I. Call to Order
Chair, Rene Gutierrez called the meeting to order at 5:03 pm.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.
III. Adoption of Minutes
Regular meeting of March 9, 2011
Ron Woods motioned to accept March 9 minutes.
Sylvia Samaniego seconded.
Motion passed.
IV. Public Comment

V. New Business
A. Arbor Day Proclamation and Activities—Sylvia Samaniego/ Stacie Talbert
• Arbor Day Proclamation on Tuesday, April 26, 2011
• Planning activities to find locations to plant trees
• Freebirds and Chill's interested in participating
• Reliant Energy donated 100 trees; type to be and location to plant will be determined
• Plan to actively solicit funding and work toward developing a fundraising group for trees
B. Play in the Park Event— Ron Woods
• Event flyer provided
• Initiative to get residents out to play in our parks �1 A

• Home Owners Association and Youth Advisory Committee to canvas the neighborhood
and hand out flyers
• There will be ten volunteers from the Youth Advisory Committee and part time staff from
Lindale Recreation Center
• Possibility of future Play in the Park Events in other parks
VI. Old Business for Discussion and Possible Action
A. Production Company Update— Lisa Torres
• Lisa discussed with Production Company staff working with the "Live, Learn and Play It
Forward" theme to include several aspects of Parks and Recreation( i.e. beaches, pools,
athletics, seniors, gardening)
• Youth under 18 can not be used on camera unless parents sign a waiver; possibility of
using Staff and/or PRAC members
• When all parameters are set, they will present to PRAC
• Carlos Haney suggested that the theme should be scripted to provide continuity
• PSA may be offered to television stations, placed on Parks and Recreation website, etc.
• Question raised as to whether this PSA is will be about promoting the Parks and
Recreation Department, Parks and Recreation Advisory Committee or both.
Chairperson, Rene Gutierrez asked Committee members their thoughts regarding:
- Rick Barrera - the PSA would ultimately promote the Parks & Recreation
Department
- Art Norman — promotes Parks and Recreation and volunteerism in general to
drive people towards website, facilities, etc.
- Huxley Smith— possible series of productions to be able to include all aspects
- Dorian Ramirez—facilitates the promotion of Parks & Recreation
- Ron Woods — PSA should bring awareness to Parks and Recreation and
promote the best usage of facilities; may include Parks and Recreation Advisory
Committee(PRAC) mission statement or "brought to you by PRAC"; reason for
PRAC is to get people to the department
- Rita Padron — promoting department and facilities, and what there is to do in
Corpus Christi; believes PRAC and PARD are one
- Sylvia Samaniego - promoting Parks and Recreation department
- Carlos — connects citizens to the Parks and Recreation Department; PRAC no
longer anonymous, brings a grassroots element where people can get out and
get involved
- Jinsum Kim — PRAC necessary for promotion of the department
- Lisa Ann Torres — not about highlighting anyone specific; video should pertain to
Parks and Recreation Department, educate people on the difference between
Parks and Recreation Department and Parks and Recreation Advisory
Committee, Parks and Recreation Advisory Committee advocates encouraging
the use of Parks and Recreation Department
- Rene Gutierrez— branding PRAC — the people that connect the citizens with the
City.
• PRAC bylaws may need to be updated to incorporate multi media; task force to update
bylaws

B. Adopt—A— Park Workday Report—Huxley Smith
• 25-30 volunteers/families
• Daquiri Richard working out budget
• Day spent painting and pulling dead plants
• Water not getting to sprinkler system; being worked on by staff
• Unless planting begins within the next month, nothing will be planted until the fall
• Very little graffiti
• Discussion yielded the possibility of having another group adopt Artesian Park so
that PRAC may move on to another.
VI. Committee, Liaison/Staff Reports

Program Development Sub-Committee— no Watershore & Beach Advisory Committee

Volunteers Program Task Force - no report TAC/Bicycle and Pedestrian Subcommittee —
Met on March 218'; still trying to get a safe
passage law through, Bike ride at Swantner

Special Proiect Task Group— working on a
presentation for City Council using
information gathered from various sources
including the Department, PRAC members,
Lisa's presentation to show council that
Parks and Recreation Advisory Committee is
is an active board working toward a common
goal with the Parks and Recreation
Department. Carlos Haney is requesting
input from PRAC members.

Director/Assistant Director
1. Golf Update— Lease agreement with Foresight Golf began February 1, 2011. 6700
rounds of golf played in February, 7600 rounds play in March, working towards
60,000 rounds for the year. $23,000 has been received toward capitol improvement
fund based on $1.50 surcharge that the City receives from Foresight Golf. Issues
have involved punch cards and monthly cards.
2. HEB Tennis Center and Pools Update—
Tennis Center fire late 2010; restorations complete. Discussion yielded questions
regarding the concrete in the stadium seating at the covered courts. Mr. Morris
answered that they are structurally sound but falling pieces of concrete a liability
Parks and Recreation Director, Michael Morris provided pictures of updates of HEB
Pool. The project is coming along, but it doesn't look like it will be ready for May
opening due to a very wet winter.
Collier Pool closed for three weeks for painting.
3. Budget Input Meetings—to inform people in general where revenues come from and
where short falls are. There will be a meeting on Wednesday, April 201h for everyone
involved in a Board or Commission.

Carlos —Draft for review for City Council presentation, discuss Artesian Park adoption, update
from Daquiri Richard re: Artesian Park funding
Ron —Tennis Association Presentation possibly June
VIII. Adjournment
As there was no further business, Rita Padron made a motion to adjourn the meeting. Carlos
Haney seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:47 pm.
