Call to Order Chair, Rene Gutierrez called the meeting to order at 5:06 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes Regular meeting of August 10, 2011 Rita Padron motioned to accept August 10, 2011 minutes. Ron Woods seconded. Motion carries. IV. Public Comment Art Norman —6501 Macarena Dr. — Previous PRAC member—Oso Creek Park—Thanking Stacie Talbert and Huxley Smith for helping with cleanup at recent workday. Announcing Guided Hiking Tours and provided brochures. Concerns with Planning Commission and platting of property around or near City Parks. Encouraging PRAC to attend to provide representation at the Planning Commission which meets every other Wednesday. Carolyn Moon —4902 Calvin — Encouraging putting Equestrian trails and park into the Master Plan. Suggests a 6 mile horse back riding trail which could be registered with the American Quarter horse Association. V. Presentations A. Uptown Neighborhood Initiative— Darlene Gregory Ms. Gregory provided a PowerPoint presentation and video for the Committee. Part of the UNI's Master Plan is to bring commerce and a permanent tax base to Uptown Corpus Christi. The Uptown Neighborhood Initiative was formed in December 2009 specifically to create the renaissance of Uptown. They are non profit with 172 members. UNI applying to adopt Lovenskiold Park. Meetings held 2"Wednesday of every month at noon. PRAC Regular Meeting 09/14/11 VI. New Business for Discussion and Possible Action A. Hans Suter Park and Oso Bay Learning Center and Wetland Preserve Tour Date — Lisa Torres Item tabled B. Weed and Seed — Lisa Torres Item tabled C. Committee Membership Applicants— Dan Wilkerson, Sarah Baugh, Richard Avila, Anthony Mulheron • Each applicant was given 2 minutes to address The Committee. Ms. Baugh had to leave and did not. • Ballots were taken and all PRAC members voted for Richard Avila • PRAC will recommend Mr. Avila to City Council VII. Committee, Liaison/Staff Reports Finance/Marketing Sub-Committee - no Special Projects Report—no report report Program Development Sub-Committee— No Watershore & Beach Advisory Committee report Liaison - No report Volunteers Program Task Force— Rita TAC/Bicycle and Pedestrian Subcommittee Padron —Volunteer Handbook. Trying to — Huxley Smith meet with Becky Perrin. Resolution for Safe Passage of bicycles passed and sent to the Transportation Advisory Committee where it was thrown out stating that they were going with the original Ordinance. TAC/Bicycle and Pedestrian Subcommittee held a special meeting and an Ordinance going to City Council. Special Project Task Group—no report Director/Assistant Director - a. Cole Park Update—Stacie Talbert- kids place in process of being erected, then a fall zone will be laid. Parks and Recreation will build some shade structures. Issues: irrigation installation schedule. Bids for shoreline stabilization are in and will be awarded in approximately a month and a half or so. b. Beach Update— Derek Herzog — beach very clean, no Sargassum in 2 months, Council approved to put more equipment and staff on the beach. Permit Sales are great and no major incidents. There are approximately 250 trash drums on the beach with extra put out during the holidays. The new lifeguard stands hold up great, wooden ones have been phased out. PRAC Regular Meeting 09/14/11 2 c. Paddle Prix— Stacie Talbert—October 22, 2011. A 20 mile route that starts at the Lexington has been added and will end at Labonte Park. Online registration with RecPro. d. Heritage Park— Michael Morris —Businesses coming in to lease homes at Heritage Park at a more marketable rate to generate more revenue to maintain houses. Interested leases will garner visitation to parks. Non Profits showing interest. e. Park Naming — Michael Morris—The Park Naming Policy went through City Council and passed. VIII. Identify items to be placed on next agenda Rita—city code—anything in the works on waterways? Update Dorian—trees task force Rita 1/8% seawall repair tax IX. Adjournment As there was no further business, Rita Padron made a motion to adjourn the meeting. Lisa Torres seconded. There was no opposition. Chair, Rene Gutierrez adjourned at 6:14 pm.
