Call to Order Chair, Lisa Torres called the meeting to order at 5:05 pm II. Roll Call of Members The recording secretary called roll and announced a quorum was present. III. Adoption of Minutes Regular, Meeting of December 12, 2012 Rick Barrera motioned to accept minutes of December 12, 2012. Ron Woods seconded. Minutes approved`: IV. Public Comment - None V. Presentation and Possible Action • Park Sponsorship — Mike Morris provided the presentation highlighting the challenges faced in requesting sponsorship. Donations are made for one of the following reasons: (1) A connection with the individual /company; (2) Media exposure and /or (3) Investment purposes for events /facility naming (i.e. Whataburger Field, American Bank Center, HEB Tennis Center and TAAF- Games of Texas). Marketing in the Corpus Christi area is narrow due to lack of Fortune 500 companies. There is usually more success for event donations because of the exposure. The presentation was geared for larger donation requests such as naming of park buildings, major events held at Park Facilities and not specific to Adopt - a -Park Maintenance. The committee's ability to solicit is limited like that of city staff because they are appointed by City Council. VI. Old Business and Possible Action — • Artesian Park — Huxley Smith reported that an offer was made by a brick company for a brick donation to re -pave the gazebo area. No contact has been made so the offer is still pending. VII. New Business and Possible Action — • Election of Officers — Rita Padron re- nominated Lisa Torres for the Chairperson position. Huxley Smith seconded the nomination. At this point, Lisa Torres turned the gavel over to Vice - Chair, Carlos Haney. The Vice -Chair asked for any other Chair nominations (3x). A motion was made to accept Lisa Torres' nomination for Chair. Motion was unanimously approved. Vice - Chair, Carlos Haney, turned the gavel back to Lisa Torres and nominations continued. Sylvia Samaniego re- nominated Carlos Haney for the Vice -Chair position. Dorian Ramirez seconded the nomination. The Chairperson asked for any other Vice -Chair nominations (3x). Rita Padron motioned to accept the Vice -Chair re- nomination by acclamation. Sylvia Samaniego seconded motion. Motions carried. PRAC Regular Meeting 01/09/13 VIII. Committee, Liaison /Staff Reports • PSA, Finance /Marketing Task Force — Carlos Haney, Lisa Torres, and Rick Barrera - no report. • Program Development Task Force — Ron Woods, Sylvia Samaniego, Jinsun Kim, and Rita Padron — Ron Woods reported they met with Becky Perrin and the four goals being supported are the Diabetes; Community Gardens; and National Park Day Initiatives to also include the Golden Millenium Olympics Day which will be tried again this year. Becky's Department (the cultural part) is promoting new cooking techniques to better educate the kids at the Recreation Centers on Diabetes and are trying to expand the education to the Senior Centers. Volunteers will be needed for certain events. Sylvia Samaniego reported a tree seedling giveaway will be held on Saturday, February 9, 2013 at the Community Gardens (Lindale); Turner's Garden Land; and two other locations. • Volunteers Program Task Force — Rita Padron - no report. • Planning & Development Task Force — no report. Athletics Task Force - Richard Avila, Rita Padron, and Ron Woods — Ron Woods reported he has been working with different City departments. The HEB Tennis Center bids for lifting and resurfacing court projects are in and the contracts are currently being reviewed by the Legal Department. The project should be started next week, once the contracts are approved. Richard Avila asked about the status of the Texas A &M (Stripes) Flooring. Mike Morris reported the floor is currently in storage. The University has provided a donation letter and the City is in the process of obtaining the manner to how the flooring will be laid at the Ben Garza Gym. TAC /Bicvcle and Pedestrian Subcommittee — Huxley Smith reported they are overly excited about the Bond issues on the Bike Lane. Dan Biles, City Engineer, provided an update on bike issues that affect the Bike Lane. Watershore & Beach Advisory Committee — Lisa Torres — no report. Planning Department Liaison — Andrew Dimas reported he is at 95% completion on maps for the Bike Trails. It should be completed by Friday. A meeting is scheduled with engineering next week. Progressing along. Police Department Liaison — Asst. Chief Garcia — no report. Director/ Assistant Director - Mike provided update. Bond 2012 will be kept on the agenda monthly. Design plans on Park Projects will be presented to City Council in March. Stacie Talbert, Assistant Director, reported that the 1 St reading on the Tree Ordinance will be conducted either the second or third week in February. An e -mail notification will be sent out. She also reported that the department has been working with the Water Department on conservation and managing the Reservoir levels. Currently the reservoir level is at 40 %. A drought plan is currently in effect for Park Irrigation. Irrigation will cease except for Level A Parks (Ocean, Shoreline, Large Community Parks and Ball fields). There will be a change in level controllers. The switch out to smart controllers will PRAC Regular Meeting 01/09/13 2 occur late January with training provided. If levels drop to 30 %, all irrigation will cease and water fountains will be shutdown. The department wiill be working closely with the Water Department to make sure that the guidelines are being followed as those of individual residents. IX.
