Call to Order Vice Chair, Lisa Torres called the meeting to order at 5:08 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. Ill. Adoption of Minutes Regular meeting of April 13, 2011 Rita Padron motioned to accept April 13, 2011 minutes. Huxley Smith seconded. Motion passed. IV. Public Comment No Public Comment V. Presentations A. Senior Centers — Elsa Munoz/ Lisa Oliver • Elsa Munoz presented an update as to what is going on in Senior Services Division • There is currently a waiting list of 45 for home delivered meals program which was instituted March 15'. Participants must be 60 or over • Serving 700 home delivered meals per day based on need, not income • Approximately 500 meals served at Senior Centers per day • A federal grant through the Older Americans Act and Area Agency on Aging covers 90% of the cost of the meals, the City provides the remaining 10% and then some. • Adopt a Meal Program is in place for organizations and business • Would like to explore Adopt A Meal options for individuals and private pay • Partnership with Lithia Dodge for volunteer support, have adopted 2 home delivery clients by paying for monthly meals for the last 12 months, engaged in March for Meals Program which is part of a National Campaign to increase awareness about Senior hunger in our communities • Senior Pageant coming up in June PRAC Regular Meeting 05/11/11 SCANNED • Partnership with the Corpus Christi Housing Authority/ Elderly Services Division to engage the residents in programs and services for the elderly in our community. They will be registering their members to participate in events at Broadmoor Senior Center • Older Americans Month picnic to be held May 27, 2011 at Ethel Eyerly Senior Center with events and activities planned. The cost is $3 for members and $6 for guests • Caregiver Resource Center at Lindale — a letter of intent has been approved by City Council and they hope to have a ribbon cutting in August. • CDBG Award which will be used to address the restroom expansion at Ethel Eyerly Senior Center • Senior Prom being held on May 12 is for highlighting and acknowledging the efforts of volunteers • Approximately 300 volunteers in the senior centers provide support for meal services, fundraising activities at site level, and community service projects along with minimal office support • RSVP— Retired Senior Volunteer Program • Senior Centers offer health and wellness, fitness programs, etc., to be a member of a Senior Center you must be 50 or over VI. New Business for Discussion and Possible Action A. By Laws Update — Item tabled B. City Council Presentation draft for review—Carlos Haney • Carlos proposed his ideas for the presentation showing City Council who PRAC is • Carlos requested input and pictures of events from PRAC members to include in presentation • Carlos to email final presentation for approval C. Artesian Park Adoption • Another group interested in adopting/Wells Fargo has an application in • Daquiri Richard doing some fundraising to help with improvements • In holding pattern due to lack of funds • Encourage Construction Company working on adjacent land to adopt VII. Committee, Liaison/Staff Reports Finance/Marketing Sub-Committee - no Special Projects Report - written report report provided by Joshua Wentworth. • Cole Park Project passed in City Council May 10, 2011. Contractor to begin work within 30 to 45 days; plan to be done by December. Shoreline protection not part of original contract, has been re-bid. The Pier is safe; work that was going to be done on it was for future upkeep. • The parking lot at HEB pool has been damaged by construction crews' trucks, etc. The issue has been brought to the • Engineering Department's attention • Oso Bay Learning Center and Wetland Preserve — Consultants and Stakeholder PRAC Regular Meeting 05/11/11 2 meeting was held and a neighborhood meeting was held with about 30 participants. A Master Plan for is now being worked on. • 11 of 15 Neighborhood Parks meetings have been held. • Broadmoor Senior Center walking trail completed and trees planted. • A contract is being awarded for the fence surrounding the tennis courts, and work will begin in the next three to four weeks. Program Development Sub-Committee- no Watershore & Beach Advisory Committee meeting -report on Play in the Park- Ron Liaison - No report Woods-good event, kids planted trees, sack races, staff and YAC felt good about coordinating the event, was not widely advertised as YAC wanted this event to be neighborhood specific to create ownership within that community. Volunteers Program Task Force - no TAC/Bicycle and Pedestrian Subcommittee - meeting but working on having volunteer call Art Norma Presented his Oso Creek for workday at HJ Williams Park presentation, bike ride -took traffic engineer, next bike ride on June 4th. Special Project Task Group -no report Director!Assistant Director - no report VI. Identify items to be placed on next agenda Rita/ Dorian - By laws Lisa- Latchkey presentation Director/Assistant Director- Labonte Park trash issue, Park naming policy Sylivia-Tree Committee or Task Force Carlos - Final Presentation Rita- PRAC members up for renewal, Hazel Bazemore Estates Park VIII. Adjournment As there was no further business, Rita Padron made a motion to adjourn the meeting. Carlos Haney seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:58 pm.
