I. Call to Order
Lisa Torres, Chair, called the meeting to order at 5:08 p.m.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present. "Stacie Talbert provided a brief
overview of what determines an "excused absence" from Board meetings. Richard Avila was excused for his
absences of 02/13/13 and 03/13/13. Huxley Smith was excused for his absence on 03/13/13.
Adoption of Minutes
Regular Meeting of March 13, 2013
Sylvia Campos motioned to accept minutes of March 13, 2013.
Carlos Valdez Sr. seconded.
Minutes approved.
III. Public Comment— None
IV. Old Business and Possible Action —
❖ Rotary Club Gazebo /Bandstand — Stacie T. reported that the Rotary Club was not in agreement with the
recommendation to move the Gazebo /Bandstand to the Rose Garden. If they could not be at the center of
Heritage Park, they would not be making the donation. Due to onset issues from both the major stake
holders and city staff of which the Rotary Club was aware of the project was dismissed.
PRAC Appointment Nominations — Applications are still being reviewed. Rita P. provided insight on the
Applicant Bios. Applicants will receive a courtesy call to check if still interested. A list of interested
applicants will be compiled then e- mailed to all members for review. Three individuals will be selected at
next month's meeting.
❖ PSA Review — Carlos H. reported the 2 minute PSA is still under construction. Thank you to everyone for
their dedication and support and a special thanks to Carlos Haney for the great work he put into the making
of the PSA. The PSA conveys a message about what Parks and Recreation offers and how the community
can utilize it. Carlos H. asked for suggestions on other ways of broadening the message. Suggestions
included Meals on Wheels /Seniors and a panorama from the oldest to newest parks. The PSA will be
ready by the next meeting and a link will be forwarded to everyone.
V. New Business and Possible Action —
❖ Spring Break Update — Stacie T. reported that in conjunction with CCPD and CCFD Spring Break was the
safest than past years. No fights reported; 2 accidents; 3,635 beach permits were sold at the beach with a

17% increase in permit sales at Stripes; 16,000 cars were counted daily by traffic counters for an
estimated 150,000 people on the beach; A Band -Aid was handed out the entire Spring Break; Hotel
occupancy was at 98 %; Texas State Aquarium and the USS Lexington reported a 20% sales increase;
High tides were a problem; Crews did an excellent job at laying traffic lanes allowing PD to focus on the
kids rather than traffic issues. A shout out to CCPD for their big commitment on having a large police
force on the beach.
❖ Beach Fest Update — Stacie T. reported the event was to be held at Cole Park /McGee Beach the last
weekend of Spring Break. The Coordinator was issued a permit after meeting the requirements. Her
safety plan, which included paying CCPD, fell through on Friday and the Beer Vendor pulled out. On
Saturday, she had issues paying vendors then the Port -A -Potty was pulled. Not maintaining a
Safety/Trash Plan constitutes an immediate shut -down. Procedures were in place and they worked. The
issue was not a City issue but a Promoter issue.
VI. Committee, Liaison /Staff Reports
• PSA, Finance /Marketing Task Force — Carlos
Haney, Lisa Torres, and Rick Barrera — Carlos
H. reported the article will be submitted with a
few changes.
Athletics Task Force - Richard Avila, Rita
Padron, and Ron Woods — Richard A. reported
the major UIL Spring Meet next week for
Region 4 (3A). Ron W. reported the courts are
in good shape for the tournament. The Bond
will help remedy the situation. Rita P.
commented that there was discussion at the
Council meeting about a possible joint venture
in building a Sports Complex. Ron W. stated
that a joint venture with the County could be a
great idea in the future to look forward to.
Program Development Task Force — Ron
Woods, Sylvia Samaniego, Jinsun Kim, and
Rita Padron — Ron W. reported Becky Perrin
raised $2,500 from Driscoll Hospital for the
Diabetes Initiative. Sylvia C. reported a tree
seedling giveaway for Earth Day on Saturday,
4/13/13, at Heritage Park from 10 am — 5 pm.
Stacie T. reported that Valero would like to help
get Trees for Corpus Christi to 12,000.
• Volunteers Program Task Force — Rita
Padron - no report.
• Planning & Development Task Force — Dorian
Ramirez reported discussing plans for the
future and contacting Andrew Dimas to arrange
a meeting so that the task force would be kept
TAC /Bicvcle and Pedestrian Subcommittee —
Huxley Smith reported it was a shock to
Gretchen when she found out he could not be
counted for quorum because he is a Liaison to
the subcommittee.
Watershore & Beach Advisory Committee —
Stacie T. reported that Nell McQueen, Chair
would like to come make a presentation in May
about efforts to strengthen litter ordinances and
enforcement.
• Planning Department Liaison - Andrew D. — No
report

abreast on the Bond Development. Rita P.
brought to her attention ball field fees after
discussion at the Council meeting. She wanted
clarification on who handles them? Individuals
rent the fields for a low rental fee and produce
more revenue from the event. Is the fee an
appropriate charge or should it be increased?
Stacie T. reported that Athletic Fees are
outside of charge for the Task Force but a
report could be presented at the next meeting.
Police Department Liaison — Stacie T. reported
this being part of the Spring Break report.
Commanders H. Frese and J. Houston will be
invited to the May meeting to provide a
Commanders report.
• Horticulture Task Force - Carlos Valdez Sr. —
No report
Director/ Assistant Director — Stacie T. provided update.
• Bond 2012 Update — CLK Architects who are working on HEB /AI Kruse Tennis Courts have been
awarded the Parker Park Design and Construction Monitoring. $3 million dollars are available for the
Tennis Centers work and a wish list has been attached when scoping where the improvements will be
made. MGM was awarded the Engineering Design Contract for Bill Witt /Oso Park Improvements.
They will also oversee the Bike & Hike Trail Improvements. Turner & Ramirez will oversee the West
Guth /Collier Improvements. PRAC's role is to attend the stake holders meetings.
• Parks and Recreation Awards Presentation — PRAC members viewed the awards received by Parks
and Recreation at the Texas Recreation and Parks Society `12 Conference. Santos Villarreal and the
group that helped coordinate TAAF Summer Games `12 received the Media Excellence Award for
Media Strategies. The Maintenance Achievement Award was awarded to the Beach staff for
developing an in -house solution for the Life Guard stands. Their solution to change the wood Life
Guard stand to PVC has saved their Division $22,000 over a couple years. The Lone Star Legacy
Park Award was to Artesian Park for Historical Significance. It will forever be in the Hall of Fame. Ray
Curran worked on the application /nomination and Laura Perez accepted the award.
• Artesian Park — Artesian Park received $75,000 in the Bond for Community Improvements. Robert
Gignack who did the preliminary contract for BCCA will do the work and change it to reflect the
Historical significance of the park. A specific stake holder meeting will be held with this group.
• Stripes Floor — Met with S &G staff member. Dimensions are not the same as Ben Garza. Staff will
meet with engineering staff to help fix the gap within flooring. Construction will not begin until the Fall
because of the TAAF Summer Games.
