I. Call to Order
Chair, Rene Gutierrez called the meeting to order at 5:03 pm.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.
III. Adoption of Minutes
Regular meeting of May 11, 2011
Rita Padron motioned to accept May 11, 2011 minutes.
Huxley Smith seconded.
Motion passed.
IV. Public Comment
No Public Comment
V. Presentations
A. Latchkey— Becky Perrin
• Staff Orientation
• Only 4 new staff out of 115 returning summer staff members
• 1000 kids at 6 different sites
• Tennis program with staff committed strictly to that program
• Zumba Kids and other healthy activities
• No Bully Zone Program Curriculum
• Staff attended training in different techniques on how to incorporate all students to
prevent bullying
• Would like to have an Adult Bullying training with staff
• Yoga for kids "Yochinos"—trying to find funding to train staff in this program
• Drug Abuse Council talking to kids
• Girl Scouts about social issues and Jr. Achievement

• Huxley Smith asked Becky to explain the structure in which she falls under and what
programs are under her; where does Latchkey fall. Becky — Superintendent of Program
Services under Mike and Stacie. Latchkey with a Program Manager, Assistant Program
Manager, 8 Area Managers who can oversee 5 sites each, with 115 summer staff, and
up to 200 throughout the rest of the year. There are 5 Summer Latchkey Sites and 36
Latchkey sites during the school year. Athletics, RSVP, SCP, Volunteer Programs and
Aquatics also fall under Program Services.
• Latchkey uses seasonal temporaries, hiring staff twice a year
• Latchkey produces slight revenue in excess of expenses. There is no qualifying factor
for Latchkey because parents pay for their children to attend. There is an assistance or
scholarship program through Worksource.
• Structured program, not a baby sitting service. Study area provided, Centers, and things
for the kids to do.
B. Final City Council Presentation —Carlos Haney
• Print copy of PowerPoint presentation provided
• PowerPoint presentation
• Carlos asked committee to review again and suggest changes/updates
• July 14 is target for City Council Presentation
VI. Old Business for Discussion and Possible Action
A. By Laws Update— Rita Padron
The By Laws were being reviewed to decide whether it was necessary revise them to
include social media. Rita visited with an attorney who stated that it was not necessary to
change.
Sylvia Samaniego motions to approve the By Laws as they are written, Carlos Haney
seconds. Motion carries to approve the By Laws as written.
B. Park Naming Policy — Mr. Morris, Director requesting one change prior to sending to
Council. Mr. Morris provided copies of both documents. The original for reference and an
updated document with changes for PRAC approval.
Rita Padron motions to accept to change line 26 ending at line 38 of the Policy Criteria for
Renaming Parks and Recreation facilities. Art Norman seconds the motion. Motion to
change Line 26 through 38 carries.
VII. New Business for Discussion and Possible Action
A. Tree Committee or Task Force—Sylvia Samaniego
• Jinsun Kim has volunteered to lead and they will meet monthly
• Mayor Adame on board to plant 11,000 trees
• Clean City committee requested a presentation from Sylvia
• City is conducting Fleet Maintenance study to see if there might be opportunities for
cross departmental use of watering trucks
• Community Garden organization looking for water as well
• Sylvia sees a strong need for an Urban Forester to help determine the most need for
tree planting
• Jinsun—first step to making a green space is to plant trees
• 12000 trees in 2012

Some Members term will be up in August of 2011.

Lisa Torres motioned to reappoint all members listed above that are accepting to serve
another term. Rick Barrera seconds. Motion carries.
VIII. Committee,Liaison/Staff Reports
Finance/Marketing Sub-Committee - no Special Proiects Report - written report
report provided by Joshua Wentworth.

involved) Concern was the scope of an

Volunteers Program Task Force- no report TAC/Bicycle and Pedestrian Subcommittee —
TXDOT rep has in position to specify opening
certain roads

System Pedestrian Crossing
Special Project Task Group— no report
Director/Assistant Director -
a. Labonte Park trash issue—After Easter weekend, starting to come up with internal policy
and fees to help control the area during holiday weekends. Spots will be designated,
numbered and issued with rules. Working with PD to monitor the area, additional signage,
media blast, letter to people who have gotten permits before. Will charge $25 for 3 days.
b. Budget Update— Parks and Recreation originally asked to cut 1.1 million, then were asked
to cut$800,000 out of the budget. Put together a plan includes not printing brochures, but
using media(email, etc.), mowing in park operations, sanitation will go to 4 days a week,
trash pick up being reduced in Tourist District area, irrigation crews to be reduced, no
reductions in beach, minor reductions in Program Services, Four Senior Center reduced
hours. Zavala, Broadmoore, Northwest, and Oveal Williams will be closed in the afternoons.

Athletics reduction in ball field maintenance. HEB Pool will open next spring, but Joe Garza
Pool will close. Violet Pool will be filled in with sand. Latchkey offered some efficiency
reductions, Sister Cities has bee cut. 14.84 FTE reductions. These cuts are based on the
effective tax rate.
c. Hazel Bazemore Addition Estates Park Information - $4951 received and can go to
Northwest, Forrest, and San Carlos Parks

VIII. Adjournment
As there was no further business, Rita Padron made a motion to adjourn the meeting. Carlos
Haney seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 7:11 pm.
