Regular Meeting
Wednesday, September 9, 2015 5:30 p.m.

MINUTES
I. Call to Order at 5:31 pm by Stacie Talbert Anaya.
II. Roll Call of Members-Roll call was conducted by Hope Herrera. Members present: Rick Pedraza, Jerry
Plemons, Huxley Smith, Carlos Valdez, Chris Anderson, Dotson Lewis, Kamlesh Bhikha, Adam Alvarez
Staff present: Stacie Talbert Anaya, Becky Perrin, Hope Herrera, Jay Ellington, Reba George
Members Absent: Curtis Ford, Gary McCoig
III. Adoption of Minutes- Regular meeting — Adoption of Minutes from August 12, 2015 motion by Huxley
Smith, second Jerry Plemons, motioned carried.
IV. Public Comment
Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your
comments at length. The law only authorizes members to make a statement of factual information, recite an
existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda
at a later date.
V. Introduction of Director, E. Jay Ellington
• Thanked the committee for their service
• Would like to meet with all members on a one-to-one basis
• Shared the poem, "What is a Park?"
• Gave a copy of his resume and shared a little about his history in public service
• Talked about the Director's Report that he included in everyone's packet
VI. Presentations
Reba George/Parks and Recreation Arts Administration
• Overview of Division
• How many staff and what services they provide
• Talked about the committees she takes care of Sister City and Arts and Cultural Commission and
how many vacancies they have, talked about all members and what positions they held
• Talked about the different pieces of art around town and different collections, types of art and
where they are located, budget, arts grants
Becky Perrin and Stacie Talbert Anaya/Assistant Directors
• Overview of Programs Master Plan
• Accreditation and meeting the 10 standards
• What different policies and standards they need to create in order to meet all requirements
• 2 consultant firms coming in October to have Kickoff Meeting to help department plan and succeed
and Accreditation process
• This will focus on building renovations, future programs, partnerships, revenue projects, space
requirements, site analysis and recommendations for next steps

151 and Huxley Smith-2"d, all in favor...Rick Pedraza is nominated Chair
• Elections—Huxley Smith-1st, Adam Alvarez-2nd vote for Chris Anderson to be Vice Chair....Carlos
Valdez-1"and Huxley Smith-2"d, all in favor...Chris Anderson is nominated Vice-Chair
IX. Committee and Liaison Reports:
Watershore Beach Advisory Committee—New Beach Superintendent, Ramiro Lopez—resigned
Appointed Russell Armstrong as Interim
Trash removal program, trying to find solution and equipment to get it done
TAC—Huxley says has evaporated—Stacie will confirm
Planning and Development—Dr. Richard Jackson—Health and Wellness , Healthy Cities Luncheon, talks about
building healthy cities
Director/Assistant Director Report
a. 2012 Bond Projects—update given on Collier Pool, La Retama, Artesian Park, Bill Witt, Billish, Parker,
HP Garcia and Salinas, Schanen Trail, Bear Creek Trail, Tennis Centers, McGee Beach, Cole,
Swantner and Oso Bay
b. WBA partnership—in the final stages, contract signing at Joe Garza on 9/9, this is to enhance kids'
programs
c. Repurpose Parks—MP 2012, 26 parks to repurpose, RFP closed Friday 9/4to brokers to set up sale,
develop the land or rezone
d. Update on Accreditation, staff working very hard to get everything in that is required to reach its goal
e. NRPA Conference—5 staff members traveling to Las Vegas, NV for the 5 day conference with the
focus on Accreditation
X. Committee Announcements/Comments:
Chris Anderson—Welcome new members; Kay Space finalizing on Day of Dead at Artwork, release planned for
Halloween
Huxley Smith—report on Mike Morris please
Jerry Plemons—announcement: Curtis Ford had a stroke, heart failure, doing well now, slowly recovering
Comment—transients in Parker Park, goal continue and efforts to advise city council on issues,
Very concerned for this area
