➢ The meeting was called to order at 5:28 p.m. by Huxley Smith.
➢ Roll Call
Roll call was conducted by Kathleen Ramos. Members present: C. Ford, J. Plemons, C. Valdez, Sr. A. Hunter, and H. Smith.
C. Haney and J. Kim arrived after roll call. Staff present: Stacie Talbert Anaya, Becky Perrin, Derrick Dishman, Alfonso
Ramirez, Captain Robert Alvarado and Kathleen Ramos. Members Absent: L. Torres, C.Anderson, D. Lewis
➢ Approval of Minutes
Minutes from the January 14, 2015 meeting were distributed for review. A motion was made by H. Smith and seconded by C.
Valdez to approve the minutes as submitted. The motion was unanimously approved. Motion Carried.

➢ Public Comment
Jeffery Click, with South Texas BMX Raceway Track, addressed the committee. Mr. Click provided an overview and progress
of the track since its inception. The organization leases land from the City of Corpus Christi for the track located at 3701
Greenwood Drive. Only bicycles, non-motorized, are allowed on the track. The track is open three days per week and can
accommodate approximately 100 participants per night. The participants have advanced to state and national competitions.
Ten children competed in the state event and nine of the ten were top performers. The track hosts various events throughout
the year, including summer camps and clinics with nationally known trainers/presenters.
➢ Presentations for Discussion and Possible Action
Parks and Recreation Athletics & Latchkey Presentation: Derrick Dishman and Alfonso (Alex) Ramirez presented. Derrick
Dishman provided an overview of the Athletics programs provided through the Parks and Recreation Department and those
provided through various partnerships with community stakeholders. Mr. Dishman explained the "Gospel of Play — Live.
Learn. Play!" that has become the "motto" for the Parks and Recreation Department. Programs included: classes at
recreation centers, baseball, basketball, soccer, volleyball, softball all at various venues across the City, with ages from six to
adults participating. Alex Ramirez presented the Latchkey overview. Mr. Ramirez explained how the Latchkey program
provides a vital service for those parents who require afterschool care for their children. The fee schedules, hours of
operation, staff training, and various activities and programs were discussed. The program has a partnership with the
Workforce Solutions of the Coastal Bend to provide tuition assistance. Latchkey operates 36 sites with approximately 2,354
participants. The program partners with the Corpus Christi, Calallen and Flour Bluff ISD's for site locations. In addition, the
program also operates during the Thanksgiving holiday,Winter Break, Spring Break and offers a summer camp.

Senior Community Services Partnership: Stacie reported that Elsa Munoz, Superintendent of Senior Community Services
retired and Lisa Oliver is now the Interim Superintendent. Stacie stated that both Elsa and Lisa have been meeting with
WeIIMed Charitable Foundation regarding a possible partnership at Zavala Senior Center to make improvements and assume
operating expenses to promote wellness and further their charitable mission. The partnership would also provide additional
programming at Joe Garza Recreation Center. This would include moving the congregate meal site from Zavala Senior
Center to the Joe Garza Recreation Center. . Stacie and Becky Perrin, along with Lisa Oliver, will be meeting next week with
WeIIMed for more specific details as to the building improvements, staffing and programming. Stacie explained that with the
budget reductions that were made two years ago, along with reduction of hours at several senior centers, community
partnerships are vital WeIIMed has a similar partnership with the City of San Antonio and staff will be traveling to San Antonio
to view the site and meet with the staff. Stacie reminded the committee that a stakeholders meeting is being held on
Thursday, February 12, 2015 at the Northwest Senior Center regarding the West Guth Park and pool planned improvements.

• Finance/Marketing Task Force—Stacie provided a hand out from a marketing survey sent out approximately 3 weeks
ago submitted by Carlos Valdez, Sr.
• Program Development Task Force— No meeting
• TAC/Bicycle and Pedestrian Subcommittee Liaison—No meeting
• Planning & Development Task Force—No meeting
• Watershore& Beach Advisory Committee Liaison—No meeting
• Police Department Report—Captain Robert Alvarado addressed the committee. He reported that there is an ongoing
issue with synthetic marijuana being dealt in parks and during early morning hours at the City Hall parking lot.
Officers have responded and adjusted hours of patrol in those areas and are making arrests. Due to a recent surge
in warm weather more activity has been reported. He advised the committee to be aware of scams regarding phone
calls from individuals reporting family members being held and requesting funds for release.

a. Bayfront Park rules and report—Tabled
b. Update on concession stand on the seawall. Stacie reported the contractor for the concession stand is now delinquent on
his payment terms with the City. Contact has been made with the contractor regarding the delinquency, however, to date;
there has been no response from, or receipt of, the requested information. The contract includes opening, closing and
maintenance of the restrooms on the seawall. If the contract is cancelled due to the delinquency, funding is not available
at this time to maintain the restrooms.
➢ Committee Member Comments/Announcements:
H. Smith has been asked by the public if bicycles are allowed at the Oso Bay Wetland Preserve Park. Stacie explained that
bicycles are not allowed.

Opinion of the Parks and Recreation Department regarding the Sports Complex
Breakdown of the number of special events moving to other cities due to the price of fees assessed from the City
➢ Adjournment-A motion was made by Carlos Haney to adjourn the meeting and seconded by Alexis Hunter. The motion was
unanimously approved. Motion Carried. Meeting adjourned at 7:09 p.m.
