I. Call to Order
Chair, Rene Gutierrez called the meeting to order at 5:10 pm.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.
III. Adoption of Minutes
Regular meeting of October 12, 2011
Huxley Smith motioned to accept October 12, 2011 minutes.
Rick Barrera seconded.
Motion carries.
IV. Public Comment

V. Presentations
CNG Site at Parker Park — John Anderson, Gas Department -
Mr. Anderson presented a plan for a new Compressed Natural Gas site at Parker Park. The City Gas
Department has been running on Natural Gas since 1983. The City currently has 71 vehicles that run on
Natural Gas and are converting and buying other Natural Gas vehicles. There are currently 3 stations
around town and two more are proposed. A map of Parker Park showing where the site will be located
was provided and a PowerPoint presentation showed pictures of what the new site will look like. The new
CNG site will be fed by a gas line under ground; it will be available for public use.
VI. New Business for Discussion and Possible Action
A. Election of Officers (Fiscal Year 2012 / August 2011- July 2012) -
Chair asks for a nominee/ motion for Chair. Rick Barrera nominates Lisa Torres. Sylvia
Samaniego seconds. Ron Woods motions to elect by acclamation Lisa Torres as
Chair. Rick Barrera seconded. Motions carry.
Lisa Torres nominates Carlos Haney for Vice Chair, Mr. Haney not yet present to accept the
nomination. Ron Woods nominates Rita Padron for Vice Chair. Rita declines the nomination.
Rene Gutierrez nominates Ron Woods for Vice Chair. Carlos Haney arrives late and accepts the
nomination for Vice Chair. Ron Woods withdraws. Sylvia Samaniego seconds Lisa Torres
nomination of Carlos Haney for Vice Chair. Motion carries.

B. Field Naming — Paul Jones -
There is a request for a field naming at the Paul Jones Sports Complex at 1900 Paul Jones. The
Naming request is for the one field in the complex that is maintained by Parks and Recreation.
The request is made by the family of Raymond Dulak Jr. to name the field after Mr. Raymond
Dulak Jr. All information related to the request is provided. Mr. Dulak's family is following the
procedures set forth by PRAC for park naming. Huxley Smith motions to approve. Rita Padron
seconds. Motion carries.
C. Island Strategic Action Committee (ISAC) Representative -
ISAC is a committee set up by City Council. It is provided that and ex officio Parks and
Recreation Advisory Committee member can be on the ISAC committee. The City Secretary is
asking if PRAC would like to appoint an ex officio member. The Parks and Recreation Advisory
Committee does not have an interest at this time.
VII. Committee, Liaison /Staff Reports
Finance /Marketing Sub - Committee - no report
Program Development Sub - Committee — Sylvia
Samaniego reports that a donation of $500 was
received from Mr. Ted Turner to Beautify Corpus
Christi with which they ordered post cards to
distribute as a reminder to report tree planting.
Also purchased were 2 - 20 gallon Tree Gators.
A PSA was created by Carlos Haney that will air
on local channels 3, 6 & 10 for Braselton
Homes having a kickoff on Friday, November 11
at 10:30am. There will be an announcement of
mesquite tree planting in conjunction with Mr.
Braselton's Green Initiative.
Rita Padron reports about the
Grandparents /Children Olympics. Date set for
September 8, 2012. Name changed to Golden
Millennium Olympics. Land of Marbles providing
books/ rules. Suggestion to mail out sponsor
letters to lumber yards for lumber from PRAC
committee.
Special Projects Report — Joshua Wentworth —
15 Neighborhood Parks Update - Report
provided for PRAC in Agenda packet. There are
3 complete, some work has begun on the rest.
Expected to be done by early Spring with all 15.
Watershore & Beach Advisory Committee
Liaison - No report
Volunteers Program Task Force — Rita Padron —.
No report
Special Project Task Group — no report
TAC /Bicvcle and Pedestrian Subcommittee —
Huxley Smith — request for PRAC to attend the
City Council meeting on November 15 for the
first reading of the Safe Passage Ordinance. It
will be voted on during the December 6 meeting.

Director/ Assistant Director -
a. Penny Plover Update — Stacie Talbert — Derek Herzog had stickers made that he hands out at
events. Working through Bond Project on North Beach to have large signs made for along North
Beach. The Watershore Advisory Board and CVB will include her on the signage on the south most
mile of beach that is being returned to a natural state. Chief Riggs task force on litter control is
looking to increase funds for her visibility.
Dog Park Info — Stacie Talbert
• Standard Specs — from basic, i.e. throw fence up with a gate, signage, water connection,
trash cans to Amusement park for dogs
• Bill Witt Group Update — Adopt A Park Agreement to start them moving in the direction of
maintaining the area, raising funds for an improvement. They have some great fundraising
efforts going on for collections and awareness. Working with Joshua Wentworth on a
rudimentary design. A Sr. Planner in Comprehensive Planning will be a good resource when
we get to the design of the park as she has designed two parks for another city she worked
in.
VIII. Identify items to be placed on next agenda
Chair Rene Gutierrez motions to not have a December 2011 Parks and Recreation Advisory Committee
Meeting. Rita Padron seconds. Motion carries.
IX. Adjournment
As there was no further business, Rita Padron motions to adjourn the meeting, Dorian Ramirez seconds.
Chair Lisa Torres adjourns at 6:10 pm.
