MINUTES
I. Due to absence of Chair, Rick Pedraza, and the vacant Vice-Chair position, Call to Order made by Stacie
Talbert Anaya at 5:36 pm
ii. Roll Call of Members-Roll call was conducted by Kathleen Ramos. Members present: Adam Alvarez,
Kamlesh Bhikha, Dotson Lewis, Alissa Mejia, Carlos Valdez, Sr., Doug McBee and Amy McCoy
Members Absent: Rick Pedraza, Damla Eytemiz, Gary McCoig, and Jerry Plemons
Staff present: Stacie Talbert Anaya, Becky Perrin, Kathleen Ramos and E. Jay Ellington
III. Adoption of Minutes- Regular meeting — August 10, 2016 meeting-Carlos Valdez, Sr. requested to
amend the minutes to reflect he was removed, not absent. First motion-Dotson Lewis, Jr. and second-
Adam Alvarez to adopt minutes as amended, all in favor.
IV. Public Comment-None

comments at length. The law only authorizes members to make a statement of factual information, recite an
existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda
at a later date.
V. Presentation for Discussion and Possible Action

VI. New Business for Discussion and Possible Action
• Introduction of New Members—Stacie Talbert Anaya introduced new member Amy McCoy. New
member Damla Eytemiz was not present.
• Nominations for Vice Chair—Stacie Talbert Anaya opened the floor for nominations of vacant Vice
Chair position. Kamlesh Bhikha self-nominated. First motion—Carlos Valdez, Sr. and second—
Amy McCoy, all in favor.
• Creation of Special Task Force—Stacie Talbert Anaya presented the creation of a Special Task
Force to develop a plan for activating and managing the Bayshore Park. The task force would
consist of two PRAC members, a representative from the Convention and Visitors Bureau,
Downtown Management District, Buc Days Commission, Mayor's Committee on Veteran's Affairs
and a resident. Staff from the Parks and Recreation Department will service as leadership for the
group. Construction of the park should be completed by May 2017. Therefore, the task force
should have a preliminary recommendation to PRAC no later than the January 2017 meeting to
allow for time to seek council action if required. Two members were identified to represent the
PRAC committee—Amy McCoy and Doug McBee. First motion—Dotson Lewis, Jr., second—
Carlos Valdez, Sr., all in favor.
VII. Old Business for Discussion and Possible Action
• Final review of Revenue Policy—First Motion—Doug McBee—second—Adam Alvarez, all in favor.
VIII. Committee, Liaison/Staff Reports—
• Finance/Marketing Task Force—No Report
• Horticulture Task Force—Carlos Valdez, Sr.—No Report
• Program Development Task Force—Dotson Lewis,Jr.deferred the report until such time as Becky Perrin is in
attendance. Various programs presented during the meeting and Mr. Lewis advised that he was impressed with the
knowledge of the staff.
• Watershore&Beach Advisory Committee Liaison—Dotson Lewis,Jr. attended the meeting. The Gulf Beach signage was
addressed. Items discussed were sand on PR22,traffic light over the bridge.Stacie Talbert Anaya and Russell
Armstrong will be attending a meeting at the end of the month regarding beach enforcement.
• Planning&Development Task Force—Alissa Mejia reported playground equipment is being replaced at various parks per
the Master Plan.
• Special Project Task Force—No Report
• Island Strategic Action Committee Liaison—
Director/Assistant Director Report
➢ Several projects were worked on, including: Budget and the FY17 Business Plan keeping in line
with the goals of the Parks Master Plan, along with the ongoing process for achieving accreditation.
➢ Programming is working on finalizing the Program Master Plan for adoption by the City Council.
➢ The mid-term update of the Parks Master Plan is due and staff is currently working through the
draft.
➢ A draft memo will be provided to the City Manager regarding the new and removed playgrounds.
Currently there are 14 new and eight removed.
X. Committee Member Comments/Announcements—
• Dotson Lewis, Jr inquired about the dog park located on Padre Island and if they adopt a portion of
the park? Stacie Talbert Anaya responded that a lease agreement is currently being developed.
• Dotson Lewis Jr. requested an update on Aviators Statue—Stacie Talbert Anaya advised that
several attempts have been made to contact the responsible parties, however, no response has
been received. Contract may be terminated.
• Carlos Valdez, Sr. requested an update on the sale of the parks—Stacie Talbert Anaya reported of
the fourteen parks—one sale has closed, eight are currently under contract and five may be sold
together if no other offers are received.
• Carlos Valdez, Sr. announced the Master Gardeners will hold a rummage sale on Saturday,
September 24th at 8:00 a.m. on Coles St. Proceeds go towards scholarships.
• Dotson Lewis, Jr. announced the Veteran's Band will be at Sherrill Park for the annual MIA-POW
ceremony on Saturday, September 17th at 10:00 a.m.
• Alissa Mejia announced the Garcia Center on Agnes Street will have their annual rummage sale on
Saturday, October 8, 2016. One hundred percent of the proceeds go back to their programs.
