I. CALL TO ORDER
Meeting called to order at 5:30 pm.
II. EXCUSED ABSENCES: None
III. ROLL CALL
The roll was called and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the March 7, 2019 meeting were distributed for review. Jyoti made a motion to
accept the minutes, Carrie seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
There was one person from the public in attendance, he suggested that maybe on high traffic
weekends, the City could hire an outside agency to pick up trash.

a. SHOTs Wish List
Carrie had a handout with the recommendation from NBCA; they would like WBAC to
recommend to the City that these be put on the SHOT budgets as soon as possible and she did
note "basically keep doing what you are doing". Carrie did say that#4 was the same as what the
public comment was: suggesting that maybe someone or an organization like the people from the
County Justice Service could help the City keep up with the trash on the 3 big holidays. She also
told the committee that she had sent Josh some locations where trash cans might be helpful. It
was noted that there are people that think the City has too many trash cans. Jyoti suggest that
maybe the trash cans can be decorated. Carrie made a motion that WBAC recommend to the
City that the State Hot expenditures recommendation for North Beach, presented by NBCA, be
included in the budgets. Jyoti seconded this motion. Josh commented on the proposed
expenditures: #1 is done, #2 is already planned for the next fiscal year, #3 is being worked on
currently will be looked at, but the problem, in the past, has been the contractor getting the
required insurance. The motion on the table was unanimously approved, motion passed.
b. North Beach Field trip
Carrie has reserved a room at the Breakers Condo (first floor)for the a couple hours on May 2nd
Cliff said that the committee would do a tour of North Beach, meeting at 4:30 and after that the
group would go to the Breakers and start the regular meeting at 5:30. The address of the
Breakers is 4242 Gulfbreeze Blvd..
c. Update: North Beach Nourishment
The GLO is working on getting the paperwork to the City Manager and Council for approval.
Darren estimates that this will happen in the fall.
d. Update: North Beach Breakwater

Carrie passed out a brochure with a detailed layout of what they want to do in North Beach. She
proceeded to tell the group about some of the details involved in this plan. There is a video
available at "North Beach.cc" which goes into more details about the plan. Carrie and Jyoti spoke
about the possibility for Jeff Blackard to come and speak to WBAC.
e. Update: Packery Channel: USACE Permit (Moving Sand)
Darren has gotten a price and given that information to the new Park director. The price is for
amending, and extending the current permit and allowing for the lateral movement of the sand.
The plan would be to truck the sand from the north side of the Packery Channel to the seawall.
VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Jerry did not attend this meeting.
VIII. ISAC Report
There has not been an ISAC meeting since our last meeting.
IX. STAFF LIAISON REPORT
Josh relayed that over Spring Break, at North Beach only, 18.5 tons of trash had been collected.
With regard to Dimmit Pier, it is getting evaluated as to whether it can be repaired or will need a
whole new design. Based on the available funds, it doesn't look like Cole Park Pier can be
repaired so Dimmit will be done first and then decide how to proceed with Cole Park. Darren
reported that Spring Break was decent. Newport Pass is cleaned up and now has signage (that it
is County beach). Darren has heard nothing in regards to the Inter-local agreement with the
County. Informational signs about seaweed are being put up on the beaches and the lights are up
in the channel. Darren did mention that he was planning to pay Deidre for the shoreline survey
from beach funds.

As there was no further business the meeting adjourned at 6:38 pm.
