Call to Order at 5:31 pm by Lisa Torres. Roll Call of Members-Roll call was conducted by Hope Herrera. Members present: Curtis Ford, Carlos Haney, Dotson Lewis, Rick Pedraza, Huxley Smith, Lisa Torres and Carlos Valdez Staff present: Stacie Talbert Anaya, Becky Perrin, Hope Herrera and Laura Jasso Members Absent: Chris Anderson, Alexis Hunter, Jinsun Kim and Jerry Plemons 11. Adoption of Minutes- Regular meeting — Adoption of Minutes from April 8, 2015 motion by Carlos Valdez, second Huxley Smith, motioned carried. 111. Public Comment Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law only authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date. IV. Presentation for Discussion and Possible Action • Parks and Recreation Special Events and Permits/Laura Jasso o Explained new ordinance and process for obtaining a permit o There is a link online, organizers simply have to click and fill out the application online o All application fees are$50 o Cost of event varies depending on size of event, what specifics they need with Traffic Control, street closures, security, traffic engineering and CCPD o When event is charging, it has to be approved through Legal and City Council o Workflow app coming soon o Bay Jammin' annual movies and concerts, new this year Bay Jammin' 5K V. Old Business for Discussion and Possible Action • Bayshore Park o RFQ&RFP process and timeline o Stakeholders meeting—to evaluate what they are requesting ➢ Motion for Carlos Haney and Rick Pedraza to represent PRAC at these meetings, moved by Huxley Smith and second by Carlos Valdez, all in favor • West Haven Park o Judge Joe A. Gonzalez showing a special interest in this park. County Commissioner donated $100,000 towards this park. Park is not ranked as an improvement park through Master Plan. Judge Gonzalez will probably be requesting to come by one of the future PRAC meetings to ask for committee support. VI. New Business for Discussion and Possible Action • Hope will send out list of committee assignments again for those who have not selected theirs interests VI 1. Committee, Liaison/Staff Reports • Finance/Marketing Task Force—n/a • TAC/Bicycle and Pedestrian Subcommittee Liaison—n/a • Program Development Task Force—n/a • Planning & Development Task Force—n/a • Watershore& Beach Advisory Committee Liaison—WBAC is working on changes to Beach Maintenance Plan. Changes should be completed at July's meeting. Will also have an update on U.S. Army, turtle monitoring and moving sand. • Police Department Report—Capt. Robert Alvarado— VIII. Director/Assistant Director Report • Parkland appraisals should be final by end of June to early July. Then brokers will be identified to represent the City in the sale of the land and the land should be put up for sale in September. • New Director has been chosen and hired for Parks and Recreation. The new Director starts Monday, July 13, 2015. • WellMed Update—The City has done their part, now waiting on WellMed's Legal Team to respond. • 2016 Budget Process—if we had to make any cuts,where would we want to take the 1% loss? o Adopt-A-Park IX. Committee Member Comments/Announcements • Carlos Haney—Asked if there was a rezoning proposal for land at Old Memorial Coliseum; Stacie replied that a hotel is supposed to be built there • Carlos Valdez—Master Gardeners are having a Rummage Sale to add to their scholarship fund,the last recipient was from Ray High School • Rick Pedraza—no comment • Huxley Smith—Brought up hotel going up at Old Coliseum site, are there going to be new businesses to follow? Stacie said she will look into and give an update as soon as she gets new up to-date info • Dotson Lewis—Memorial Day service that got moved to Ben Garza Gym due to weather,was supposed to originally be at Sherrill Park like it always is, but it turned out nice at the gym and the staff was quick to set it up and it turned out great at the moved location • Curtis Ford—Handed out a flyer on Ether Eyerly Senior Center activities, site council and dances. He stated that the City charges them. He feels that the$69 charge should be done away with. He asked for the City to please do away with the fee. It costs them$6 to have a meal, fellowship and dance once a month. He would also like the curb painted red so the seniors can see where they can and can't park. He also stated that the site council raised the money for the striping at the Garden Senior Center to purchase the paint to help with the parking problem. Dance next Friday from 4:30 pm—7:00 pm. • Lisa Torres—Wanted to commend staff at Collier Pool. Stated that the staff was very personable, instructors were awesome. She asked why the water was murky? Stacie replied that the water being murky is because people aren't bathing before getting in the pool. X.
