MINUTES
➢ The meeting was called to order at 5:17 p.m. by L. Torres, Chairperson.
➢ Roll Call
Roll call was conducted by Reba George and quorum was announced. Members present: C. Ford, J. Kim, R. Padron, D.
Ramirez, H. Smith, L. Torres, C. Valdez Sr., Liaison(s) absent: J. Garcia. Staff present: Stacie Talbert. Members absent: A.
Hunter, J. Kim, R.Woods.
➢ Approval of Minutes
Minutes from the February 12, 2014 meeting were distributed for review. A motion was made by H. Smith and
seconded by R. Barrera to approve the minutes as submitted. The motion was unanimously approved. Motion Carried.
Minutes approved.
➢ Public Comment — Art Norman commented on Oso Creek II work and recent event. John Powell asked about playground
equipment at Harbor Lights park.

➢ Committee, Liaison/Staff Reports
• Finance/Marketing Task Force—L. Torres deferred report to S. Talbert who gave progress of Department Marketing
Committee work and will be briefing task force at later date.
• Program Development Task Force—R. Padron asked about Arbor Day dates and what will be done.
• TAC/Bicycle and Pedestrian Subcommittee Liaison—No report
• Planning & Development Task Force— No report
• Watershore& Beach Advisory Committee Liaison- No report
• Police Department Report—No report
• Special Project Task Force—No report
• Planning Department Report—No report
• Horticulture Task Force—S. Talbert invited C. Valdez to sit in on first meeting of Tree Advisory Committee on 3/13 at
4p.
➢ Director/Assistant Director Report—M. Morris/S.Talbert
• Bond 2012—S. Talbert reported the progress on Schanen Ditch Hike & Bike trail. The Parker Park design team is in
transition to a new lead. Billish Park design in process with Doug Wade, Landscape Architect. Expecting Engineering
Letter Report for West Guth and Collier soon. Artesian Park design started with Raymond Gignac, Landscape
Architect. Bill Witt and Bear Creek are in design.
• TRAPS Conference recap - recognized PRAC members present for Awards Luncheon. Department staff recognized
with Gold Medal Award. Excellent feedback on conference. A Park Maintenance employee won Gold medals in two
Maintenance Rodeo events. Looks good for TAAF Games of Texas bid for 2018 and 2019. Pre-conference activities
a success. Department staff did an excellent job hosting TRAPS 2014. C.Valdez asked about lobbying efforts, and S.
Talbert reported that TRAPS would be the main branch of lobbying through the Texas Municipal League.
• Smoke Free Zone — Mayor's Fitness Council (MFC) awarded $40,000 grant from the Center for Disease Control to
fight chronic disease. The MFC decided on three initiatives to include hike & bike trails, community gardens, and
tobacco cessation. As far as tobacco cessation, MFC would like to see youth sports complexes and activities be
designated `smoke free'events. Signage has been designed to place in parks.
➢ Committee Member Comments/Announcements:
• R. Barrera—asked about HJ Williams park and noted appearance. Wanted to place discussion on future agenda.
• C. Valdez—commented on the Oso Creek 11 Park .Wanted city to support road to make more ride-able and walkable.
• D. Ramirez—echoed C. Valdez comments. Parking is needed.
• L. Torres —thank you to C. Haney for leading past couple of meetings. Congratulations to Department for TRAPS
Gold Medal Award.

A motion was made by R. Barrera to adjourn the meeting and seconded by H. Smith. The motion was unanimously approved.
