HomeMy WebLinkAboutMinutes Watershore And Beach Advisory Committee - 09/02/2004 far �12346g)8 Minutes OCT 2001 RECEIVED ' Regular Meeting R qry SECRETARY'S ''" Water/Shore Advisory Committee SDs OFFICE g Thursday,September 2, 2004 $ �e4 tweetzlYLE Members Present: Grant Fergeson, Joe Fox, Dr. Oscar Garcia, Phillip am , Dan Leyendecker(1),Victor Menard,Brien Nicolau and Roy Pell(Chairman) Members Absent: Terri Nicolau (3) Staff Present: Sally Gavlik, Director of Park & Recreation, David Ondrias, Assistant Director for Operations, Rene Garza, Marina Field Supervisor, Kristin Conner and Benita Brunner,Marina Management Aide Call to Order: Chairman Pell called the regular meeting of the Water/Shore Advisory Committee to order at 5:30 p.m. in the Sixth Floor Conference Room, City Hall and the Pledge of Allegiance was recited. Action on Minutes: The motion was made by Mr. Leyendecker, seconded by Mr. Menard,to approve the 08/05/04 Minutes as presented. The motion passed unanimously. Presentations and/or Public Comment: Chairman Pell introduced and welcomed Sally Gavlik the newly appointed Director of Park&Recreation to the meeting. Chairman Pell announced that the City had received $450,000 funding from the Boating Infrastructure Grant administered through the Texas Parks and Wildlife Department that will be used to improve visiting vessel facilities (Dock E proposed for Peoples Street). Chairman Pell announced his departure from the meeting and turned the gavel over to Vice Chairman Fergeson. Mr. Fox briefed the Committee regarding recent public health concerns relative to problems associated with naturally occurring bacterias in warnik waters; bacteria predominantly being a public health concern relative to the improper handling, preparation and/or consumption of raw seafood; the most recently reported concerns having been with those coming with existing wounds coming into contact with the bacteria through fishing/bathing in waters where the bacteria exists; potential for scientific testing in geographic areas; the importance for educating the public relative to the need for them to use precaution when fishing/bathing in warm waters (common belief that salt water assisting in the healing process and concerns for those with diminished health); and managed websites available to update the public. David Ondrias briefed the Committee regarding McGee Beach, Cole (of which Oleander Point is a part), Ropes, Doddridge, Swantner, Palmetto, Poenisch (Matin not thought of as a park) Parks, located along Ocean/Shoreline Drive and connected by the bay trail, located from the downtown area to Texas A&M University, host a wide-range of activities; City adopting the bayfront plan; renourishment of C. C. North and McGee Water/Shore Advisory Committee Meeting Minutes SCANNED_ DRAFT 09/02/04 t 1 V Beaches; Staff working on Bond Issue 2004; list of unfunded needs for bayfront parks; harsh conditions present challenge relative to green areas/landscaping of bayfront parks; maintenance of bayfront parks; considering signage to assist with policing issues in. bayfront parks; and commented relative to and distributed the Texas Beach & Bay Access Vice Chairman Fergeson annoimcelhis departure from the meeting and turned the gavel over to Mr. Leyendecker. Discussion Items and Possible Action Thereto: Director's Report-No comments issued. Beach Operations - Mr. Ondrias reported, commented on or responded to questioning regarding: (1) erosion on C. C. North and /McGee Beaches; (2) concerns regarding erosion of landmasses/shoreline parks; (3) boater facility planned for Peoples Street T- Head; (4) many areas accessed by public not being established parks (i.e. areas between Oso Bay to Naval Air Station); and (5) water testing to continue within the Marina Complex. Ms. Conner commented regarding the 2004 summer season being successful; plans to address seasonal beach maintenance concerns; McGee Beach being a great public venue as exampled by the success of the volleyball tournament and the velocity games hosted there in 2004; and there being no local concern/history regarding shark attacks. Committee Reports: None offered. Current Concerns: Mr. Menard commented that the Packery Channel bridge continued to be listed on the bond package; interested in what is planned for the Oso relative to water quality given that the public access has been improved including a public trail; it being in the City's interest to educate the public regarding concerns for the potential for concerns relative to bacteria in local waters. Dr. Garcia commented on the success of the groundbreaking ceremony for the Lawrence Street T-Head Boater Facility. Request for Information/Agenda Items: None offered. Confirmation of Next Meeting Date: The next regularly scheduled meeting will be Thursday, October 7,2004 in the Sixth Floor Conference Room at City Hall.
