I. Call to Order
Lisa Torres, Chair, called the meeting to order at 5:15 p.m.
II. Roll Call of Members
The recording secretary called roll and announced a quorum was present.'
Adoption of Minutes
Regular Meeting of May 8, 2013
Rick Barrera motioned to accept minutes of May 8, 2013.
Carlos Valdez Sr. seconded. Motion carried.
Minutes approved.
III. Public Comment — Rita Padron commented that currently youth volunteers have to vie for Community Services
hours while in high school to help obtain college scholarships. She presented two youth volunteers, Patrick Haney
and Nicholas T. Reyes with Community Service hours for assisting with the PRAC PSA.

• PRAC Appointment Nominations - Debra Rodriguez, Secretary, reported four nominees had submitted
their questionnaires but one nominee, Monica Rawlings, could not attend the meeting for her two minute
presentation due to an unexpected business trip. Mrs. Rawlings was the first individual that expressed
interest in the committee during recruitment calls. I ask for your consideration to review her questionnaire
and possible nomination to the City Council. Lisa T. began with introductions of the PRAC Nominees for a
two minute presentation to the committee. Mr. Curtis Ford, former Senator, is involved with Senior
Centers and promoting activities held at the centers to recruit individuals in the senior community. Mrs.
Linda Lindsey is a teacher/coach currently working on her Doctoral degree. She has officiated, coached,
cheered and volunteered with youth in the community for 25+ years. Her focus is on youth obesity. She
believes there should be more activities and facilities for youth in the community. Ms. Iris Martinez is a
Drug Prevention Director with a local non-profit organization who completed her internship with the Parks
and Recreation Department. Her focus is on the Quality of Life in Corpus Christi. Currently there are no
activities for families in our community so we lose out to bigger cities. She believes a dog park is another
incentive that brings families together. Lisa T. asked that the committee review Monica Rawlings
questionnaire for consideration. The committee voted on prioritizing the order the nominees would

forwarded to City Council. Michael M. provided the committee with information about the City Council's
discussion on changing the process for appointment selections. At some point, they will stop asking for
board recommendations and review the applications directly from the City Secretary's Office. Rita P.
suggested that the questionnaires completed by the Nominees also be included for Council review.
Nominee Recommendations were as follows: Linda Lindsey, Monica Rawlings, Iris Martinez, and Curtis
Ford. Carlos Valdez Sr. motioned to recommend the nominee order to the City Secretary. Huxley Smith
seconded the motion. Motion carried. The four nominee names will be forwarded to the City Secretary's
Office for forwarding to the City Council for appointments in August.
• Presentation to City Council — Carlos H. reported shortening the PSA and adding an introduction for the
presentation. He asked for committee feedback on preparing the introduction. It will be kept short and
sweet, showing the committee is active and promoting Parks and Recreation. He also added that the PSA
does not include the 2000 Facebook friends, 500 Twitter friends or number of hits the sites have received.
Those points will be noted in the presentation. Michael M. reported that during the Budget Meeting the
City Council presented Parks and Recreation with additional funding. Lisa T. asked that all members be
present to show their support. The presentation is due by June 25, 2013 to be placed on the July 16th
agenda.
• Anti-Litter Ordinance and Enforcement Resolution — Stacie T. reported that this is the Resolution
presented by Mr. Neal McQueen at the May meeting. The committee could support the Resolution as
presented or with amendments. After review by the committee, Rita P. made a motion to support the
Beach and Watershore Advisory Committee's Anti-Litter Ordinance and Enforcement Resolution as it
stands. Carlos Valdez Sr. seconded. Motion carries.
VI. Committee, Liaison/Staff Reports
• PSA, Finance/Marketing Task Force—Carlos Athletics Task Force - Richard Avila, Rita
Haney, Lisa Torres, and Rick Barrera— Lisa T. Padron, and Ron Woods— Ron W. reported on

meeting. Staff leaders updated committee
members on the Summer and Sports
Programs, Latchkey and Recreation Center
Programs as well as Cultural Services.'Mr.
Woods reported that staff continues to do an
outstanding job with the Summer Programs
and the Parks and Recreation Department
needs more funding and additional facilities to
better support our expanding community and
numbers of participants. At times we are
turning away youth because of space and staff
issues.
• Program Development Task Force— Ron TAC/Bicycle and Pedestrian Subcommittee —
Woods, Sylvia Samaniego, Jinsun Kim, and Huxley Smith reported that RTA is looking for
Rita Padron — Ron W. reported - Combined partnerships. He reported RTA's idea of a City
report with the Athletics Task Force. Employee Bike Ride. City Council will be
approached with the idea. Ennis Joslin
• Volunteers Program Task Force— Rita currently being repaved.

• Watershore & Beach Advisory Committee—

Director/Assistant Director—Michael M and Stacie T. provided update.
Bond 2012— Initial meetings being conducted with consultants. A series of meetings will begin for scope
finalization on projects.
Artesian Park—The Adopt-A-Park approved with the church. No reply back as of yet. PRAC to move
away from Artesian Park and to another park.
Plastic Bag Update—Solid Waste Department finalizing their green star program. Being brought back in 2
weeks to proceed with fee.
