Campos Huxley Smith Debra Rodriguez Ron Woods Jesse Garcia Carlos Valdez Carlos Haney Jinsun Kim Lisa Torres I. Call to Order Carlos Haney, Vice - Chair, called the meeting to order at 5:03 p.m. II. Roll Call of Members The recording secretary called roll and announced a quorum was present. Ron Woods requested that due to extenuating circumstances in Richard Avila daughter's pregnancy that he be considered excused for the absences of 02/13/13 and 03/13/13. Carlos Haney reported it would be noted and considered if allowed in the ByLaws. , Adoption of Minutes Regular Meeting of February 13,, 2013 Sylvia Campos motioned to accept minutes of February 13, 2013. Rita Padron seconded. Minutes approved. III. Public Comment — Art Norman who adopted Oso Creek Park, Section II, in July 2011 reported a new change at Oso Creek Park due to the three mile bike trails. Mountain bike riders are enjoying the trails, Park visitation is up due to volunteer efforts. Bike shop demos are offered and Bay Area Bike will sponsor a Mountain Bike Race on Sunday, March 16, 2013. IV. Presentation and Possible Action — Plastic Bag Presentation — Angela Gonzalez, Clean City Coordinator, reported the Plastic Bag Ordinance (draft) will be presented to Council on April 16, 2013. (1) Implementation of a green star program - retailers will not be providing plastic bags at all; (2) Building a database for retailer registration (update annually); (3) assessing a per bag or per transaction fee @ $1 for larger retailers and .25 for convenience store retailers with some Hardships; and (4) Environmental Recovery Fees (City wish list for any fees collected and what they could be used for). Angela emphasized calling your Council person to voice your opinion. Carlos Haney, Vice -Chair transfers the gavel to Lisa Torres, Chair. Sylvia Campos motioned to support the Plastic Bag Ordinance as drafted. Carlos Valdez seconded the motion. Motion carried. Rita Padron motioned for a 5 minute break. Sylvia Campos seconds motion. Motion carried (Break at 5:50 p.m.) Meeting reconvened at 5:55 p.m. V. Old Business and Possible Action — ❖ Rotary Club Gazebo /Bandstand — Stacie Talbert reported that the Rotary Club made their presentation then opened it up for discussion. After discussion among a few of the User Representatives, it was suggested the bandstand would be more feasible at the Rose Garden location. The bandstand could be programmed as a fourth stage for events. The Rotary Club was not happy, but asked that a letter be sent PRAC Regular Meeting 02/13/13 to formally ask for the change. The letter was sent and then the Director received an e-mail stating that was not feasible and a follow -up meeting was scheduled for March 26 ❖ Labonte Park — Stacie reported that there are no operational electrical /water conduits at this time. Horticulture Task Force - Lisa Torres added a new task force to the committee. Carlos Valdez Sr. was asked to be the Chairperson and he accepted. Huxley Smith was then added to the task force. ❖ PRAC Appointment Nominations - Lisa Torres reported Sylvia Campos will term out in August. Rita Padron; Jinsun Kim; Ron Woods; Carlos Haney, and Lisa Torres were asked if they would like to be reappointed to PRAC. All accepted their reappointments and Richard Avila who is absent today will be asked at a later time. Applicant Bios will be e- mailed to committee members for review for the upcoming nomination and discussion at April's meeting. Three bios will be forwarded to City Council for their appointment. VI. New Business and Possible Action — Soil Analyzes Results - Carlos Valdez Sr. reported the City offers the Soil Analysis Program in January free of charge. Collection of soil from the yard generates a findings report with soil information. The importance of yearly analyzes helps over watering the lawn. The report information helps when selecting lawn fertilizers or Weed /Seed. The middle number on the bag should read "0 ". Using Full Service Nurseries and Organics are recommended. ❖ Native Habitats — Carlos Valdez Sr. reported that having habitats in our parks would allow birds to stay longer and in turn provide additional visitation from tourists and individuals in the community. A TAMUCC website provides tons of information on plants and flowers that birds feed on. FYI: Habitats can even be on personal lawns. VII. Committee, Liaison /Staff Reports • PSA, Finance /Marketing Task Force — Carlos Athletics Task Force - Richard Avila, Rita Haney, Lisa Torres, and Rick Barrera — Lisa T. Padron, and Ron Woods — Ron Woods reported working on PSA that enhances what reported all HEB Tennis Courts' have been the department has to offer. All PRAC resurfaced and look great. Several` signs members have participated. PSA message posted for various athletic activities going on conveys that we have a good Parks and with registration starting. Recreation Department people just need to believe in it. The Article will be complete this week. It will be e- mailed to all members for review. The PRAC website has been redesigned to HTML5 for Apple users. Website contains information on what members have done. Carlos H. invited everyone to the tree planting at Doddridge Park on 3/14/13 as end of PSA. • Program Development Task Force — Ron Woods, Sylvia Samaniego, Jinsun Kim, and Rita Padron — Ron W. reported meeting with Becky on the Diabetes program and the good possibility of a $10,000 sponsorship to the program from Driscoll Children's Health Insurance. Events will be held at Rec Centers, Senior Centers, and Athletic events where adults /children can take advantage of testing. Participation at Earth Day to give out trees. Latchkey Summer Registration is currently being held. Sylvia C. reported Tree Ordinance in its 2 nd reading. Stacie T. reported Tree Ordinance was passed. • TAC /Bicycle and Pedestrian Subcommittee — Huxley Smith reported - no report • Watershore & Beach Advisory Committee — Lisa Torres — no report. • Volunteers Program Task Force — Rita Padron - no report. PRAC Regular Meeting 02/13/13 2 • Planning & Development Task Force - Planning Department Liaison - Andrew D. reported they are working on the Mobility plan. Working with the Engineering Department on Street Matrix. Revamped System based on 15 factors. Data is complete. Police Department Liaison — no report Director/ Assistant Director — Stacie T. provided update. Hike and Bike Trail 1 reading going to City Council on the 19 ". Consultant report received and will be taken to City Council in April (contract portion not design). On the Aquatics Facilities and Community Parks projects we will be conducting small scoping contacts with each individual consultant in April and larger scoping in August. The Tennis Center is on the fast track and the others will be moving quickly but no hurry. Lisa T. congratulated the Parks and Recreation Staff on the Awards received at TRAPS. VIII.
