I. Call to Order
Chair, Lisa Torres called the meeting to order at 5:05 pm.

VI. Old Business for Discussion and Possible Action
A. Artesian Park Plan to get ready for fall — Huxley Smith — Huxley tabled this item to bring back to
the September 2012 Agenda.
B. Board Appointments — Special Projects Task Force
1. Rick Barrera — Reappointment Reconsidered — Chair, Lisa Torres announced to the
Committee that Rick Barrera has recanted his decision to decline reappointment and will
now accept reappointment to the Parks and Recreation Advisory Committee
2. Review and recommendations for vacant position - The Committee entertained two
minute presentations from PRAC applicants Carlos Valdez, Sr. and Sal Hernandez about

the reasons they were each interested in becoming part of the Parks and Recreation
Advisory committee. After the presentations the Committee voted with paper ballots.
Each Committee member wrote down the name of their choice of applicant to
recommend to Council. The recording secretary, Tracey Weber collected and counted
the ballots. Carlos Valdez Sr. had the most votes. Richard Avila motioned to
recommend Mr. Carlos Valdez Sr. to City Council to fill the vacant position. Ron Woods
seconded the motion. Rita Padron abstained. Motion carried.
VII. Committee, Liaison /Staff Reports

Expecting 15 -20 Thousand People to come to our City. Opening Ceremonies will be at the Barge
Dock on Friday night July 27 at 7:30pm. We have reserved parking for the event at all American
Bank Center Parking lots. CITGO, CVB, KIII -TV, Tejas Broadcasting, and the Caller Times are
sponsors.
b. Department Liaison Additions — There will be two Department Liaisons, one from the Police
Department who will begin attending meetings in August and one from the Planning Department.

As there was no further business, Rick Barrera motions to adjourn the meeting, Rita Padron seconds.
