Regular Meeting
November 12, 2014 5:15 p.m.
6th Floor Conference Room, City Hall

➢ The meeting was called to order at 5:16 p.m. by Lisa Torres.
➢ Roll Call
Roll call was conducted by Hope Herrera and quorum was announced. Members present: C. Haney,
A. Hunter, J. Kim, D. Lewis, H. Smith, L. Torres and C. Valdez Sr. Staff present: Michael Morris, Stacie Talbert Anaya, Captain
Robert Alvarado and Hope Herrera. Members Absent: C.Anderson, C. Ford, J. Plemons, R. Padron
➢ Approval of Minutes
Minutes from the October 8th meeting were distributed for review. A motion was made by Carlos Valdez and seconded by
Dotson Lewis to approve the minutes as submitted. The motion was unanimously approved. Motion Carried.
Minutes approved.

➢ Presentations for Discussion and Possible Action
Parks and Recreation Oso Bay Wetlands Preserve& Learning Center/Manuel Cantu
➢ Old Business and Possible Action
PRAC Annual Report Presentation to City Council—Carlos H. is still working on, brought up idea on monthly newsletter.
Review Committee Assignments—everyone reviewed and looks good.
➢ New Business and Possible Action
Review Annual Open Records Act, By laws—table until all committee members are present.
Approval of excused potential absences for Curtis Ford — Motion to move Carlos Valdez and seconded by Alexis Hunter.
Motion unanimously approved.
➢ Committee, Liaison/Staff Reports
• Finance/Marketing Task Force—Stacie and Chris looked over inventory survey, Chris has good ideas and things are
moving forward.
• Program Development Task Force— no meeting
• TAC/Bicycle and Pedestrian Subcommittee Liaison—meeting canceled
• Planning & Development Task Force—no meeting
• Watershore& Beach Advisory Committee Liaison—Meeting moved to Thursday, November 13th
• Police Department Report — Captain Robert Alvarado talked about working on problems downtown, parking meter
burglaries, cameras were set up and caught the suspect committing another crime, he confessed to meter burglaries,
working on homeless issue downtown, making them follow park hour rules, clearing them out of places they should
not be trespassing. Told us about some kind hearted officers who helped a family living out of their car and down on
their luck. Officers collected money, groceries, clothes and necessities and got them a place to stay. Job well done
to those officers!
• Special Project Task Force—no meeting
• Planning Department Report—no meeting
• Horticulture Task Force — 5 public parks working on mowing contracts, trying to make into natural areas. Trying to
reduce mowing that is included in Master Plan.
➢ Director/Assistant Director Report—M. Morris/S.Talbert Anaya
a) Bond 2012 Update— Mike gave an update on all parks in the Bond 2012, some have started construction and some
have their designs 50-60%complete. All are at different phases of their reconstruction but all are moving along.
b) Report on Shoreline Realignment—Stacie touched on this project. No determination on northbound pavement until
2015, maybe 15t quarterjust not sure about when. A design idea would probably come for PRAC to review.
c) Tobacco Prevention &Cessation Coalition—A group working with Coalition on Alcohol & Drug Abuse with a state
grant to expand the smoking ban to include parks.
➢ Committee Member Comments/Announcements: Carlos Valdez stated that Wednesday's meeting was a good meeting.

➢ Adlournment -A motion was made by Carlos Valdez to adjourn the meeting and seconded by Alexis Hunter. The motion
was unanimously approved. Motion Carried. Meeting adjourned at 6:47 p.m.
