I. Call to Order
Chair, Rene Gutierrez called the meeting to order.
II. Roll Call of Members
Michael Morris, Director, Parks and Recreation Department called roll and announced a quorum
was present.
III. Adoption of Minutes
Regular meeting of February 9, 2011
Ron Woods requested that a change be made in section VI. Program Development
Subcommittee— Huxley Smith be changed to Ron Woods.
Huxley Smith motioned to accept the minutes with corrections. Ron Woods seconded. Motion
passed.
IV. Public Comment

V. Business
A. Presentations
1. Observation Wheel—Development Services
• Development Services unable to attend. A motion was made to table the item
pending, further information. Art Norman seconds the motion. Motion passed. Item
tabled
2. State of the Park—Oso Creek Park—Art Norman
• PowerPoint presentation and handout provided which includes background and
current information about Oso Creek Park.

B. New Business
1. Report on Webpage— Rita Padron/ Lisa Ann Torres
Lisa Torres was not present. Rita Padron gave a brief overview.

• Free website includes PRAC amendments, by laws, information, pictures, etc.
C. Old Business for Discussion and Possible Action
1. Host an Olympic Day
• June 18-26, 2011
• Will be incorporated into our regular programs—camps, recreation centers
and gyms will be hosting events through out the week.
• Staff trying to get Olympians to come and speak to the children
2. Artesian Park Cleanup—Confirm Dates
• April 2n0, 2011 to coincide with PRIDE's Adopt Downtown to be held on the
same day.
3. Park Tour Surveys
• Work Orders have been created based on completed and submitted surveys.
• Once all completed surveys have been submitted they will be compiled for
presentation
• Lovenskiold Park— Rita Morales spoke with Dan and Debbie Phifer who hold
a ministry at this park several times a month for the homeless. They started
with 20 attendees and now have 80. Suggesting that a recycle bin and
another trashcan be provided at the park, as they serve meals and would like
to be able to dispose of their trash and recyclables properly.

Texas to be a pilot program for an U10
initiative.

Director/Assistant Director
1. Master Plan Update—Consultant compiling information and preparing a telephone
survey, then will do an online survey. A second round of Community Meetings will
commence in the summer.
2. Neighborhood Parks Update—.
Lindale, Molina Veterans Park and Turtle Cove meetings have had outstanding
Turnouts. Next meeting March 28'"for Airline Park at Moore Elementary.
Letters sent out to inform residents within a 1 mile radius of the Design A Park
meetings.
3. Budget Update— Eleven million dollars in cuts to be made from the General Fund
which includes Parks and Recreation. Will know in a couple of weeks what our
amount to cut will be. City is looking for community input based on generalized
questions about what is important for them in their community.
VII. Identify items to be placed on next agenda
Ron — Updates on HEB Tennis Center & Pools
Sylvia—golf updates
Rita—upkeep and upgrades of named parks by naming parties/are they having workdays and if
not, have we sent them a reminder of their responsibility? PARD volunteer hours 2010.
Rick— Bayview Cemetery Association - help with upkeep of HJ Williams Park
Carlos— update from Production company
Huxley—Observation Wheel
VIII. Adjournment
As there was no further business, Rita Padron made a motion to adjourn the meeting. Art
Norman seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:45 pm.
