Call to Order Chair, Lisa Torres called the meeting to order at 5:09 pm. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes Regular meeting of August 8, 2012 Carlos Valdez motion to accept August 8, 2012 minutes. - Rita Padron seconded. Minutes approved IV. Public Comment J.V. Garcia- weekend of Labor Day, Chief Riggs asked him to go to North Beach in an effort to address litter issue. Expected a substantial amount of litter, but there was not that much. Sent photos to show others how clean it is. Sanitation crew is doing a great job. Place looked fantastic and looked amazingly clean. V. Presentation and Possible Action — none VI. Old Business and Possible Action Golden Millenium Olympics (Rita Padron) - Report on event at West Guth Park — only two teams, excellent coverage from Caller- Times. $380 collected from Sponsors — HEB, DJYoung Publishing, Reliable Energy, Peter Piper Pizza, and Christus Spohn Hospital (set up on site as a vendor). Evaluation of event distributed — don't know why participation was so low even though publicity was thorough. Thank you to all volunteers. Rita made a motion that $300 of total $380 from event be given to Parks and Recreation Department to use for Nutrition Programs for the kids in PALS Fund, the other $80 for certificates and reception for sponsors at next meeting. Sylvia Samaniego seconded as amended. Motion passed. PRAC Regular Meeting 9 /12/12 VII. New Business and Possible Action Chair reports that the Finance & Marketing, and PSA Task Forces will be combined — Carlos Haney, Lisa Torres and Rick Barrera will form committee. Carlos will Chair. VIII. Committee, Liaison /Staff Reports • PSA, Finance /Marketing Task Force — Carlos Haney, Lisa Torres, and Rick Barrera. Lisa reports for Carlos (absent) — video taken at HEB Pool and Greenwood Softball Complex. Next location HEB Tennis on 25 with Ron - Rick, Sylvia, Richard also will attend. Athletics Task Force - Richard Avila, Rita Padron, and Ron Woods — Richard Avila reports on the participation at the Golden Millenium Olympics. Program Development Task Force — Ron Woods, Sylvia Samaniego, Jinsun Kim, and Rita Padron — Rita already reported under Old Business. Sylvia Samaniego reported that 100 people attended the fundraiser and about $2,200 was raised. Found seedlings for $1,85 /each. Update in a month or so as to the purchasing and distribution of about 1,000 seedlings. • Volunteers Program Task Force — Rita Padron — Lisa asked if Carlos Valdez would be a member of this Task Force. No report. • TAC /Bicycle and Pedestrian Subcommittee — Huxley Smith — no report. Watershore & Beach Advisory Committee — Lisa Torres — Michael provided report from Derek — met last week, someone came and asked that they vote down the renaming of CC Beach to North Beach. The Committee voted and re- affirmed their desire to have the name changed to North Beach. • Planning Department Liaison — Andrew Dimas — Mr. Dimas. No report. • Special Project Task Force — Lisa Torres — no Police Department Liaison -Asst. Chief Garcia report — provided comments during Public comment. • Planning & Development Task Force — no report Director/ Assistant Director - a. Tree Ordinance — Stacie Talbert — working on ordinance and almost have it done. Considering a five member Tree Advisory Committee (to City Council) consisting of Landscape Architect, Certified Arborist, representative from AEP as they maintain most of our urban canopy, and two at large community members with Board Liaisons from Parks and Recreation Advisory Committee and Planning Commission for advisory purposes only. Also Staff Liaisons from Parks and Recreation, Development Services, Traffic Engineering, and Code Enforcement. The Tree Advisory Committee would report to City Council and would be responsible to study and develop a written plan for care, preservation, pruning, planting, re- planting, and removal or disposition of public trees. Also include trees on private property that might affect public right of way, or be diseased in such a way that it might affect the entire urban canopy. Reviewing the UDC before bringing back to the group, possibly by December or November. All these actions would allow application to apply for Tree City USA designation which the City Council has asked the Department to pursue. b. 2008 Park Bond Projects — Michael Morris — distributed list of active projects and their status. Most projects on track except for two North Beach Projects. Green means it is on schedule, yellow is a little behind, and red means it is over budget or behind. Engineering provided the report.
