II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes - Regular meeting, October 13, 2010 Ron Woods made a motion to accept the minutes as submitted. Huxley Smith seconded. Motion passed. Jinsun Kim arrived (5:03pm) Art Norman arrived (5:05pm) Rita Padron arrived (5:06pm) IV. Public Comment None. V. Business A. Presentation — none B. Presentation for Discussion and Possible Action— none C. Old Business for Discussion and Possible Action 1. Discuss and schedule a tour of old parks in Rita's area. Chair asked that item be tabled until the January agenda. Sylvia Samaniego arrived (5:25pm) D. New Business for Discussion and Possible Action 1. Introduce new Juvenile Assessment Center Superintendent: Stacie Talbert introduced Monica Bryan, new Juvenile Assessment Center Superintendent. 2. Creation of a Golf Sub Committee: Mike Morris brought forward a request from Foresight Golf, new management company for golf courses. They want to ask PRAC to create and assign within their membership, a Golf Subcommittee to provide input to them on general golf course items. Mike will be Contract Administrator for the Golf Management / Lease Agreements. Ron Woods made a motion to create the Golf Subcommittee. Dorian Ramirez seconded. Motion passed. Ron Woods and Dorian Ramirez were appointed. SCANNED 3. PRAC Representative on the Master Plan Committee: Mike reported that Halff and Associates had been selected to revise the Parks, Recreation and Open Spaces Master Plan. They want to create a Steering Committee and ask that a member of PRAC be appointed. Other members will be from City departments, CCISD, the University, CC Convention and Visitor's Bureau, etc. Rita Padron volunteered. 4. PRAC Overview last four years: Chair asked that item be tabled until the January agenda. VI. Committee, Liaison/Staff Reports Finance/Marketing Sub-Committee - none Program Development Sub-Committee - none Volunteers Program Sub-Committee - none Special Project Task Group - none Special Projects Report- none Greens Committee Liaison - none Watershore & Beach Advisory Committee Liaison - none TAC/Bicycle and Pedestrian Subcommittee Liaison — Huxley Smith announced a bike ride that would be held on Sunday November 14. Director 1. Neighborhood Parks Development: A report on public meetings held with neighbors surrounding the Parks designated to receive funding from the 2008 Bond Program. There are fifteen parks throughout the City and staff has held two meetings thus far, one at Calk Elementary for Lincoln Park, and one at Oak Park Recreation Center for Woodlawn Park. The next one will be held at Chula Vista Elementary for John Jones Park. The meeting format includes having neighbors be given a list of items and costs and discuss what they would like to have in their park. Assistant Director 1. Update on North Beach and Bayfront Parks Curfew: The first reading of ordinance was passed on October 26, 2010, with an amendment to include parks adjacent to North Beach and all Bayfront Parks. 2. BoldFuture Update: Update on all the BoldFuture Action Plans with which the Parks and Recreation Department are involved, including preservation of green space, awareness events, arts and culture, beach, dog parks, and Character First. 3. Guidelines/Templates for Letters to Legislators: Guideline and sample letters provided for support of the Texas Recreation & Parks Account (TRPA), Federal Land and Water Conservation Fund (LWCF), as well as information from the National Recreation and Park Society providing data and arguments for why parks and recreation are essential public services. VII. Identify items to be placed on next agenda 1. (Rene) Destination Bayfront. Update and how will maintenance be funded. 2. (Rene) Update on the PSA offered by Roel Guevara 3. (Rene) Report from CVB on Eco -Tourism 4. (Rene) Update on all park development projects. 5. (Sylvia) Update on Tree City designation. 6. (Rita) Update on concessionaire selection at Bayfront Park. 7. (Rita) Update on Park Renaming Policy revision. 8. (Dorian) Update on Cole Park and impacts during construction. VIII. Adjournment As there was no further business, Rita Padron made a motion to adjourn the meeting. Sylvia Samaniego seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:08 pm.
