Call to Order Chair, Rene Gutierrez called the meeting to order at 5:00 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. Ill. Adoption of Minutes Regular meeting of September 8, 2010. Lisa Torres made a motion to accept the minutes as submitted. Huxley Smith seconded. Motion passed. IV. Public Comment Rita Padron • Recognized Michael Morris commending him for including the citizens at Calk Elementary regarding Lincoln Park renovations. • Recognized Ron Woods on receiving Master Pro designation from the USPTA. Community Gardening members Chris Barrows, Mariza Smith, and Chanti LaVong • Thanks to the City for the mulch for the community gardens • Mariza Smith with So. Texas Community Garden is doing a door to door campaign to hand out flyers to increase vendors for the farmer's market and participation in the community gardening. • Their goal is to have a garden in each zip code; they currently have eleven in place. • Chanti LaVong is recruiting young gardeners; currently have an onion garden at Yin Yang Fandango at which students from St. James School maintain • Cleaning at La Retama Park Rose Garden • Contact number for South Texas Community Gardening —946-2000, www.southtexascommunityaardeninq.com; information can be found in the Parks & Recreation Fall/Spring Guide page 14. PRAC Meeting 10/13/10 1 of SCANNED Committee recognized and welcomed newest member, Rick Barrera. He will be sworn in at the October 19, 2010 City Council meeting. V. Business A. Presentation PALS Account Overview by Reba George • Established as a 501c3 in 1993 • PALS. ( Parks, Arts, Leisure and Seniors) • All funds in account are designated for specific program and use • 5 member (3citizen and 2 staff) Board meet annually • B. Presentation for Discussion and Possible Action PSA offer presentation by Roel Guevara, Sal Hernandez and Jacob Grimm • Donating time to create a commercial grade video in both HD and Standard and will condense for Internet use • Will create a basic 30 second PSA as well • Locations and footage will be at the committee's discretion • This organization wants to donate their talents to give back to the community Committee will meet and bring back ideas within three months for filming. Art Norman motions to move forward with PSA, Rita Padron seconds. Motion is carried. C. Old Business for Discussion and Possible Action 1. Review of Final Draft of Naming/Renaming Parks & Facilities Policy and Procedure • Dorian completed draft, typo on line 75 will be corrected and Michael will take to Legal regarding the background check. Rita Padron motions to accept draft with changes mentioned, Sylvia Samaniego seconds. Motion is carried. 2. Election of Officers; Chair and Vice-Chair • Vice Chair—Sylvia Samaniego nominates Lisa Torres, Huxley Smith seconds. Motion carried. • Chair- Rita Padron nominates Rene Gutierrez, Lisa Torres seconds. Motion carried. 3. Discuss and Schedule, Artesian Park Workday • Committee designates Saturday, November 13, 2010 as workday at Artesian Park 4. Discuss and Schedule Alternate Meeting Site(s) • Direct staff for suggestions on Quarterly meeting sites to begin January 2011. • Rita Padron —as long as it is posted, open meetings, etc. should be okay • Art Norman—good way to engage the community • Alternate meeting locations will be posted online and on Channel 20 to advise public. PRAC Regular Meeting 10/13/10 2 of 4 D. New Business for Discussion and Possible Action 1. Corpus Christi, North Beach Curfew and Camping Restrictions • City Manager's Task Force , Texas GLO (General Land Office) and Chief Riggs with CCPD approved to take to Council, North of Surfside Park, remove exclusion for the no camping ordinance. Curfew is 12p-6a. • Staff is requesting PRAC approval to submit to Council. Ron Woods motions to approve to move forward with Staff recommendations, Dorian Ramirez seconds, Sylvia Samaniego opposes motion. Motion carried. 2. Citizen Work to Save City's Parks and Recreation • Include in PSA as proposed during public comment. 3. Certificates of Appreciation by Lisa Ann Torres • Rodriguez Auto Service Collision and Innovative Signs, LLC recognized for their contribution to our marketing efforts to put new Parks & Recreation logo on two of our Latchkey vans. VI. Committee, Liaison/Staff Reports A. Finance/Marketing - Lisa Torres stated they did not meet. B. Program Development- No official meeting C. Volunteers Program — No quorum D. Greens Committee—no meeting E. Water and Beach Advisory Committee— No meeting F. TAC/Bicycle and Pedestrian Subcommittee —No quorum G. Special Project Task Group—No report Director Michael Morris: 1. Golf Update— Lease agreement to commence February 1,2011. Council's first reading approved September 28, 2010, second reading scheduled for October 26, 2010. 2. Master Plan— RFP was sent out in July. Goes to Council October 19, 2010. 3. CVB, Nature Tourism Presentation scheduled for November. • Hans Suter Park—new signage, new structure, butterfly garden, CCPD security cameras, and new nature trail. 4. 2008 Bond Park Improvement List— 15 parks on list. Next meeting regarding park improvements is tentatively scheduled for November 1, 2010 for Woodlawn Park. PRAC Regular Meeting 10/13/10 3 of 4 Assistant Director Stacie Talbert: 1. Corpus Christi Paddle Prix— Event will take place October 23, 2010 at Labonte Park. 2. Penny Plover— Huxley suggests signs face north to save signage deterioration from sun damage. Art suggest that there should be multiple sign sizes. 3. Enforcement of litter ordinance will not be done by Park staff, however will follow City Ordinance. VII. Identify items to be placed on next agenda ➢ CVB Presentation ➢ Destination Bayfront Update ➢ Brainstorm for PSA ➢ PRAC Overview last four years S. Tour of Old Parks in Rita's area • Legislative facts and guidelines VIII. Adjournment As there was no further business, Rita Padron made a motion to adjourn the meeting. Carlos Haney seconded.
