Call to Order Chair, Lisa Torres called the meeting to order at 5:08 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes Regular meeting of March 14, 2012 Rita Padron motioned to accept April 11, 2012 minutes. Sylvia Samaniego seconded. Minutes approved IV. Public Comment No Public Comment V. Presentations for Discussion and Possible Action A. South Texas BMX — Jeff Click Stacie Talbert began with background and progress on this proposal. The Clicks approached Parks &Recreation with the possibility of finding some property that a BMX track could be built on in the Parks System. Manuel Q. Salinas Park is the park that was decided on. The Department has been working with South Texas BMX on getting Development Services on board, developing a draft lease, a public meeting has been held for the neighbors adjacent to the park, now presenting to PRAC as the next step in the process. Mr. Click presented a powerpoint and video presentation, providing history on BMX (Bicycle Motocross), the ideas behind the current proposal and presenting plans for the BMX track that could possibly go in at Manuel Q. Salinas Park. Huxley Smith motioned to support the South Texas BMX project and lease of property. Rita Padron seconds the motion. Motion carries. B. Master Plan Update — Lloyd Lentz Mr. Lentz provided a Master Plan Update to PRAC with powerpoint presenting highpoints; Goals, Park Operations and Increasing Efficiency, Things to Accomplish, and Next Steps. PRAC Regular Meeting 05/09/12 1 VI. Old Business for Discussion and Possible Action A. Artesian Park — Huxley Smith Huxley would like to meet with the new Park Operations Supt. Since there is no outside funding, Huxley is asking for recommendations from the Committee as Artesian Park adoptees how much money is the committee willing to spend (out of pocket, how much, etc ?) and what do we want to do in the park? Huxley would like to get paving done between the gazebo and trail. Ron Woods asked about signage to recognize businesses or persons who may donate services or products. Ron suggests that the committee look into the cost of knock -out roses. B. Tree City USA — Sylvia Samaniego Sylvia shared with the Committee that we don't need an Urban Forrester, but do need a tree ordinance as a stand alone tree ordinance does not currently exist. Sylia requesting an update and to propose to City Council to adopt a stand alone tree ordinance. Michael Morris, Director suggesting that the Committee figure out what it is that the ordinance should say. VII. New Business for Discussion and Possible Action A. PSA — Carlos Haney Mr. Haney had to leave. Item tabled. B. Tour of Greenwood, Southside, Bill Witt ball parks and Cole and Bayfront Parks — Lisa Torres, Chair — The Committee decided that Wednesday, July 11, 2012 in would be the date of the tour. VIII. Committee, Liaison /Staff Reports • Finance /Marketing Task Force — Rick Barrera, Rene Gutierrez — PRAC has a huge presence onTwitter, Facebook is growing rapid ly,Working on PSA for El Tejanito magazine who is willing to provide free ad space (2 or 3 pages), Coffee News has also offered ad space. Hope to have an ad for approval by next meeting. Athletics Task Force - Richard Avila, Rita Padron, Ron Woods — no report • Program Development Task Force — Presence PSA Task Force — Carlos Haney, Lisa Torres, at Earth Day event;Jinsun did a great job with Rene Gutierrez - No report her booth and Sylvia promoting 12,000 trees in 2012 by handing out seedlings; update on Golden Millenium Olympics — Sept. 8 • Volunteers Program Task Force — Rita Padron —. reactivated • TAC /Bicycle and Pedestrian Subcommittee — reading passed for Safe Passage for Bicycles and Pedestrian • Special ProiectTask Force — Lisa Torres — no report • Planning & Development Task Force — Dorian Ramirez, Carlos Haney, Rick Barrera, Rita Padron — no report Director/ Assistant Director - • Watershore & Beach Advisory Committee — Lisa Torres — no report a. Mowing schedule — Stacie Talbert reported that we are retooling what the mowing schedule is. All parks along bayfornt and tourist district and high visibility are on 7 -10 day schedule (A). majority of parks on 14 day schedule (B and C), large mostly open field on a 30 day schedule (D). Slowly moving to the schedule that will be presented in the master plan. b. New Park Superintendent- Mr. Morris announcedthat Clint Wyatt is now the new Park Operations Superintendent. He moved up from the Work Coordinator position in the Tourist District. PRAC Regular Meeting 05/09/12 2 c. May 19 —National Kids to Parks Day— HEB Playground 10:00am & HEB Pool 10:30am — Donation of the Playground by SC Johnson dedication and ribbon cutting d. Destination Bayfront —final design and estimates to be unveiled with presentation to Council on May 15 and another large scale community meeting will be held. IX. Identify items to be placed on next agenda Tennis Association Presentation IX. Adjournment As there was no further business, Rita Padron motions to adjourn the meeting, Sylvia Samaniego seconds.
