Call to Order Chair, Rene Gutierrez called the meeting to order at 5:05 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. _J Ill. Adoption of Minutes Regular meeting of December 8, 2010. Carlos Haney made a motion to accept the minutes as submitted. Sylvia Samaniego seconded. Motion passed. IV. Public Comment Greg Laves with Corpus Christi Golf Association and former Greens Committee member expressed concerns and issues with the fees, monthly cards and punch cards associated with the transition of the City's Golf Centers to the new management company, Foresight Golf. Chair, Rene Gutierrez thanked Mr. Laves for his comments and informed him that Parks and Recreation/Golf staff would address his concerns. V. Business A. Presentations 1. Master Plan Development Process—Lloyd Lentz, Half and Associates, Inc. Mr. Lentz presented a powerpgint of the Master Plan Development Process to the Committee covering reasons to have a Master Plan, key issues, the Master Plan Process, TPWD grant eligibility and Schedule. Mr. Lentz also discussed Community Meetings and a 11 schedule was provided to PRAC members. 2. Convention and Visitors Bureau — Michelle Horine, Vice President, Leisure & Nature Travel, Convention and Visitors Bureau Convention and Visitors Bureau—Mission: Drive overnight visitors to Corpus Christi. Benefits of Nature Park Branding partnerships with Parks and Recreation — CVB is helping improve the product they are promoting. 7.2 Million visitors tour our area annually, Nature/Tourism accounts for 40%. Ms. Horine presented a summary and powerpoint of Blucher Park Improvements. A printed handout of Ms. Horine's powerpoint is available. Improvements and issues with Hans and Pat Suter Wildlife Refuge were also presented. This park is 90% complete. 3. Destination Bayfront Concept Plan—David Loeb Mr. Loeb presented the Committee with the City Council approved Destination Bayfront Concept Plan The full presentation and the resolution passed by City Council be viewed at www.destinationbavfront.com. 4. PRAC Accomplishments—LisaAnn Torres Item tabled. B. Presentation for Discussion and Possible Action 1. Artesian Park Landscape Plan — Daiquiri Richard, Executive Director, Beautify Corpus Christi Association Offering a preliminary discussion on behalf of Neighbors of Artesian Park, who want to provide funding to maintain improvements to Artesian Park. Ms. Richard provided a preliminary landscape concept for PRAC to review and a is asking for a partnership with PRAC on behalf of Artesian Park Rita Padron nominated Huxley Smith to be PRAC's Mason with Ms. Richard. Rene Gutlerrez, Chair, asked for a vote to support and endorse the Lansdcape Plan for Artesian Park and partner with Beautify Corpus Christi on the park's improvements. All were in favor, none opposed. C. Old Business for Discussion 1. Park Naming Policy Discussions Cleaned up language and made small changes • Defined in definitions—Community Park is 10-30 acres, large community park is over 30 acres • Defined acreage for pocket, neighborhood, etc. for consistency • Method of distribution of flyers left to PARD discretion, left alone and not defined In procedures • Mr. Morris will have clarification regarding deceased/not deceased wording at February's meeting. )PRAC Regular Meeting 01/12/11 2 v , l VI. Committee, Liaison/Staff Reports Finance/Marketing Sub-Committee- no Special Projects Report- No report • report Program Development Sub-Committee-no Greens Committee Liaison-No report report Volunteers Program Task Group no report Watershore & Beach Advisory Committee Liaison No report Special Project Task Group-no report TAC/Bicycle and Pedestrian Subcommittee Liaison • Trying to get clear definition for the Safe Passage Ordinance. There seems to be a conflict between State and City law. Director/Assistant Director 1. Cole Park Press Conference- 4. Tree City USA-Meeting with State January 17, at 10:30am Press Forester has not come to fruition. Conference to be held in the Parks J and Recreation Conference Room to 5, Rita's Parks- Parks to be visited are roll out the specifics of the park Artesian, Longview Park, McCaughan improvement project at Cole Park. Park, Oak Park, Lovenskiold Park, Replacing and upgrading kids place, and La Retama Park.A checklist/ and linking Jr. League with the survey will be issued and from that project. The press conference will survey information will be gathered for present the entire scope of the Cole suggestions about the parks that will Park project, and the Jr. League will be visited. Neighborhood Parks-Community Meetings Update First of five neighborhood parks meetings have been held and have been well attended. Public very responsive. Bond 2008 Progress Report— ) Mr, Morris provided the Committee with a document high lighting updates and offered to entertain questions in relation. A quick summary was given with current updates about the Greenwood complex being nearly complete; HEB Pool moving along, hopefully done before swim season starts;Oso Bay Park Master Plan and Construction of Trails approved by City Council on January 11, 2011. Will be moving forward with the Master Plan for the Oso Bay Park and Trails must be built by 2012 in order not to lose funding.
