MINUTES I. Call to Order by Chairman Rick Pedraza at 5:32 pm ii. Roll Call of Members-Roll call was conducted by Hope Herrera. Members present: Adam Alvarez, Kamlesh Bhikha, Dotson Lewis, Alissa Mejia, Rick Pedraza, Jerry Plemons, Huxley Smith and Carlos Valdez Members Absent: Chris Anderson, Gary McCoig and Doug McBee Staff present: Stacie Talbert Anaya, Becky Perrin, Hope Herrera, Lisa Aguilar, Josh Wentworth, Brian Bresler III. Adoption of Minutes- Regular meeting — June 8, 2016 meetings, First Dotson Lewis, Second Adam Alvarez, all in favor IV. Public Comment-none Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law only authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date. V. Police Department Report—Captain Robert Alvarado reported on Parker Park. 2 officers that work that area are meeting with Legal about municipal codes to try to get organizations to stop feeding out at this park and move the feedings to their locations instead—same thing going on at TC Ayers. CCPD has increased their rounds at these 2 locations. VI. Executive session pursuant to Texas Government Code§551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to conveyance, lease, and sale of City property and pursuant to Texas Government Code§ 551.072 to discuss and deliberate the purchase, exchange, lease, and value of real property located at 521 Josephine Street known as Ben Garza Park when deliberation in open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. (CLOSED SESSION—CONFIDENTIAL) VII. Presentation for Discussion and Possible Action 1. Bayshore Park Presentation—Nick&Robert presented a Power Point presentation and gave a report on what is going to be done. Also asked some questions on if the committee members agreed with the placement of things. 2. (CARP)—Sharon Bailey-Lewis representing the Cole and Ropes Park group presented a Power Point explaining what is going on at these two parks. They requested a letter of support. First Huxley Smith, Second Carlos Valdez, all in favor. 3. Park Maintenance/Development Handbook—Lloyd Lentz with LMA Design gave an update on the project and explained his slides to give everyone a better understanding of what is going to be done. VIII. New Business for Discussion and Possible Action • Repurpose Park Agreement Template—passed out a copy of the DRAFT MOU for Adopt-A-Parks, discussed what groups need to maintain and what happens if they don't—Motion moved—First Carlos Valdez, Second Dotson Lewis, all in favor IX. Committee, Liaison/Staff Reports— • Finance/Marketing Task Force—No report • Horticulture Task Force—Huxley Smith—Oak trees being planted, landscaping&floral planting at Artesian Park • Program Development Task Force—No Report • Watershore&Beach Advisory Committee Liaison—No report • Planning&Development Task Force—Met this week,Oso Creek Park&trails,signage,volunteers • Planning&Development Task Force—Oso Creek Meeting on July 11th • Special Project Task Force—No Report • Island Strategic Action Committee Liaison—Dotson working with them upset with city and city hall not getting support Director/Assistant Director Report ➢ Summer Swim Camp at TC Ayers...city owns it but YMCA ran it, in footprint of Harbor Bridge needed major repair, agreement says will maintain service, pool not operational—another plan transporting kids to Greenwood 10 & 11:30 pick up times, not big turnout but continuing to go and try—Pools close August 141h for end of summer ➢ Bond 2012 Status Update—Stacie passed out a hand out—if you have any questions, please email Stacie ➢ Accreditation—Month away from 151 draft, Final draft due in December X.
