Call to Order Chair, Rene Gutierrez called the meeting to order at 5:05 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. Ill. Adoption of Minutes Regular meeting of January 12, 2010. Ron Woods motioned to accept the minutes as submitted. Carlos Haney seconded. Motion passed. IV. Public Comment No Public Comment V. Business A. Presentations 1. PRAC Accomplishments— Lisa Ann Torres • To show and understand what PRAC has accomplished up to this point. • Packet presentation provided and available for viewing • It was requested that this presentation be submitted to the City Secretary's Office along with the minutes. 2. Aquatics Update—powerpoint prepared by Becky Perrin, presented by Stacie Talbert HEB Pool • Construction in progress • Projected to open mid May • Will be geared toward General Swim PRAC Regular Meeting 62/09/11 SCAN 1\ a • • Admission will be $4.00 per person • 1.25% of every project goes to art. RFP's to go out for a mural or to make the lifeguard stands into art Greenwood Pool • Only self sufficient pool Collier Pool • Looking to restore lap swim and summer hours • Logo to be painted on wall • New math in dressing rooms • Parkas for winter lifeguards • Thermostats • New stairs were installed • Trying to accommodate swim lessons TC Ayers Pool • Operated by YMCA with inter-local agreement • Open swim and swim lessons June through August, Tuesday through Sunday, 12-5 • Parks Department provides maintenance Parker Pool • Weed & Seed funds operations through grants from the Department of Justice • Provides free general swim and lifeguard training for 78418 residents • Regular admission for non 78418 residents 3. State of the Park — Oso Creek Park —Art Norman Item tabled B. New Business for Discussion and Possible Action 1. Host an Olympic Day • NRPA has an Olympic Day scheduled June 18-26, 2011. Chair asking staff to research logistics for putting on this kind of event. • Mayor's Council on Fitness to make it Community Wide event C. Old Business for Discussion and Possible Action 1. Set Spring Date for Artesian Park Cleaning and/or Planning • Tentative April 16, 2011, date to be finalized at March meeting • Huxley Smith to get clarification with Daiquiri Richard regarding money, etc. 2. Date for Rita's parks tour • Decision made to assign members to evaluate parks, taking pictures and using Report Card for Playgrounds rather than a one date tour 3. Park Renaming Policy Update • Mr. Morris met with our City Manager and Assistant City Manager • Determined that it is really a renaming policy • Need to establish or determine how a first time naming is done PRAC Regular Meeting 02/09/11 2 • VI. Committee, Liaison/Staff Reports Finance/Marketing Sub-Committee - no Special Projects Report- Michael Morris report Oso Bay Park received 1.6 million in grants; construction of trails to begin in the fall. • Cole Park last play date March 26, 10a-2p • Broadmoor Senior Center re- open • Paul Jones Sports Complex to open the beginning of March • Neighborhood Parks meetings still ongoing Program Development Sub-Committee—no Watershore & Beach Advisory Committee meeting but Ron Woods and Becky Perrin Liaison - No report met regarding YAC that would like to be involved with Bold Future Activities. YAC would like for PRAC to approve date and site for play day. April 30 at Lindale, from 11 a— 3p was agreed upon. Volunteers Program Task Force - no report TAC/Bicycle and Pedestrian Subcommittee Liaison - Huxley Smith — SAFE Passage issue being City ordinance cannot clash with state law. Special Proiect Task Group—no report PRAC Regular Meeting 02/09/11 3 Director/Assistant Director 1. Adopt—A— Park Signage Update — Signs are being installed for Beautify CC, United Methodist Church and L&F Distributors adopted parks. Adopt—A—Park program may need to go towards enhancement or adopting smaller parks due to contract mowing and landscape maintenance. Word of mouth with personal contacts good marketing for this program. 2. Master Plan Update—Community Meetings Update— last Community Meeting Thursday, February 10 at Seashore Learning Center. Mr. Lentz also meeting with stakeholder and special interest groups. Reporter with The Foghorn at Del Mar College doing a story on the Master Plan. 3. Legislative Update — PARD Director and Assistant Director spoke with all of our delegates in Austin and expressed the importance of the State's Parks &Wildlife Department Grant Fund, which the Governor had announced is going to be zeroed out. Discussed Senior and Afterschool Funding. Stacie stated that a form letter would be provided for PRAC members to send to legislators. 4. Corpus Christi Youth Advisory Committee Survey Workshop- CCYAC charged specifically with developing a needs assessment survey for youth in terms of what they'd like to see in regards to recreational, social and activity. They will be holding a meeting to develop a needs assessment tool on Tuesday, February 15 from 11 am to 1pm. 5. Achieve Grant from NRPA— Worked with Mayors Fitness Council submit a grant to the National Recreation and Parks Association for funding they have in conjunction with the CDC called the"I Achieve Grant." It is a $40,000 grant to help shape policy and environmental change for a healthy and well community. Came up with campaign to encourage the community to use the current hike and bike system with an intent of there being hike and bike trails in the next bond initiative. Second item proposed by the Mayors Fitness Council is to start a Mobile Farmers Market where we subsidize the farmers, or the participants at the sites (ex: Joe Garza Recreation Center, Zavala Senior Center and Joe Garza Pool) earn points and vouchers through out the week to shop at the farmers market. Adjournment As there was no further business, Rita Padron made a motion to adjourn the meeting. Huxley Smith seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:38 pm.
