Advisory Committee Meeting
May 3, 2007
The Museum Advisory Committee met in the Museum's DeDietrich Conference Room at Noon
on Thursday, May 3, 2007. Members Present: Margaret Bolick, Robert Hatherill, Jonda
Holcomb,Nelida Ortiz, and Phyllis Riddle.
The minutes of the April 5, 2007 meeting were approved as submitted.
Upon motion by Margaret Bolick and seconded by Nelida Ortiz the absence of Jonda Holcomb
was unanimously excused for good cause.
Business:
a. Cheryl Gillenwater resigned from the Committee necessitating the election of a new
chairperson. Upon motion by Margaret Bolick and seconded by Jonda Holcomb the committee
unanimously elected Nelida Ortiz as chairperson
The Committee unanimously agreed that there would be no meeting in July.
b. There was a consensus among those present that a policy was needed to limit the number of
absences to Committee meetings that could be excused for members. By City Ordinance,
"Unexcused absences from more than 25% of regularly scheduled meetings during a term year on
the part of a committee member shall result in an automatic vacancy. An absence shall be
deemed unexcused unless excused for good cause no later than its next meeting after the
absence."
Margaret Bolick moved and Robert Hatherill seconded the motion that a member could be absent
a maximum number of 5 meetings during a term year including three(3) unexcused absences (by
City Ordinance) and two (2) excused absences (by the Advisory Committee). The motion passed
unanimously.
• All members will receive notice of meetings by e-mail (or regular mail for those not
having access to e-mail) prior to each meeting.
• Members anticipating an absence should request to be excused by responding to the
meeting notice e-mail.
• The e-mail response will be printed and presented to the Committee at the meeting for
action.
• After the fourth absence, a letter will be sent from the Advisory Committee Chair to the
member notifying him/her that a fifth absence was the maximum permitted.
• After a sixth absence the City Secretary's office will be notified of an apparent vacancy.
There was an extensive discussion of the proposal submitted by Lord Cultural Services for
institutional planning Services to follow up on Appelbaum's visualized concept study. The
proposal includes working in collaboration with Grenzebach, Glier and Associates which is a
fund raising counsel. It will be funded by the Friends of the Museum. The submitted proposal

might be more comprehensive than the services needed, but the details will be negotiated.
b. Rick Stryker reported on the issues examined at the ALI-ABA seminar on Legal Issues in
Museum Administration held in Philadelphia. Among the legal issues discussed with the
Committee were the governance of publicly supported museums, the changes in tax law by the
Pension Protection Act of 2006 and other recent legislation, and the broad scope of legal and
ethical issues impacting Museums today.
c. Director's Report
• Rick reviewed the upcoming 50th anniversary events including a lecture by Jim Moloney
about Camp Scurry on April 24th. The Museum is participating in the nationwide display
of NOAA's exhibit From Sea to Shining Sea with a grant from the Smithsonian Traveling
Exhibit Service. It will open on June 21'at the same time as the Prichard Family
Foundation funded children's exhibit. There will be a free day on June 231d
• Rick reported on the budget recently approved by the Friends Board for the expenditure
of income from the Museum's Permanent Endowment Fund.
• Rick also reported on the results of the Taste of the Coastal Bend event.
