Call to Order Chair, Lisa Torres called the meeting to order at 5:04 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes Regular meeting of February 8, 2012 Huxley Smith motioned to accept February 8, 2012 minutes. Sylvia Samaniego seconded. Minutes approved IV. Public Comment Rita Padron commented that she has seen AT &T trucks driving through the parks to get to whatever they are working on; feels that utility companies should not be driving through our parks and that it should be looked into. V. Presentation A. Ban the Bag — Angela Gonzalez, Solid Waste Department • Presented to PRAC the Ban the Bag initiative, which is a proposed restriction on single use plastic bags now in the planning and research stage • A presentation was made at City Council in the latter part of February • 5 cities in Texas currently have a bag ordinance; Brownsville, Pecos, Fort Stockton, South Padre Island, and Austin • Challenges include a patchwork of ordinances that must be adhered to, lower socio- economic hard hit, • Reviewing Litter Ordinance last updated in April 2004, ACM Riggs and Martinez wanting to put more steam behind the Anti Litter Task Force, retailer survey • 110 tons of plastic film in our recycling processing plant because there is not a commodity for it in our area • Possible Recommendations to Council in May • Recycle Bank donating a play structure made of recyclable materials to go in HEB Park in April PRAC Regular Meeting 03/14/12 1 VI. Old Business for Discussion and Possible Action A. Golden Millennium Update and presentation — Rita Padron Handout provided including t -shirt ideas, sponsorship letter, a sample budget, advertising information, etc. Rita is asking for approval from PRAC for the Sponsorship letter. Sylvia motions to approve the sponsorship letter. Dorian Ramirez seconds. Motion carries. B. By laws/ rules and Regulations — Lisa Torres, Chair Lisa requested that Committee members send their comments about the rules and regulations to her via email. VII. New Business for Discussion and Possible Action A. Goals of Subcommittees and Task Forces — Chair, Lisa Torres requested that Liaisons send their comments via email. VIII. Committee, Liaison /Staff Reports Finance /Marketing Task Force — Rick Barrera, Rene Gutierrez — no report Athletics Task Force - Richard Avila, Rita Padron, Ron Woods - Goals prepared; copy provided Program Development Task Force — Ron Woods, Sylvia Samaniego, Jinsun Kim, Rita Padron — Sylvia spoke about the Tree Campaign. Approximately 2000 trees have been planted, IHOP giving away trees, Funky Tree Fundraiser on April 5, 2012 and Dr. Richard Navarro is purchasing and selling 1000 seedlings to support Woodlawn Elementary. Volunteers Program Task Force — Rita Padron — No report PSA Task Force — Carlos Haney, Lisa Torres, Rene Gutierrez - No report TAC /Bicycle and Pedestrian Subcommittee — Huxley Smith - no report Special ProiectTask Force — Lisa Torres — no report Watershore & Beach Advisory Committee — Lisa Torres — no report Planning & Development Task Force — Dorian Ramirez, Carlos Haney, Rick Barrera, Rita Padron — no report Director/ Assistant Director - a. Budget Update — Mr. Morris shared that Parks and Recreation's budget is the same as last year. City Council asked PARD to come up with ideas to fund operation and maintenance of the Oso Bay Learning Center and Wetland Preserve once it is completed which will cost around $300,000 annually. Ideas have been submitted. Mr. Morris informed PRAC that Parker Pool will be closed, as it was funded by the Weed and Seed Grant which has expired. b. TAAF Summer Games — We will be hosting the Texas Amateur Athletic Federation (TAAF) Games of Texas 2012 and 2013, taking place the last weekend in July of each year. All venues for 2012 have been booked, Amateur, recreational, and young Olympic hopeful athletes will compete in 13 Sports Categories: Baseball, Boxing, Fencing, Golf, Judo, Kickball, Skateboarding, Softball, Swimming, Table Tennis, Tennis, Track, and Triathlon. A welcoming ceremony will be held at the Barge Dock, along with a parade of athletes. 5000 -6000 athletes and families are expected. Omni Bayfront is the host hotel and event registration is through TAAF's website www.TAAF.com PRAC Regular Meeting 03/14/12 2 VIII. Adjournment As there was no further business, Rita Padron motions to adjourn the meeting, Rick Barrera seconds. Chair Lisa Torres adjourns at 6:59pm.
