The meeting was called to order at 5:17 p.m. by L. Torres, Chairperson.

Roll Call
Roll call was conducted by D. Rodriguez and quorum was announced. Members present: L. Torres, C. Ford, A. Hunter, D.
Ramirez, R. Barrera, C. Valdez Sr. and H. Smith. Staff present: Michael Morris, Stacie Talbert and Debra Rodriguez. J. Kim,
R. Padron, R. Woods and C. Haney were absent. C. Haney, R. Padron and R. Woods asked to be excused. Liaison(s)
absent: A. Dimas and J. Garcia.
Approval of Minutes
Minutes from the October 9, 2013 meeting were distributed for review. A motion was made by H. Smith and
seconded by A. Hunter to approve the minutes as submitted. The motion was unanimously approved. Motion Carried.

Public Comment-None
Presentations for Discussion and Possible Action—
The Athletic Presentation was presented by John Delgado, Athletics Assistant Program Manager. The committee offered it's
support to the Athletic Department. Mr. Delgado asked for the committee's support in locating t-shirt sponsors for the leagues'
season. S. Talbert commented that John's Division was the lead on the Texas Amateur Athletes Federation (TAAF) Games
and bringing them here. John serves on the TAAF Board and Committees that have helped the department.

y Committee, Liaison/Staff Reports
• Finance/Marketing Task Force —No report. S. Talbert commented about developing a marketing plan for the
department specific to certain park elements. The task force would meet quarterly. An email will be sent to C. Haney,
Task Force Chair, who was absent due to work related travel.
• Program Development Task Force—No report
• TAC/Bicycle and Pedestrian Subcommittee Liaison — H. Smith reported discussion on Bond 2014 issues on Road
Progress as it relates to bicycles, the addition of Safe Passage on TxDot signs and Parking on the Bayfront.
• Planning & Development Task Force— No report
• Watershore& Beach Advisory Committee Liaison- No report
• Police Department Report—No report
• Special Project Task Force—No report
• Planning Department Report — No report — M. Morris commented that the C.C. Mobility Plan will be on the City
Council agenda next Tuesday(11/19/13)for public hearing.
• Horticulture Task Force—No report
Director/Assistant Director Report—M. Morris/S.Talbert
• Bond 2012 —M. Morris reported that several projects are progressing on the five Community Parks(.West
Guth, Bill Witt, Billish/Parker, H.P. Garcia/M.Salinas, La Retama/Artesian). Consultants working on scope.
Still in the early stages.
• The Hike/Bike Trail is in the preliminary works.
• Collier and West Guth Pools have been assessed, consultants to bring information shortly.
• HEB/AI Kruse Tennis Centers—Met with CCTA for input. Consultants in final stages.Work to be prioritized.
• Shoreline Stabilization (Cole Park/Swanter Park) — These projects are pending. The sea wall is
compromised so assessments are in the works. A grant has been submitted to supplement the funding.
• Oso Bay Nature Park —Plans for a Hike/Bike trail that will conclude at Parker Park are in the CC Mobility
Plan. Plans to acquire the land for the trail that are not City owned are being researched.
Committee Member Comments/Announcements:
R. Barrera—Propose to forego December's meeting in lieu of the holidays.
A. Hunter—What happened to Destination Bayfront? Update will be on the January agenda.
C. Valdez Sr. —Nature Centers are the best way to get people interested in outdoor activities.
D. Ramirez—Would like update on West Guth/Collier Pools.
H. Smith—Would like to meet in December due to work related travel in January. Also would like an update on Art Norman in
February.
L. Torres—Thanked the committee members for re-electing her and Carlos Haney as Chair/Vice-Chair.

A motion was made by Rick Barrera to adjourn the meeting and seconded by Carlos Valdez Sr. The motion was unanimously
approved. Motion Carried. Meeting adjourned at 6:09 p.m.
