I. CALL TO ORDER
Meeting called to order at 5:40 pm.
II. EXCUSED ABSENCES: Terry Palmer, Daniel Mazoch, Mukesh Subedee, & Meredith Darden
Philippe made a motion to excuse last month's absences and Jyoti seconded, unanimously
approved.
III. ROLL CALL
The roll was called and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the April 4, 2019 meeting were distributed for review. Carrie made a motion to
accept the minutes, Jyoti seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
There was no one from the public in attendance that wanted to be recognized.
VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Deidre Williams: Update on North Beach
Deidre did a presentation on the status of North Beach after a recent survey was completed. She
spoke about the TGLO &CEPRA's active participation and communications with and for future
projects. She next spoke of some of the unique problems with North Beach; one being that even
though it is a spit, it is like an island in regards to erosion, in fact North Beach is not like any other
beach. Next Deidre showed the group the shoreline change over time: Pre Harvey, Post Harvey
and 1.5 years after Harvey(December 2018).
Then she spoke about environmental resource agencies and how important they are to future
projects; they should be consulted. Deidre said that there should be environmental studies done
on jetties, canal flow, functionality, and elevations; all of this will help lead to a successful project,
"Every project/location is unique".
b. Kiteboarding on North Beach and the Gulf Beaches (bring the ordinance)
No one brought the ordinance, will discuss next month.
2 Old Business
a. Update: North Beach Nourishment
This was discussed with Deidre's presentation.
b. North Beach Field trip
This was discussed with Deidre's presentation.

VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Jerry reported on a couple of items: The new director, and the Community Enrichment Fund (a
pool of money from the sale of parks and from development fees), these funds need to used or
they will be lost to the City.
VIII. ISAC Report
Cliff reported that at the last meeting Deidre gave a great presentation. There was a short
discussion regarding the Park Road 22 Bridge. The $4 millions that is to be used from the TIRZ2
had expired, but has since been renewed. Still waiting on Packery Channel repairs and the
monitoring program got approved for 1 more year only. Darren will be paying for another one.
Bids are open for the pavilion but $40 thousands is needed from the TIRZ for funding.
IX. STAFF LIAISON REPORT
Darren reported that all is good on the Gulf beach,just prepping for Memorial Day weekend. He
is adding 4 more lifeguard stands so that means there will be 3 at Zahn, 7 will be used from
Access Road 4 to the south side of the Packery, 1 at Windward and 2 at Whitecap. Also there are
2 lifeguard stands at McGee. The areas not covered by stands will have roaming lifeguards. With
regards to the beach showers: it has been through the GLO and now it is with the County but
there is another application that has to be completed.
The Cole park pier lost more of its walkway so 2 sections will be removed so that no one can get
on it. Dimmit Pier still needs to have the pilings checked but there should be money to repair it.
