Call to Order at 5:35 pm by Chair, Rick Pedraza. II. Roll Call of Members-Roll call was conducted by Hope Herrera. Members present: Rick Pedraza, Jerry Plemons, Huxley Smith, Dotson Lewis, Kamlesh Bhikha, Gary McCoig,Alissa Mejia Staff present: Stacie Talbert Anaya, Becky Perrin, Hope Herrera, Jay Ellington Members Absent: Chris Anderson, Adam Alvarez, Carlos Valdez III. Adoption of Minutes- Regular meeting — Adoption of Minutes from October 14, 2015 motion by Huxley Smith, Dotson Lewis second, all in favor-motion carried. IV. Public Comment Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law only authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date. V. Police Department Report—Captain Robert Alvarado • Mariposa Park—YMCA leases and is responsible for maintaining the area • Transients are still a constant battle • Lovenskiold Park being fenced to help with issues of illegal activities taking place there and the camping • Artesian Park has a light pole with power—transients plugging cell phones, need to cut power so they stay out of park • There has been a lot of issues still with synthetic marijuana and a lot of break ins • Is Seawall considered a park since it is managed by P&R? Clarification—no 2am curfew—hours of 2am to 6am are not covered by curfew • No big issues out at Oso area V. Presentation for Discussion and Possible Action— Parks and Recreation Marketing Division/Santos Villarreal • Explained and presented samples of department branding, website, domain name, logo (established in 2009), slogan and mission • Presented several different posters and flyers promoting our department programs • Examples of Signage for the department and other events VI. Old Business for Discussion and Possible Action—Committee Assignments completed VII. New Business for Discussion and Possible Action VIII. Committee and Liaison Reports: No reports Director/Assistant Director Report a. Sherrill Park-Special Events call ext. 3417, wanted to know if they are used outside of Veteran's affairs,Al Cantu is Veterans Chair sends us a list, when other events want to book there we check with Veterans first to make sure it doesn't conflict, Veterans take precedence LOST QUORUM at 6:22 pm b. Artesian Park-Downtown Management District adding $to help with lighting c. Lovenskiold Park—problem for CPD continuously, became a hangout for improper behavior and drugs, talked about closing park as temporary solution until they can make it permanent d. Homeless Coalition—meeting monthly trying to understand who is responsible and what measures to take to minimize the problems e. Director's Column in Caller Times—suggestions welcome, volunteers was covered as first story f. Kites and Bikes Review—planned for November 7th,was cancelled due to weather, sponsors still allowing us to use their donated funds for Fit Tank X. Committee Announcements/Comments: Huxley Smith—on 4/20/16 Garden Clubs of Texas are planting a tree in the NW corner of Lexington Park Jerry Plemons—like that we moved the Police report up, Homeless Coalition—should there be PRAC representation? XI. Identify Items for next agenda: • Collier Pool Update • Sculpture Donations • Update on Program Master Plan • Update on Repurposed Park Sale • Update on Billish Park XI I.
