Call to Order by Dotson Lewis at 5:32 pm II. Roll Call of Members, Dotson Lewis, Jerry Plemons, Bobby Broderick, Donnie Contreras, Florence East, Hannah Husby, Amy McCoy, Alissa Mejia, and Twila Stevens. Members absent: Mandy Cox and Casandra Lorentson III. Adoption of Minutes- Regular meeting — Adoption of Minutes from October 10, 2018— 1St, Bobby Broderick, 2nd, Donnie Contreras, Unanimous thereafter IV. Public Comment—One citizen spoke during public comment. Ms. Carrie Robertson Meyer with North Beach Community Association (NBCA)spoke regarding the upcoming KABOOM playground build day at Dolphin Park on Saturday, December 8, 2018 starting from 7:45am to 3:OOpm. Invited committee and public to volunteer at this event. V. Police Department Report—Captain William Abbot, PD Liaison for the Parks & Recreation Advisory Committee presented report and introduced Captain James Lerma as the new PD Liaison. Call Logs/Reports: Calls for service at city parks have increased; e.g., Dolphin Park from ten to twelve calls for service; however, eight of those calls were self-initiated calls by crime reduction units doing security checks. Self-initiated calls will be recorded as service calls. Officers drive by South Bluff Park daily due to greater than 30 service calls received for this location from 20 to 33 calls for service. Blucher Park given special purpose designation to enforce citations issued to vagrants due to location for birding. Question raised by Dotson on who assigns special purpose designation to parks. Parks and Recreation department makes that determination; more information will be provided in the next meeting. VI. Presentations • Active Adult Programming — Brittany Deleon, Community Center Program Manager • Senior Companion Program— Dianne Taylor, Senior Companion Program Director • Splash Pads— Becky Perrin, Interim Director • Repurpose Parks List— Becky Perrin, Interim Director VII. Old Business • SQH —Approved for first 64-acre project during First reading. Council requested project completion timeline and Form 1295. Waiting on SQH to move to Second reading. • Community Enrichment Fund —Splash pads presentation to consider with cost per size and amenities presented to obtain a visual, per Council direction for committee to make selection. VIII. New Business for Discussion and Possible Action • Repurpose Park List—A draft list of eighteen parks considered for repurpose presented in map layout by district along with reason each was selected. There will be an option to adopt the park or area of the park selected for sell. Repurposed parks will not be rezoned by City; purchase of park occurs first, as is. Purchaser may apply with Planning Commission to rezone park. No decision made on repurpose park list; approval of list scheduled in the next meeting. IX. Committee, Liaison/Staff Reports— Community Relations & Engagement—Lisa Oliver reported on Department outreach activities: public meetings conducted: Miracle League meeting at Oso Recreation Center for facility use; 26 in attendance. Kite Festival; 600+ in attendance at The Waters Edge, Aquatics Division - Pumpkin Patch Splash (both events covered by media outlets). Office works in partnership with City Communications Department to disseminate press releases along with media television outlets for onsite interviews, and with Divisions to highlight any new activities or programs. Two inquiries for Adopt-a-Park; working with group regarding Sherwood Park. Average about two calls a month for park adoptions. Tortoise &the Hare 5K at Oso Bay Preserve and Winter Break Vacation Station hosted by Latchkey are some holiday events that are upcoming. Island Strategic Action Committee— Beach restrooms and showers are working, and sand is being moved. Vandalism is down. FEMA funds available for Packery Channel redesign. Watershore & Beach Advisory Committee— Form liaison with county parks regarding beach maintenance. Bylaws will be reviewed. X. Director Report • Office of Director Staffing Update— Interim Director Becky Perrin introduced Jose Ramirez as Interim Executive Assistance and Sarah Munoz as Interim Assistant Director. • Parker Pool—County Interlocal Agreement—Removed parking lot from agreement, per county request. Waiting on new metes and bounds map. • Miracle League Agreement • Island Dog Park— Utilities—Operation plans received and sent to Legal Department. Draft agreement sent to Dog Park group for review and for revisions to Legal Department. Location of park is by water treatment plant on the island —two acres in size, fence installed; group will be responsible for all operation and maintenance; city will not be responsible for any maintenance. Fees for a waterline will be responsible by Dog Park group. Park will be open free to the public. Dogs will have to be current on vaccinations. Owner must maintain cleanness of pet on property. XI.
