Regular Meeting
Wednesday, November 8, 2017 5:30 p.m.

MINUTES
I. Call to Order by Adam Alvarez at 5:33 pm
II. Roll Call of Members Adam Alvarez, Amy McCoy, Mandy Cox, Carlos Valdez, Sr., Elizabeth Perez, Dotson
Lewis, Jerry Plemons, Florance East, Damla Eytemiz, Alissa Mejia
Members absent: Donnie Contreras
III. Adoption of Minutes - Regular meeting – Adoption of Minutes from November 8, 2017 – 1st, Dotson Lewis,
2nd, Jerry Plemons
IV. Public Comment – There were 15 individuals that commented regarding placing a dog park at Aquarius
Park. 8 were against and 7 were for the dog park placement.
Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at
length. The law only authorizes members to make a statement of factual information, recite an existing policy in response
to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date.
V. Police Department Report – Captain McMenamy reported on patrols being conducted in specific areas of
the City in relation to Parks & Recreation facilities. Several downtown parks, Artesian, Blutcher, and South
Bluff continue to have issues with the homeless. The Water’s Edge had some noise complaints, but those
issues have been resolved.
VI. New Business for Discussion and Possible Action
• Mandy Cox presented her findings from her recent Facebook survey.
• A grant application with the Texas Historical Commission was completed for Old Bayview
Cemetery.
• 5 Parks Code Enforcement officers funded by SHOT are being considered to be consolidated with
the other City Code Enforcement officer by request of the City Manager.
• Collier Pool, Water’s Edge, and Parker Park grand openings will be scheduled soon.
• Darren Gurley gave an adopt-a-park update on Aquarius Park. This park was adopted by a 501c
and is considered a neighborhood park. The Master Plan does not recommend the placement of
dog parks in neighborhood parks.
VII. Committee, Liaison/Staff Reports
• Finance/Marketing Committee – will meet before the next PRAC meeting.
• Horticulture Task Force – will group together in February
• Program Development Committee – will plan meeting in early 2018
• Watershore & Beach Advisory Committee Liaison – Jerry Plemons will attend these meetings.
• Island Strategic Action Committee Liaison – Public comment on dog park at Aquarius park was
discussed. Hurricane Harvey caused catastrophic damage to Packery Channel. Portable restrooms
were ordered and will be delivered in the next 2 weeks.
Director Report
• CCISD Interlocal agreement is moving forward to Council as well as the amendment to the
Natatorium.
• Added 2 key Interim positions: Superintendent of Finance and Assistant Director.
• An All-staff training session is scheduled for Friday the 10th. PALS will help sponsor the event.
• The Helicopter group submitted a proposal. This will need to go to Council.
• Artesian Park benches were removed.
VIII. Committee Member Comments/Announcements
Amy Cox requested a presentation of Island options for a dog park.
Dotson Lewis – There will be a Veterans Memorial Day Ceremony on Saturday at Sherrill Park.
