I. CALL TO ORDER
Meeting called to order at 5:30 pm.

III. ROLL CALL
The roll was called, and a quorum was present.
IV. ADOPTION OF MINUTES
Minutes from the August 1, 2019 meeting were distributed for review. Philippe made a motion to
accept the minutes, Jyoti seconded, unanimously approved. Motion passed.
V. HEAR FROM THE PUBLIC
There was one person (Harrison McNeil)from the public but didn't want to speak.
VI. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Members' Terms Ending
Martha relayed that several members would be terming out in December 2019. Meredith, Mukesh
& Philippe were part of those terming out and they would all like to re-up. Daniel was not present,
but Martha will check with him next meeting. Cliff says that he will reapply after 1 year. A new
chair will have to be chosen in December; members should be thinking about it. The chair is also
required to attend the ISAC meetings. Carrie stated that Cliff has been the best chair since she
has been on this committee.
2. Old Business
a. Update: Committee Forming to Oversee Kleberg County Beaches
Cliff asked about this at the last ISAC meeting and "it is a large gray area right now". The area is
in Kleberg County, but the members are from Nueces County, and they are trying to figure it all
out. Cliff says that if something does develop that would involve WBAC, he would talk to the
judge, but for now we are just keeping an eye on it.
b. Update: Vessel Operations, Section 10-66
Darren apologized for not checking with Legal on adding an "or" to this section but will next week.
c. Update: Camping, Section 10-66
Darren had spoken with Jermel Stevenson (Director of Parks and Recreation), because he has
the authority to do this, but Jermel wants to talk to his boss (the City Manager) before making any
changes. City Council will probably have to get involved also.
d. Update: North Beach Nourishment
The GLO and the City have signed the contract. The City will only have to pay about 2.5% (FEMA
is paying 90% and the GLO is paying 7.5%), roughly $11,000. Engineering is starting now, and
the project should be started this winter. This is for replenishing the sand that was lost during
Hurricane Harvey.

e. Update: Packery Channel: USACE Permit (Moving Sand)
Diedre completed the July survey and will present the finding to ISAC next month and possible
WBAC. Darren is working on different proposals: Us moving our own sand, sand from the Ship
Channel, and hauling it from offsite.
Carrie asked what the status of the bollards were, and Darren told her that that letter had been
sent to the GLO but he had not heard back yet.
VII. PARK AND RECREATION ACTION COMMITTEE—Jerry Plemons
Jerry reported that there was not a meeting last month; there was not a quorum. Jerry did report
that he had a meeting with Judge Canales, and they talked about the beach parking permits.
Canales was all for increasing the fee to $15.00. Jerry asked her if she would be willing to take
the proposed increase to Port Aransas and she said yes! Jerry has requested that WBAC add
this issue to the next agenda in hopes of getting a formal motion to increase the permit fee for
2021.
Jerry also spoke to Judge Canales about the City/County sharing resources and she is on board.
Jermel let the group know that he had met with the County that morning and presented a
proposal to take over the maintenance of the county beaches. The County official said that he
has a meeting later in the month and would try to expedite this issue.
VIII. ISAC Report
Cliff reported that at the last meeting there were lots of people and lots of discussion about UTVs.
There were concerns that the UTV should have license plates so that if there were an accident,
there could be a record. Also, some were concerned that these "vehicles"would not have
insurance. The State does not have a registration system setup for UTVs. Darren noted that they
are not allowed on the beach but that we don't enforce this. Darren explained that the State
passed this law that allows UTVs on the street if the speed limit is 35 or under and that the
vehicle must be registered. Others at ISAC were concerned with UTVs being driven in the dunes
but Cliff says he has never witness that! There was a motion made at ISAC recommending that
the City allow UTVs on the streets and therefore on the beach.
Cliff said that the Park Road 22 bridge was going out for bid and the canal on the west side is
getting ready to be done, after this the City will take over getting the bridge bids.
The Packery Channel rebuild will be going out for bid once there is an agreement with FEMA on
the percentage they will be paying.
There was also discussion about the sequence of dredging the Packery Channel; some think it
should be rehabbed first, before dredging.
TIRZ2 should renew soon, at least by the end of the year. It is important for the Packery Channel
amenities. The County may or may not participate.
IX. STAFF LIAISON REPORT
Darren reported that the studies of Cole Park and Dimmit piers are completed, and Cole Park
would cost more to repair than replace and there is not enough money for either. The reported
plan is that the City is moving ahead with repairing Dimmit and pay for a design (for Cole Park)
with the leftover funds.
Darren relayed some stats from beach operations; lifeguards contacts and permits sales.
The water meter is all set for the shower! The pavilion is finally ready to start, there was insurance
issues but those have been resolved. The safety ring containers have been ordered but they
have not arrived yet. CAST is happening on 9/21, lots of kids and lots of volunteers.
