I. Call to Order
Chair, Lisa Torres called the meeting to order at 5:09 pm.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.
III. Adoption of Minutes
None
IV. Public Comment
Art Norman — Group adopted Oso Creek 'Park #2. Handed out ' list of accomplishments, challenges, and
recommendations. Early stages of working with local 'cycling group to host officially sanctioned mountain bike race
out at Oso Creek Park next year. Hope to put in several more miles of trails now that weather is cooler. Referred
to handout concerning address of park, which is Cimarron, however access is off of Salsa. There are challenges
with adjacent property owners. Working on creative way of repairing and maintaining the road that accesses the
park which is important for parks staff, volunteers, storm water crews, first responders — also serves as main trail
for hikers and mountain bikers. Road damage by `mudders' has been drastically reduced so easier to maintain.
V. Presentation and Possible Action —
Golden Millenium Olympics (Rita Padron) — presentation of certificates to sponsors. Meeting adjourned by Chair
for short reception.
VI. Old Business and Possible Action
Artesian Park — Huxley reported that park is in very good shape, and very little trash and sustaining pretty well
right now, and wants to know what direction the group wants to take. Discussion followed regarding other groups
who also helped with Artesian Park, structural work needed, planting other plants, whether to adopt a different
park to hand over to another group once, planning knock out roses, historical significance of the park. Rita made
a motion to table the discussion. Huxley seconded. One opposed. Motion passes.
Tree Ordinance — Stacie reported on results from meetings with City Attorneys, representatives from other
departments regarding a tree ordinance on the books. A template for the ordinance was sent by regional Urban
Forester from Texas Forest Service, which was modified for the City of Corpus Christi, and would meet Tree City
USA requirements. Stacie went through draft version of tree ordinance included in PRAC agenda packet. Once
ordinance is thoroughly reviewed and vetted, it would go to City Council for consideration and approval, then
would be part of the City's Code of Ordinances. Committee would have a lot of work to do initially, then maybe
meet quarterly after that. Rita makes a motion that the ordinance continues to be moved through the process.
Rick Barrera seconds. Motion passes.
VII. New Business and Possible Action
PRAC Regular Meeting 10/10/12
Memorial Bench and Tree Donation Program — Stacie reported on the development of programs to offer to the
public so that benches and trees may be placed in parks to commemorate an individual, group or event.
Research was done by looking at other Texas cities similar programs. The main reason is to provide for
consistent design and make the program more manageable. Stacie went through a draft of the plan. Rita makes a
motion that the Parks and Recreation Department goes forward with the plan presented. Carlos Valdez seconds.

VIII. Committee, Liaison /Staff Reports
• PSA, Finance /Marketing Task Force — Carlos
Haney, Lisa Torres, and Rick Barrera - no
report.
• Athletics Task Force - Richard Avila, Rita
Padron, and Ron Woods — Richard Avila turned
over to Mike Morris who announced that Mr.
Avila has followed up on the possibility of the
TAMUCC basketball court being acquired by
Parks and Recreation.
• Program Development Task Force — Ron
Woods, Sylvia Samaniego, Jinsun Kim, and
Rita Padron — no report.
• Volunteers Program Task Force — Rita Padron
— Lisa announces that the task force be
disbanded. Chair appointed Carlos Valdez to
the Program Development Task Force.
TAC /Bicvcle and Pedestrian Subcommittee —
Huxley Smith — met on 9/17/ to discuss the
`new' Harbor Bridge and how bikes and
pedestrians could utilize; safe passage
education.
• Watershore & Beach Advisory Committee —
Lisa Torres — no report.
• Planning & Development Task Force — no 0 Planning Department Liaison — Andrew Dimas
report. Mr. Dimas. no report.
• ' Police Department Liaison — Asst. Chief Garcia
— no report.
Director/ Assistant Director -
a. Mayor's Fitness Council — Stacie provided updates (found in agenda packet) about the community
action plan and status on projects, including Lindale Community Gardens.
b. Bond 2012 — Mike provided copies of the brochure published by the City describing the 8 bond
propositions which will be on the ballot for the upcoming General Election. Community Meetings have
been held to help educate the public. Community Forum tomorrow night in the Council Chambers to
go over the bond propositions and answer questions.
c. Destination Bayfront — Mike provided update. Schematic drawings are being developed by consultant
team. Special Sub - committee formed by Council members (Leal, Scott, Allen, Loeb) to work with
consultants and Destination Bayfront organizers. They will discuss the timing of any bond proposals
for the project. Possible unveiling of schematic in January along with community meetings. Rick
Barrera asked if PRAC could have a liaison assigned to the Destination Bayfront group. Mike will
inquire.
IX. Identify items to be placed on next agenda
Rita Padron — Lichenstein building and UDC Code and could that money be used for Artesian Park.
Richard Avila — update on donated basketball floor.
Huxley Smith — update on Wind Dancer sculpture at Oleander Point.
Carlos Haney — private vs. public funding of Destination
X. Adjournment
As there was no further business, Rick motions to adjourn the meeting, Rita seconds. Chair Lisa Torres adjourns
at 6:56 pm.
