Regular Meeting
Wednesday, July 8, 2015 5:30 p.m.

MINUTES
I. Call to Order at 5:32 pm by Lisa Torres.
Roll Call of Members-Roll call was conducted by Hope Herrera. Members present: Chris Anderson, Curtis
Ford,Alexis Hunter, Jinsun Kim, Dotson Lewis, Rick Pedraza, Jerry Plemons, Huxley Smith, Lisa Torres and
Carlos Valdez.
Staff present: Stacie Talbert Anaya, Becky Perrin, Hope Herrera, Ericka Maldonado and Debbie Crites
Members Absent: Carlos Haney
II. Adoption of Minutes- Regular meeting — Adoption of Minutes from June 10, 2015 motion by Carlos
Valdez, second Huxley Smith, motioned carried.
III. Public Comment
Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your
comments at length. The law only authorizes members to make a statement of factual information, recite an
existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda
at a later date.
• Mrs. Ruby Martinez, President of Site Council at Ethel Eyerly Senior Center
o Regarding Parker Park and Pavilion
o She passed out a handout outlining her complaints and concerns
o No lights at the park—safety issue
o Transients have become a huge problem, they are drunk or drugged and using the
restroom in broad daylight outside of center out in the open, a church has been feeding
them so they tend to linger more now, sleeping on tables
IV. Presentation for Discussion and Possible Action
• Parks and Recreation Retired Senior Volunteer Program/Ericka Maldonado
o They have several Volunteer Stations from Children &Youth Programs to Hospitals and
Clinic
o They work a lot with Veterans and Military families
o All application fees are$50
o Must be 55 +years old to be able to volunteer
o They do not get paid or any kind of stipend, it is fully volunteer time
• Parks and Recreation Senior Companion Programs/Debbie Crites
o They have several volunteers who go to the clients homes
o They help the family or caregiver to be able to get some rest to continue to care for their
loved one at home
o Since 2004, 510,794 volunteer hours have been provided by SCP's services which
resulted in a value of$15,163.669 in community support
o Must be 55 +years old to be able to volunteer
o They are provided 20 hours of training, have to be low-income, criminal background
check, fingerprinting, have to pass physical and have a TB test done
o SCP's volunteers receive a stipend of$2.65 an hour, this is to help them with gas or bus
fare in order to get to their client's home
V. New Business for Discussion and Possible Action
• Aviator Memorial/Chris Keech and James Gourly
o Passed out a handout with picture and details of what they want done with the memorial,
also a history of what they are trying to accomplish
o Looking for support from committee, Huxley Smith motioned, Carlos Valdez seconded,
all in favor,motion carries.
VI. Committee, Liaison/Staff Reports
• Finance/Marketing Task Force—n/a
• TAC/Bicycle and Pedestrian Subcommittee Liaison—had a short meeting, please explain RFQ for
Bayshore Park
• Program Development Task Force—n/a
• Planning & Development Task Force—n/a
• Watershore& Beach Advisory Committee Liaison—n/a
• Police Department Report—Capt. Robert Alvarado—CCPD continuing on monitoring all parks in the
downtown area to make sure transients are not littering, doing drugs or drinking in the parks. Parks are
being checked daily by all types of patrol, car, motorcycle, and all hours of the day.
VII. Director/Assistant Director Report
• July is Parks and Recreation month. There is a game posted on our website in celebration of this
month.
• Artesian Park—Robert Janak spoke in December 60%design so far when it is at 90%, it will be
brought to the board
• Attendance Review, policy and requirements—By-Laws will be revised and retyped at handed out at a
later meeting
• WeIIMed Agreement is almost complete
