CALL TO ORDER Meeting called to order at 5:30 pm. II. EXCUSED ABSENCES: Jyoti Patel Philippe made a motion to excuse last month's absences and Daniel seconded, unanimously approved. III. ROLL CALL The roll was called and a quorum was present. IV. ADOPTION OF MINUTES Minutes from the December 6, 2018 meeting were distributed for review. Terry made a motion to accept the minutes, Mukesh seconded, unanimously approved. Motion passed. V. HEAR FROM THE PUBLIC There was no one from the public in attendance. VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION 1 New Business a. Dolphin Park Rebuild Carrie passed around some pictures taken on the day of the rebuild. The organization "Rebuild Texas" donates the playground equipment but the local people had to do the install/work. Several City employees, bridge workers and local residents helped. The City didn't have the funds to repair this playground. Carrie spoke about the need for a boardwalk, to make it safe to get to the playground, and using State HOT funds to build it. Tomorrow will be a painting day and that should complete this playground project. b. North Beach Nourishment There is nothing new on this; it is project between FEMA and the GLO. The funding has been approved and more information should be forth coming. c. Dates— Field Trips The next WBAC meeting will be at Beach Operations and there will be a tour of the beach at 3:30 before the meeting. The address for Beach Operations is 8185 Highway 361. March 10th is when daylight saving time starts and at the next meeting the North Beach field trip will be scheduled, and possibly Water's Edge. d. Bay Beaches SHOT Fund Budget Josh reported on this. Last year's budget for personnel was $162,000 and $102,000 was spent. The operating budget was $42,000 and $18,000 was spent; this is only for North Beach. This year, the personnel budget is $199,000 and the operating budget is $ 62,000. In the operating budget is the demolition of the 2 bath houses. The biggest problem is personnel; "it seems that people are waiting for something better". The excess (what was left) in operations for North Beach was $ 24,000. The North Beach budget for 2018 was $ 272,000; $ 36,000 was for vehicles, $ 32,000 was for allocations, $ 42,000 was for 2 operations and $ 162,000 for personnel. All the balances go back into the pot for larger projects. The budget for FY 18-19 is $ 361,000. The group discussed how the City could change the pay scale in order to attract people and to keep them. Cliff is going to speak to Keith Selman about coming back to speak about this issue. 2 Old Business a. Update: Beach Cameras Martha reported that according to the log for this issue, nothing has happened since July. She call the IT department and reported that. b. Update: Packery Channel No new information was given but Cliff wants to know what is happening with the permit from the USACE; will Beach Operations be able to move the sand? c. Update: North Beach Infrastructure Task Force Nothing new per Carrie. VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons Jerry did not attend this meeting. VIII. ISAC Report This committee has not met since the last WBAC meeting. IX. STAFF LIAISON REPORT Darren reported (through Martha)that Beach Rescue has 6 new lifeguard stands, Operations are working on Newport Pass in preparations for Spring Break. He also wants to give a presentation on Beach Operations and Oso Bay Wetlands Preserve next month when this committee meets at the beach. Josh reported that there is no additional information on Cole Park and Dimmit Pier. Josh also informed the committee that he would be missing the next few meetings. Cliff reported that Darren told him that the agreement with the County is on hold. X. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA 1. Keith Selman: Staffing and Personnel 2. North Beach Nourishment 3.
