I. Call to Order
Chair, Lisa Torres called the meeting to order at 5:11 pm.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.
III. Adoption of Minutes
Regular meeting of January 11, 2012
Rick Barrera motioned to accept January 11, 2012 minutes.
Rene Gutierrez seconded.

IV. Public Comment
There was no public comment
V. Old Business for Discussion and Possible Action
A. Presentation and Public Hearing for Request to Name Ball field at the Southside Sports Complex
to Raymond R. Dulak, Jr. Ball field
• Stacie Talbert provided a report and map about the property South Side Sports Complex
showing the ball field for proposed name change highlighted in red
• Oso Pony Baseball League, Oso Little Miss Kickball and National Little League use the
Complex, but do not provide maintenance for the ball field for proposed name change
• Family and friends Catherine Dulak, M.D., Dr. John Dulak, Ethel Dulak and Bill Kopecky
were present for the presentation and offered some background into the reasoning for
their Request.
• Richard Avila motioned to recommend to City Council the renaming of the ball field at
Southside Sports Complex to Raymond R. Dulak, Jr. Ball field. Huxley Smith seconds
the motion. Motion carries.
VI. Old Business for Discussion and Possible Action
A. Golden Millennium Olympics Update — Rita Padron
Rita has a meeting with Becky Perrin on Thursday, February16 at 10 am
VII. New Business for Discussion
A. Ban the Bag — Surfriders, Pride, Clean City are making a presentation on February 21, 2012 to
discuss banning plastic bags in Corpus Christi.

B. Earth Day — Jinsun Kim /Sylvia Samaniego
Booth at Earth Day Bay Day —April 21 st
C. By Laws/ PRAC responsibility — Chair, Lisa Torres
Lisa would like to review PRAC's bylaws to understand the Committee's responsibilities
A copy of the bylaws was provided. Chair Lisa Torres and Vice Chair read the Rules and
Regulations. Michael Morris will check on a possible change in Article 2.0 and Article 4.1
Rules and by laws must coincide with City Charter. Huxley Smith motions to move item to
"possible action" at next meeting. Sylvia seconds
VIII. New Business for Discussion and Possible Action
A. Subcommittee Appointments
• Chair Lisa Torres reappointing current members to the Finance/ Marketing Subcommittee
and making the subcommittee a Task Force.
• Program Development Task Force — Ron Woods, Sylvia Samaniego, Jinsum Kim
• Volunteer Program Task Force — remains the same
• Special Projects/ Program Task Force
• Omit Special Projects Report as this is a staff item and should fall under Director/
Assistant Director Report
• TAC/ Bicycle and Pedestrian Subcommittee- The Liaison remains Huxley Smith
• Add Athletics Task Force with Richard Avila, Rita Padron and Ron Woods
• PSA Task Force with Carlos Haney, Lisa Torres, Rick Barrera and Rene Gutierrez
• Reinstate Planning and Development Task Force with Dorian Ramirez, Carlos Haney,
Rick Barrera, and Rita Padron

Director/ Assistant Director -
a. Budget Update — Mr. Morris shared that Parks and Recreation's budget is the same as last
year. City Council asked PARD to come up with ideas to fund operation and maintenance of
the Oso Bay Learning Center and Wetland Preserve once it is completed; which will cost
around $300,000 annually

As there was no further business, Rita Padron motions to adjourn the meeting, Rick Barrera seconds.
