CALL TO ORDER Meeting called to order at 5:30 pm. II. EXCUSED ABSENCES: Terry Palmer Philippe made a motion to excuse last month's absences and Meredith seconded, unanimously approved. III. ROLL CALL The roll was called, and a quorum was present. IV. ADOPTION OF MINUTES Minutes from the June 6, 2019 meeting were distributed for review. Carrie made a motion to accept the minutes, Daniel seconded, unanimously approved. Motion passed. V. HEAR FROM THE PUBLIC There was no one from the public in attendance that wanted to be recognized. VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION 1 New Business a. Warning Signs Regarding Littering on the Beach Cliff had several people ask him recently"why are there no, no littering signs on the beach?". Litter is one of the items listed on the big sign. What is wanted is a sign just about littering and maybe include the amount of the fine. Darren told the group that he is planning on moving the trash cans and the Skid-O-Kans closer to the water, so that people don't have to cross the road. He also said that he could post some signs on the trash corrals. Darren will investigate what the littering fine would be and put that on the littering signs. b. Committee Forming to Oversee Kleberg County Beaches Lauren thought that maybe this committee would be interested in this. The area being discussed is the beach area that starts 2.5 miles south of Bob Hall pier and extends for the next 7 miles to the PINS (Padre Island National Seashore) border. This is Kleberg County's jurisdiction. Cliff said that he had a conversation with one of the individuals involved and suggested that there should be a beach user on the committee. There was major discussion regarding the actual area involved in the article. Cliff will look into this further and we will continue discussion next meeting. 2. Old Business a. Update: Safety devices for Gulf Beaches Darren reported that as of today, there is a lifeguard stand at Bob Hall pier. He will also try putting life rings out again, and just see what happens. b. Review Section 10-66 (Vessel Operations) & Section 10-58 (Camping) 2 The vessel operations' section is very confusing to the members; Lauren has suggested that (b) and (c) should say "motorized". There was much discussion about (a) and finally it was decided that an "or" needed to be added. Headway speed means as slow as you can go and not faster than 6 mph. Darren will check with legal on adding the "or" to (a). After further discussion, the members think that (b) is fine. Josh pointed out the in (c)(2) when it reads of a "lanyard type engine cutoff switch" it means motorized but it depends on the definition of vessel in this ordinance. With regards to Camping: Darren relayed that with the high water on the beaches, it is moving the campers to the driving lane which prevents emergency vehicle and other visitors' access to where they want to go. This happened on July 4th; the police had to make people move. Darren suggested that WBAC make a motion to recommend that the Director, that he allow"no camping" signs be posted on Access Road 2 beaches (BM103 to BM62), Access Road 6 and southward (BM235 to BM252), and Whitecap beach (BM221 to BM224). Philippe made the motion, Meredith seconded, unanimously approved. Motion passed. c. Update: North Beach Nourishment The GLO has sent the City Manager a contract, we are waiting for his signature. Per Darren "our portion will be about $11,000 and anticipate getting it in the winter". d. Update: Packery Channel: USACE Permit (Moving Sand) Darren reported that "they are still working with Engineering to get the permit". VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons Jerry did not attend this meeting. VIII. ISAC Report Cliff reported that Paulette Kluge gave a presentation; City revenues are up across the board, hotels, motels and business in general. Meredith also noted that we are doing better compared with other destinations. Next they discussed the Island identity problem; people think that they are at South Padre Island, sometimes as Jyoti reported, they would show up at the Holiday Inn on North Padre island when their reservation for South Padre Island. There was also questions about what is up with Zahn & Newport Pass, but Darren was not there to report on it. The TIRZ2 is up for renewal and that should happen. Cliff did say that even if these funds are earmarked for a specific item, all it takes is amendment to change it and it usually gets changed. IX. STAFF LIAISON REPORT Josh reported that he is expecting a report from Engineering on Cole and Dimmit piers by the end of the month. Lauren asked about the survey and Josh said that they got 1300 responses, which "was not a lot but was the largest number ever received". Darren reported that the bollards, that were moved northward in front of the seawall have been removed by order of the GLO. He is working on a letter that will describe what we will be doing to fix the situation. Some of these corrections will include dredging in the winter of 2021, lateral movement of sand, possibly purchasing some sand or maybe even using ship channel sand but we would have to transport it! Darren did mention that he has CEPRA project with the GLO to use the benefits of the dredging, on Whitecap, all the way to Access Road 4. Darren also reported that he will also be the interim superintendent for Program Services. X. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA 1.
