MINUTES
I. Call to Order by Dotson Lewis at 5:33 pm
II. Roll Call of Members, Dotson Lewis, Bobby Broderick, Florence East, Amy McCoy, Alissa Mejia,
Casandra Lorentson, Mandy Cox and Twila Stevens. Members absent: Jerry Plemons, Donnie Contreras
and Hannah Husby.
III. Adoption of Minutes- Regular meeting — Adoption of Minutes from November 14, 2018 with correction
noted, Casandra Hinojosa was present. — 1St, Amy McCoy, 2nd, Florence East, Unanimous thereafter
IV. Public Comment— (1) Fallon Wood, Breanna Wood's mother, a local Crime Victim Advocate. She
requested that Oleander Point be considered as a location for a Crime Victims Memorial Park for the
community. This is a proposed project by local Crime Victim Advocates. She had met with Mayor and
City Manager regarding the proposed project. (2)Carrie Robertson Meyer with North Beach Community
Association (NBCA)thanked all for participating in the KABOOM playground build day at Dolphin Park
on December 8, 2018. The next phase is to connect Dolphin Park to the Boardwalk using State Hotel
Occupancy Tax funds that are appropriated for the North Beach area.
V. Police Department Report—Captain James Lerma, PD Liaison for the Parks & Recreation Advisory
Committee presented report. Call Logs/Reports: Blucher Park-slight increase, trying to clear out
transients at sea wall and Blucher Park; 9 calls this month. Surfside Park—conducted quality of life
investigation. Oveal Williams Senior Center—two incidents, quality of life investigation and burglary-
criminal mischief. South Bluff Park—decrease in calls, 15 this month. Ben Garza Park—one call for
vehicle in the ditch. Dolphin Park—cleared out area prior to playground build; and Hans Suter Park—
Vice division is monitoring activity at the park.
VI. Presentations
• Community Enrichment Fund — Becky Perrin, Interim Director
VII. Old Business
• Community Enrichment Fund —additional information presented to the Committee by staff.
Discussion held on shade structures, splash pads and site selection. Action will be taken by
Committee next month.
• SQH —Additional information pending from SQH to present to City Council. The second reading
is scheduled for late January.
VIII. New Business for Discussion and Possible Action
• Special Purpose Designation Park—Staff is working with CCPD and Legal department to
identify special designation parks to be able to address homeless individuals at parks,
specifically addressing the homeless that sleep at parks. This designation would include setting
up No Camping signs, establish curfews at certain parks. Hans Suter and Blucher Parks are
experiencing difficulties with homeless.
• Previous Park Sales—Three parks, Cenizo, Brandywine and Holly from current proposed list
are from the original 2012 Park Master Plan Repurposed list.
• Repurposed Park List-A draft list of eighteen parks considered for repurpose were discussed
by members. Some members visited a few of the parks on the list and offered feedback on those
locations. Members also asked about what process will be used to inform the community about
selections. The repurposed park list will be included in the Master Plan update.
IX. Committee, Liaison/Staff Reports—
Island Strategic Action Committee— Dotson Lewis reported on issue with finalizing location for
the Maintenance Building.
Watershore & Beach Advisory Committee— No report.
X. Director Report
• Collier Pool —Staff continues to address the maintenance issues at the pool. Portable heaters
will be installed in the restrooms while bids are conducted again for heater installation. The
pump repair has been conducted and the 3-phase electrical box installed.
• Parker Pool—The Interlocal Agreement has been signed with Nueces County has been signed.
• Miracle League Agreement—The group has opted to build a new facility at Salinas Park instead
of using the Oso Recreation Center.
• Island Dog Park— Utilities—The dog park is moving forward, and the group is responsible for all
operation and maintenance; city will not be responsible for any maintenance.
• Memorial at Waterfront—Oleander Point—This memorial will be designed as a monument for all
homicide victims. The organization will maintain the park and memorial. Discussion held.
Concerns noted were not to place monument in the kiteboard launch area and to be mindful of
height of monument to not block the view. Motion made by Casandra Lorentson, 2nd by Florence
East to approve the location request for the Crime Victims Memorial Park. Unanimous thereafter.
• Volunteer Recognition —Staff reported the event was well planned but poorly attended. Staff will
make recommendations for improving event.
• Kaboom Playground Build— Dolphin Park— Local volunteers participating in build included Flat
Iron Dragados and the Islander Girls Soccer Team. City Council Members Everett Roy and
Paulette Guajardo attended the ribbon cutting on the same day as build. Motion made by Bobby
Broderick and 2nd, Florence East to send a letter of appreciation to the two volunteer groups. All
approved by acclamation.
• London and Southside Area Advisory Committee—invitation made by Karen Constanzo to
members about an opportunity for PRAC to nominate one representative and one alternate to
serve on the committee. The first meeting will be held January 11th from 9:30 a.m. to 11:30 a.m.
at the Oso Bay Wetlands Preserve. PRAC members will notify staff of their interest to serve on
the Area Advisory Committee.
