gave the group a presentation on the new construction at"lively beach". Steve has
been pioneering complete concrete home building for many years. Steve explained that what is
making this project work is that they(the builder) has their own insurance; this has been a
stumbling block for the previous builder. Also this building process will withstand hurricane force
winds. Steve showed the committee drawings of what the grounds will look like. The units will be
short term rentals, none will be owned. All the units will be contemporary and energy efficient.
The plan is to have about 66 units ready for renting in February 2020.
2 Old Business
a. Update: Beach Cameras
Darren reported that the City has to redo the IPs for these cameras, the work order has been
done and he should know more next week. Meredith requested to be told when all this happens
so that the visitor's bureau can update their site.
b. Update: City Legal's responses to does "heads and beds" apply to State HOT?
Darren reported that Legal had not found anything regarding "heads and beds"within the SHOT
funds. Legal looked over the list of items needed and says that the bath houses & boardwalk fit
but the benches and parking lots do not. Carrie wanted to know when the City started working on
the budgets and Darren told her"March or April, for the 2020 budgets". She also requested to see
the SHOT budget for North Beach and Josh said he would bring it.
c. Update: County Beach Interlock Agreement
Darren report that this is on hold.
d. Update: Packery Channel
This was pretty much covered in Keith's presentation.
e. Update: North Beach Infrastructure Task Force
Carolyn Vaughan told Carrie that the reason that there is not a North Beach person on this panel
is because that could make a conflict of interest. Carolyn also said that she plans to form a small
group of North Beach stakeholders to provide input to the Task Force.
VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Bond 2018 is finished so PRAC is now focusing on selling parks. Jerry will try to bring the list of
parks being considered to the next WBAC meeting. Jerry did say that PRAC was checking their
bylaws to see if they could have a liaison from the County on their committee.
VIII. ISAC Report
Cliff reported that ISAC had elections and Jay Gardner is the chair and Brud Jones is the vice
chair.
IX. STAFF LIAISON REPORT
Darren reported on the six pack projects: 1 ADA ramp is installed on the South Packery; the
North side will be soon. The pavilion is 30% complete design. We are still waiting on the water
line for the beach showers. And there is still a question of whether there will be a water line on
Zahn Road; Beach Operations might do it themselves.
Josh reported that the bond for$1.2 million passed for both Cole Park and Dimmit piers. The City
is also applying for a couple of$1 million grants. The plan is to rebuild Cole Park pier, as it was
except wider. Dimmit pier is wooden and the cost is much less to rebuild, but as of now there are
no funds for that.
Cliff is concerned about Lake Zahn; it is starting to form again. Darren explained that it is going to
fill up every time it rains but the Beach Operations will be there to attempt to drain it, they are
working on this.
Darren reported that we are in our new building and would like to have the February WBAC
meeting there. Cliff also mentioned that he would like WBAC to make a field trip to North Beach in
the spring.
Cliff also wanted to thank Jennifer for her service on the WBAC board.
